Balochistan Assembly Debates Fake Local Certificates

QUETTA: The Balochistan Assembly disposed of a resolution about the verification of local certificate and domiciles of the employees who had been appointed in Federal Departments on the quota of Balochistan province.

The resolution was disposed of when Chief Minister Nawab Mohammad Aslam Raisani assured the house that he would review the procedure and also ask the concerned Deputy Commissioners to conduct a scrutiny in this regard.

A joint resolution moved by Jaffar Mandokhel of PML-Q, Provincial Minister Mir Abdul Rehman Mengal in which they said that the employees who had been appointed in Establishment Division and other Federal Departments on Balochistan’s quota, their educational certificates, local and domiciles should be verify through concerned Deputy Commissioners so that the injustice with local youth could be stop.

Talking on its admissibility, Jaffar Mandokhel said that people from other provinces were being appointed on Balochistan’s quota which is injustice with the people of this backward province. The issue needs immediate concentration. “Many people hailing from other provinces had made their certificates and local documents from Balochistan and they were appointed in different Federal Departments and also enrolled in reserved medical seats and other educational institutions,” he said. He said that the deputy commissioners who had posted in this province from other areas also helped their relatives to obtain local certificate in past.

Other law makers, Zamruk Khan, Abdul Rehman Mengal, Abdul Khaliq Achakzai, Dr Fozia Nazir Marri, Mir Asim Kurd, Sadiq Umrani, and Ismail Gujar also supported the resolution and expressed their grave concerns over the irregularities in issuing of local certificates. They have demanded that the scrutiny must be conducted in this regard and also cancel the fake certificates. They said the committees formed in each areas of the province who had been given task to verify the local people were not working effectively. “Earlier the local elders used to verify the identity of the people but now even we don’t know the members of committee,” some of the ministers informed the house. They also suggested that the system should be computerized and be connected with NADRA.

Provincial Ministers Sadiq Umrani and Ismail Gujar said that majority of the Afghan refugees are possessing fake domicile or local documents and there is a dire need of fair inquiry in this regard. “More then one million Afghans had come in Balochistan from Afghanistan since 1978 and now they have managed to get local certificates,” said Sadiq Umrani. The resolution was disposed of after the assurance of Chief Minister Nawab Mohammad Alsam Raisani. Raisani said that he will also ask the local tribal elders and deputy commissioners to ensure the transparency.

The Members of Assembly also sought a high level inquiry in the suicide attack on the residence of Finance Minister, Mir Asim Kurd which had claimed six lives.

On a point of order Sardar Aslam Bizenjo said “It was first kind of its nature suicide attack in which the target was a provincial minister but fortunately he remained unhurt.”

He said that there must be high level committee to carry out probe and submit a comprehensive report revealing the motive behind the attack because no organization has claimed the responsibility of this attack so far.

Other ministers and members also expressed grief and sorrow over the attack and demanded a high level inquiry.

On the behalf of government, Provincial Minister for Home and Tribal Affairs, Zafarullah Zehri said investigations were underway and officers are investigating the matter from different angles.
