ISLAMABAD : Prime Minister Syed Yusuf Raza Gilani on Monday acknowledged the deprivation in Balochistan, saying that the government had initiated the process of compensation by launching the “Aghaz-e-Haqooq-e-Balochistan” package.

“We have started the process and the coming generations will complete it” he said while giving a policy statement in the National Assembly on the Balochistan situation.

He said that all-out efforts were being made for peace, stability and prosperity in the province, adding that the measures being taken by the government would improve the situation there and remove a sense of deprivation among the people of Balochistan.

Prime Minister Gilani said that the reconciliation and harmony introduced by the Pakistan Peoples Party (PPP) would bring stability and peace in the province.

“We are ready to hold dialogue with the provincial leadership for the uplift of Balochistan and its people,” he said.
He said that the Federal Government had taken unprecedented measures to improve political stability in the province and address the grievances of its people.

Recalling the visits of President Asif Ali Zardari, his own and Interior Minister Rehman Malik to the province for direct interaction with the people, he said that such interaction would continue in future.

He said that the PPP-led government introduced Aghaz-e-Haqooq-e Balochistan package in November 2009 under which 61 amendments were proposed for reforms in the constitution, administration, political and economic sectors for the province and a cabinet committee headed by Senator Raza Rabbani was constituted for their implementation.
He said that efforts of the government had brought visible changes to education, health, construction, social welfare and communication sectors, creating employment opportunities in Balochistan.

“I feel pride to mention that the Aghaz-e-Haqooq-e-Balochistan is bringing prosperity to our Baloch brothers and is a guarantee for the welfare of future generations.”

The Prime Minister said that the issue of missing persons had been lingering since long and the government had taken solid steps, including the establishment of a judicial commission, to sort out the issue on humanitarian grounds.
The Prime Minister said that the government was making efforts that innocent persons should not be included in the list of those who are threat to national security and sovereignty.

“I assure that we will not allow any harm to innocent persons,” the Prime Minister said, adding that action had been taken in 61 out of 114 such cases.

He said that the 7th National Finance Commission (NFC) Award topped the steps, taken by the government to overcome economic deprivation of the people of Balochistan. The province was given Rs. 99 billion under the unanimous approved award, he said.

The Prime Minister said that the Federal Government had taken concrete measures and ensure implementation of peace and developmental projects in the province.

He said the Federal Government recruited 6,000 youth in police and allocated Rs 5.15 billion in this regard and Rs 3.4 billion had been spent till Dec 2010.

He said to improve the police system, the government introduced police record office and management system (PROMIS) initially in Quetta and Khuzdar.

Furthermore, Pakistan Automated Identification System (PAFIS) was introduced to help capacity building of the police system, which he said, would enable the police to keep the record of over 1.2 million criminals.

He said that nationwide integrated trunk radio system and national forensic science agency project were introduced to strengthen the police communication system.

The Prime Minister said the government accepted the demand of political figures regarding establishment of Frontier Constabulary (FC) instead of establishing army cantonments in Kohlu and Sui.

He said it was a welcome step that the youth of Balochistan were being recruited in the FC and Coast Guard.
He said the government had agreed to pay Balochistan Rs. 120 billion in 12 years under the Gas Development Surcharge for the period from 1951 to 1991. In the fiscal year 2010-11 Rs. 10 billion were allocated for the purpose.
He said that the Balochistan government had been paid Rs. one billion for the rehabilitation of flood victims along with Rs one billion more for the displaced persons of Dera Bugti.

He said that efforts were made to end unemployment and create job opportunities in Balochistan under which the Federal Government would provide funds to the provincial government for 5,000 posts.

The Prime Minister said that 6,000 vacancies had been identified in federal government departments under Balochistan quota and recruitment process against 1,682 vacant post had already been completed.

Gilani said that different ministries and departments had been ordered to give priority to the candidates hailing from Balochistan. The candidates for jobs in FC and Pakistan Coast Guard having a domicile of Balochistan would be given relaxation in education and experience.

He said that 10,000 to 15,000 youth from Balochistan would be trained under the National Internship Programme besides giving them relaxation in education and age.

In this connection, he said, 9,000 applications have been received out of which 3,000 youth have been inducted in internship programme.

The Prime Minister said that the Ministry of Labour and Manpower had completed formalities to send abroad four to five thousand skilled and unskilled persons from Balochistan, while a proposal was under consideration to impart training to as many persons in different sectors.

The Prime Minister said that according to the will of Balochistan its A-area had been converted into B-area.
Regarding kidnapping of judges and lawyers, he said that he had ordered an inquiry and directed the Interior Minister to order all law enforcing agencies to ensure the release of the kidnapped.

The Prime Minister said that leaders like Harbiyar and Brahamdagh had taken political asylum in Europe and one Dr. Allah Nazar was promoting extremism and giving instructions to the miscreants.

He said that war in Afghanistan had provided an opportunity to the Baloch youth to get military training in the neighbouring country which was fuelling terrorism in the province.

Gilani said that the target killing of settlers in Balochistan could not be overlooked, as it had further aggravated the law and order situation in the province.

He said solid proofs of the involvement of organizations like BLA (Balochistan Liberation Army) in target killings in Balochistan had been found.

The Prime Minister said lack of education among the people of Balochistan strengthened anti-social elements.
He said that limited economic and developmental activities and less employment opportunities created a sense of deprivation among the youth.

Gilani said that there were solid evidences that foreign elements and powers were involved in aggravating the situation in the province.

The long inter-tribal feuds and mutual differences cannot be ruled out in worsening security situation and discouraging developmental schemes in Balochistan, he said.
