‘Multiple factors behind Balochistan unrest’

ISLAMABAD - Minister for Inter Provincial Coordination Mian Raza Rabbani has quashed the impression of holding agencies responsible for the unpleasant situation in Balochistan and admitted that the situation in the province was not fully under control.

During the Question-hour in the session, Rabbani also shared that other factors are also operative in this regard. “It is not appropriate to use extra-judicial killing about Balochistan situation,” he said while responding to a supplementary question.
Admitting the fact that no significant progress was achieved regarding missing person, Minister said that a tribunal was constituted for missing persons and the government was making all-out efforts. He further said that many of the missing persons have also been recovered. Rabbani said that law enforcement agencies in Balochistan and security agencies work within their ambit.

To another question regarding the platform to register complaints about the human rights issues, the Minister said that there was no proper mechanism to register human right cases. The Minister for Human Rights has no development projects and no awareness project has been launched since the creation of the Ministry in 2008, he said.

To a question about the incident of fall of the youngster from an aeroplane, Minister for Defence Ahmad Mukhtar said that investigation in the case is under way and the report would be presented before the House soon. When MQM member Iqbal Muhammad Ali raised a supplementary question about the slow pace of investigation in this particular case, the Minister said that six boys had made similar attempts in the past and five of them had dropped. The Minister said that the security at airports has been intensified and capability of aviation security personnel enhanced for any pre-emptive terrorist attack. To a question, Minister of Environment Samina Khalid said that the campaign to remove polythene bags was underway in three provinces while the tree plantation campaign has been started in the country.

To a question about cut in the budget of the Ministry of Communication, Secretary Communication Saeed Iqbal said that that during the current year 43 billion rupees were earmarked for communication, however, it cut to half.
NHA had made plans of installing Electronic Toll and Traffic Management system phase wise on National Highway N-5. So far the system has been installed on 7 toll plazas.
