Subject: Discovery of mass graves in Balochistan

Dear Sir,

On January 25, 2014, a shepherd in a rural area of Khuzdar district in Balochistan discovered a mass grave. After excavating the area, a number of mass graves were found in the Tutak village containing remains of more than 100 dead bodies. The more they dug the more mass graves they find.

Human rights groups have expressed fear that these remains belong to the victims of enforced disappearances, as Pakistani security forces have been involved in a massive campaign of enforced disappearances and kill and dump operations since last many years in Balochistan.

It is relevant to mention here that there are four types of substantive laws of international crimes according to the international criminal law which are mentioned in the preamble of Rome statue which are categorized in 4 categories of unimaginable atrocities: genocide, crime against humanity, war crimes and the crimes of aggression.

Pakistan has been committing all the four hereinabove mentioned international crimes against the Baloch nation. Since Pakistan had committed the crime of aggression by invading Balochistan on 27th March 1948, the Baloch have been struggling to restore the independence of their homeland. However, to crush their movement, Pakistani security forces have violated all human rights fundamentals.

A number of fact-finding reports conducted by Amnesty International, Human Rights Watch and other human rights watchdogs have confirmed Pakistan’s involvement in an infamous “kill-and-dump” operation, targeting political workers, students and others to silence the Baloch people.

However, the recent discovery of mass graves has sent shockwaves throughout the Baloch society, as they fear Pakistan has killed most of the 18,000 victims of enforced disappearances and dumped their bodies in mass graves.

It would not be out of place to state here that the relatives of missing persons who were in illegal custody of security forces have already launched a long march from Quetta to Karachi and then from Karachi to Islamabad under the leadership of Mama Qadir Baloch and Farzana Majid. They intend to raise the issue of enforced disappearances and kill-and-dump with the office of the UN in Islamabad.

Despite these naked atrocities being committed by the Pakistan, the UN and the international community have done little to reign in the Pakistani security agencies.

Your are requested to send a mission to investigate the issue of mass graves as it’s feared that more mass graves exist in different parts of Balochistan. Also, UN should conduct DNA test of the remains to confirm the identity of the bodies to provide at least some relief to the families of missing persons.
