Baloch welcome US intervention at 19th Session of Human Rights Council of the United Nation’s in Geneva, to support Baloch concerns over deteriorating human rights situation in Balochistan.
On 14th of March 2012 at the 19th Session of Human Rights Council in Geneva Mr Mehran Baluch and Ms Nina Petek of World Environment and Resource Council made and read their interventions on appalling human rights situation in Balochistan.
Shortly after Ms Nina Petek’s intervention, exposing the systematic discrimination of Baloch people and unjust exploitation of resources by Pakistan, the representative of Pakistan as usual was on point of order to stop the intervention on the grounds of two principles of sovereignty and territorial integrity.
The US representative at the 19th Session of Human Rights Council in Geneva immediately stood on point of order to support Baloch people’s concern on appalling violation of human rights in Balochistan. He intervened by asking the President of the Session that the representative of the NGO, Ms Nina Petek should be permitted to proceed with the intervention. The US representative affirmed that despite Pakistan’s objection, “the intervention was addressed to the subject matter”.
The intervention by the US representative confirms that contrary to the view and policies of Pakistan, the issue of human rights is a universal subject in which perpetrators, for this matter Pakistan can not and must not be allowed to shield behind the “cited principles of sovereignty and territorial integrity”.
On the same day, 14th of March 2012 at a press conference at the White House, the President of the US and the Prime Minister of the UK reaffirmed that human rights is universal and the violators will be brought to justice no matter how long it takes.
Baloch people and Baloch leaders welcome whole-heartedly the intervention of the US representative at the Session in Geneva, and consider the stated approach of the US President and the Prime Minister of the UK as long-awaited, necessary, encouraging and in the right direction to address the human rights issue. Since violation of human rights is a criminal and deplorable act, the gravity of the violation of human rights of people, necessitates intervention by the international community to protect life and property, whether it is in Bosnia, Congo or for this matter in Balochistan. Baloch people also greatly appreciate the supports and the effort of the NGO’s which are assisting Baloch people to raise awareness at international forums and institutions.
Baloch people seek and urge for firm international intervention to protect them from slow motion genocide and from the crimes against humanity in Balochistan, orchestrated and committed by Pakistan and Iran; and to bring an end to the ongoing, countless and frequent enforced disappearances, torture, killings and dumping of the mutilated and executed bodies of innocent Baloch people. Therefore Pakistan and Iran must be stopped by unambiguous international interventions.

U.S. Lawmakers to Address Balochistan Crisis at National Press Club on March 27
The bill states that the people of Occupied Balochistan "have the right to self-determination and to their own sovereign country; and they should be afforded the opportunity to choose their own status."

Balochistan's contribution to the country's development bears no comparison.
Musharraf admits "there is no doubt that Balochistan is the most backward and most deprived province of Pakistan. Successive governments since our independence are responsible for the neglect suffered by Balochistan." On the other hand, in a glaring deviation from this statement, he simultaneously holds the Marris, Bugtis and Mengals responsible for Balochistan's underdevelopment.
He gives the certificate of pro-Pakistan loyalty to the inhabitants of Makran, Khuzdar and areas up to Kalat. Ironically, although Musharraf does not see this, districts in Makran, including Lasbela, are listed as Pakistan's least-developed districts. In other words, they suffered because of their pro-Pakistan loyalty?
Balochistan's contribution to the country's development bears no comparison. However, Balochistan's immeasurable natural wealth and strategic significance proved to be a curse rather than a blessing for the Baloch people. Balochistan's sufferings are shared one way or another by all sections of Baloch society. From workers of its political parties to its educated youths, down to the masses, all experience discrimination, oppression and injustices in everyday life.
Each region, town and village has its own story of neglect and exploitation. Balochistan's miserable social and economic conditions are evident everywhere in the province: from the Baloch coast that has the three modern naval facilities, the Jinnah Naval Base at Ormara, Chaghai and Kharan (facilities from which the Baloch are excluded, though), to strategically significant regions such as that where the nuclear tests were conducted in 1998, to areas where copper and gold are mined, to the industrial town of Lasbela, to Sonmiani, where the facilities of the Pakistan Space and Upper Atmosphere Research Commission (Suparco) are located, to Dera Bugti, known for its high-quality gas production since 1953, to Quetta and Bolan, where coal is mined.
Ironically, all these areas host sophisticated military, paramilitary and naval facilities, but one has modern education, healthcare, electricity, gas, or opportunities of regular livelihood.
Having little participatory role, the people of Balochistan derive no benefits from the extraction of copper and gold deposits in their own province; nor from the mega-projects launched in Balochistan in the name of development, including those for gas, coalmining, Gwadar Port, Mirani Dam, and the coastal highway.
Balochistan fuels the national economy and helps save billions of dollars in foreign exchange in terms of energy import. But nearly 97 percent of Balochistan's population lives without gas supply, 78 percent without electricity, and 62 percent without safe drinking water. Just 3.4 percent of the inhabitants of Balochistan are gas consumers, compared to 64 percent in Punjab - which happens to produce only 4.75 percent of Pakistan's natural gas.
Balochistan, despite being the country's major coal-producing province, is deprived of the benefits of the use of coal. During the One Unit days of the 1960s, when Lahore was the capital of what was then West Pakistan, 98 percent of coalmines of Balochistan were allotted to people having no affiliation with the province. Today local labourers in regions where coal is mined live without water, electricity, education or healthcare. However, Sheikhs and Parachas are immensely benefiting from the wealth generated by Balochistan's coal.
The MoU signed by Islamabad with a Chinese company for the Saindak Copper-Gold Project is a glaring example of the misuse of Baloch wealth and of discrimination against the Baloch. Islamabad and the Chinese company are taking 50 and 48 percent of the profits, respectively, leaving only two percent for Balochistan. The Saindak project is no-man's land for local Baloch youth and is guarded by non-Baloch Frontier Corps (FC). Gold-producing Chaghai is Balochistan's poorest region.
Countless MoUs of such exploitative nature are inked with foreign and local companies for the exploitation of Baloch resources. These include the Duddar lead-zinc project and the Reko Diq copper-gold project. Oil and gas exploration licenses are given without regard for Baloch needs and demands.
Behind the mounting tension and mistrust between the Baloch and the federal government is Islamabad's desire to get complete control over Balochistan's strategic land and its energy resources without the participation of the Baloch.
The oppressive policies are not just confined to exploitation of Baloch wealth. The establishment is also engaged in constant efforts to marginalise the Baloch. Its support to religious parties is harming the social fabric of Baloch society.
Lacking political vision and a democratic culture, Islamabad's establishment is governing Balochistan through a system that can only be described as "control." This control is based on the approach of one ethnic group taking over the province, imposing its culture on Baloch society, allocating to itself the lion's share of Balochistan's resources and taking various measures, including military operations, to prevent the Baloch from organising politically.
Control works through three interrelated mechanisms: (a) divide and rule, through creation of rifts and division among the non-dominant groups; (b) economic dependence: making the inhabitants permanently dependent on the dominant group and central government for their livelihood; (c) co-option: involving sections of the non-dominant elite like greedy tribal chiefs and other feudal elements, intellectuals and politicians through partial dispensation of benefits and favours.
The military's crackdown against moderate Baloch nationalists, intellectuals, students, poets, anti-establishment tribal elders, businessman and civilians is a reflection of a "zero tolerance" policy against ethnic Baloch.
An unemployed Baloch feels more deprived and victimised when an unskilled soldier on Balochistan's soil is employed from another province to fill the position that is legally, naturally and constitutionally the right of a local Baloch youth.
Balochistan shares long borders with Iran and Afghanistan and has a 1,700-kilometre coastline. But border and coastal security is 100 entirely controlled by non-Baloch paramilitary forces. Around 70,000 jobs in the FC, the coast guard, the police, in maritime security and the Anti-Narcotics Force are occupied by non-locals, which leave thousands of qualified Baloch youths unemployed.
Therefore, Baloch bitterness is genuine; the continued plunder of Balochistan's natural resources, its economic and political marginalisation and militarisation are the major causes of its rising instability and the mounting tension between the Baloch and Islamabad.
Islamabad's reliance on brute force may help the central government create cosmetic, short-term calm, but unrest and frustration will remain and lead to still more distrust between the Baloch and Islamabad. Already the brutalities inflicted on Baloch political activists have resulted in a permanent fracture in Baloch-Islamabad relations.
Balochistan's brimming resources, its strategic coastline, its huge territory and its location are central to the establishment's strategic vision. However, in the rapidly changing geopolitical scenario, Islamabad's overlooking the genuine concerns of the Baloch and its utter disregard for the interests and feelings of the people of the province will result in irreparable loss to the establishment itself.

Baluchistan Human Rights Association - Norway would like to invite your kind attention, on the above mentioned subject, in respect of atrocity of Pakistan and Iran security forces by the hands of whom thousands Baluch innocent persons who are Doctors, Lawyers, professors, teachers, singers, students and common citizen, all are in the illegal custody of their various torture cell. Prima facie in Iranian and Pakistani Baluchistan all authorities are vested with security forces which enjoy complete impunity. The modus operandi of the” kill and dump ”operation in pursuit of abhorrent state policies of Pakistan and Iran in ethnic cleansing of Baloch within one year have been seen more than thousand mutilated bodies brought from across eastern and western Baluchistan.
All who had been earlier enforced disappearance by the security forces of Iran and Pakistan are being killed and their dead bodies being thrown on desolate places in an undignified and inhuman manner. One Norwegian Baloch named Ehsan Arjumandi is also in the illegal custody of Pakistani security forces.
In the context of flagrant human rights violation in Pakistan. Resultantly , in the house of representative of America an investigation was conducted in the chairmanship of Danna Rohrabacher. During the hearing the testimonies of the witnesses established that Pakistan has committed heinous crimes against humanity. Consequently in pursuance of that a Bill was tabled in the house of representative.
It would be relevant to point out here that recently on 22nd February 2012 Iran has launched an ridiculous military operation to a family due to which a dozen of Baluch people including children and women were brutally killed and injured. Although the head of family named Abdullah Sardarzahi Lashari, his son and son in law were approached by notorious bigoted ruler of Iran and granted amnesty to them. Iran cheated the Baluch in the same manner as Islamabad has cheated the eastern Baluch nation. When they in the name of the Holy Quran persuaded Nawab Noroz Khan to leave his mountain shelter and then imprisoned him, his sons and companions and later executed them which is an irremovable stain on the forehead of Pakistani fascist rulers forever. The Iranian bigoted ruler refresh once again the episode of nawab Noroz khan.
Pakistan and Iran from the day one when they were subjugated the baluch nation by dent of coercion and military invasion .Now they adopted a new strategy specially Pakistani ruler ghastly record of torturing ,disappearing and killing of Baloch women and children crucial example are Brahundag Bugti sister and nephew and recently in RD 238 at pit fider and sagnsela Dira Bugti probably more then a dozen women and children were ruthlessly killed and abducted which are entirely against the norms of humanitarian and Islamic injunctions. The names of the victims and martyrs are Merzar, Wazeer, Mandi and Dito, Shali, Losha, khaira Bibi Sabzal Bugti Wavira D/ONoor Hussan, Three month old Bacha Khan S/O Jumma Khan , seven year old Seva S/O Noor Hussan, Including three woman Bibi Janjari W/O Lashar Bugti, Sabahi W/O Haji khan bugti and Batoli W/O Jumma Bugti. In such a conscience shocking situation which appair to be conducting an ethnic cleansing compaign to Baluch nation. The intentional negligence and ignorance of civilized and democratic world specially UNO and NATO which are questionable in the eye of new norm of humanitarian law and new era of enlightment which entrust responsibilities to the enlighted states. If there is flagerant violation of human rights and fundamental freedoms which are incoorporated in their fundamental laws, international law and instruments, so such countries are liable for a military intervention.
It would be relevant to point out here that Pakistan has violate its constitution, international law and specially those covinent and instruments which Pakistan have been retified by Pakistan and is a party to the key human rights intruments UDHR, ICCPR, CRC, ICESCR, CERD and CAT. Pakistan has ensured the civilized nations and countries during the signnature of hereinabove reffered intruments to respect them but despite of that Pakistan has violated them so therefore she is answerable to United Nation and all those countries which are also parties to reffered intruments.
The Baluch people have been deprived to baptize their children name in accordance with their culture. As well as ancient and well popular towns and cities which had had baluchi names, so their names were arbitrarily changed for example the name Zahedan was Duzap, Iranshahr was Pahra, Saravan was shastoon, Nikshahr was Geh and so on. A few most important areas were annexed with none Baluch territory, for instant in eastern Baluchistan Karachi, Jacabad, Dera Ghazi Khan, Rajin Pur and in western Baluchistan Jashk, Minab, Bashkard, Bandarabbas and so on, which is also a culture genocide of Baluch nation.
The upshot of this letter is that Pakistan and Iran have violated its laws of land, international law, instruments and conventions. We members of Baluchistan human rights Association in Norway appeal to United Nation which is the guardian and custodian of international law and instruments, to launch intervention against Pakistan and Iran on the grounds of new norm of humanitarian law in this regard we expect your accommodation and support to take initiative and to halt Baloch genocide by Pakistani and Iranian security forces. Both are terrorist, banana ,irresponsible nuclear power and rogue states.

It would be relevant to point out here that Pakistan has violate its constitution, international law and specially those covinent and instruments which Pakistan have been retified by Pakistan and is a party to the key human rights intruments UDHR, ICCPR, CRC, ICESCR, CERD and CAT. Pakistan has ensured the civilized nations and countries during the signnature of hereinabove reffered intruments to respect them but despite of that Pakistan has violated them so therefore she is answerable to United Nation and all those countries which are also parties to reffered intruments.
The Baluch people have been deprived to baptize their children name in accordance with their culture. As well as ancient and well popular towns and cities which had had baluchi names, so their names were arbitrarily changed for example the name Zahedan was Duzap, Iranshahr was Pahra, Saravan was shastoon, Nikshahr was Geh and so on. A few most important areas were annexed with none Baluch territory, for instant in eastern Baluchistan Karachi, Jacabad, Dera Ghazi Khan, Rajin Pur and in western Baluchistan Jashk, Minab, Bashkard, Bandarabbas and so on, which is also a culture genocide of Baluch nation.
The upshot of this letter is that Pakistan and Iran have violated its laws of land, international law, instruments and conventions. We members of Baluchistan human rights Association in Norway appeal to United Nation which is the guardian and custodian of international law and instruments, to launch intervention against Pakistan and Iran on the grounds of new norm of humanitarian law in this regard we expect your accommodation and support to take initiative and to halt Baloch genocide by Pakistani and Iranian security forces. Both are terrorist, banana ,irresponsible nuclear power and rogue states.

بيســـت و هفتـم مـــارس روزی سيـــاه در تاريــــخ بلـوچستـــــــان 27 March 1948 a black day for Balochistan
پـس از جنــگ جهـانی دوم و اوجگيــری مبــارزات ضـداستعمـاری مردم آزاديخـواه هندوستـان به رهبــری مدبرانـه مهاتمــا گانــدی ( مهانــداس کارامچانــد گانــدی ) راهــی بجـز ترک شبه قـاره هنـد برای نيروهای استعمارگـر انگليسی نمانده بود.
خـان احمديـارخان بعنـوان بالاتريــن رهبر سياســی بلوچستـــان در سال ۱۹۴۶ ميـلادی با استـدلال به اينکه سرزميـن بلوچستــــان قبل از اشغـال ( ۱۸۳۹ ميـلادی) کشـوری مستقـــل بود و از نظــر تاريخی درقلمــروی کشــور هندوستـان نبـوده و بنا بر قـرارداد۱۸۷۶ ميــلادی خواستـه استقــــلال بلوچستــان را با کنگره ملــی هنــد واشغالگــران انگليسـی مطــرح کرد. زمانيـکه خواستـه ملـی استقــلال با استعمـارگـران انگليسـی در دهلـی مطرح شــد بحـث بر سر تاسيس کشوری بنام پاکستـان نيز با استدلال به تفـاوت مذهبـی بيـن مسلمانان و هندوهـا درميـان بــود! استـدلالــی که جريان مسلم ليگ، محمد علی جناح توطئه گر و بخشـی از نيروهای فرسوده انگليســی بخاطر منافـع پنجابيها ومهاجرين نومسلمــان هنــدی و برای انتقام گيری از کنگــره ملـی هنــد و تقسيـم هندوستــان آنرا بسيار بزرگ جلـوه داده و در نتيجه توانستنــد مردم بنـگال، بخشی از کشميـر، سنـد، بلـوچستــان و پشتونستـان را به اسارت پنجـاب، مهاجرين نومسلمان هندی و ارتش خون آشـام پنجابيها در آورنـد.
درتاريخ يازدهـــم اوت ۱۹۴۷ميلادی آزادی و استقــلال بلوچستــان رسما اعــلام شد. پرچم بلوچستـــان در کلات برافراشته شـد و سياستمــداران بلوچستـــان که درشهـر کلات گردهمايی داشتند فعاليتهای خود را برای تشکيل مجالـس خاص و عام بلوچستــــان آغاز کردنـد تا با رهبری خان احمديارخـان پروسـه تدويـن قانون اساســی بلـوچستــان را شروع کننـد. امـا محمد علی جناح فرصت طلب که در بخشی از مذاکرات حکومـت کــلات با انگليسيها متاسفانـه وکيـل خان کـلات بود، جريان مسلـم ليـگ و بخشی از استعمارگران انگليسی سياستی مخـرب و برنامه ای فاجعــه آور در مورد مردم بلـــوچ و سرزميـــن غنـی بلوچستـــان داشتنـد.
سرزميـن بلـوچستـــان که متعلــق به مــردم بلـــوچ است تاريخــی طولانـی دارد. تاريخی که هم از نقطه نظر دشمنان و اشغالگران نوشته شده و هم توسط محققيــن و مورخيــن بلــــوچ به رشتـه تحرير در آمده است. گــروه اول منجمله تحريف نگاران پار س و پنجابی وقيحانه دسـت به تحريف تاريخ ما زده و آنچه را که طبق منافع شان اســت در سياهه هايی بی ارزش بعنوان تاريـخ بلـوچستـــان عرضه کرده انـد. «مورخيــن» قلابـی پاکستانی روز يازدهـم اوت را در تحاريف خـود فوق العــاده بی رنگ جلــوه داده انـد و تحريف نگاران تنـگ نظــر ايرانـی هيـــچ وقــت يازده اوت ۱۹۴۷ يعنـی روز آزادی بلوچستـــان شرقی را ذکـر نمی کننــد.
هر ملتی در تاريخ خويش روزهای تاريخی دارد. روزهايی که سرنوشت ملت را رقم زده يا بر آن تأثير گذاشتـه است. بيست و هفتم ماه مارس ۱۹۴۸ يکی از سياهترين روزهای تاريخ بلوچستــان است يعنی روزی که حکومـت تازه تاسيس و مورد حمايت انگليس ( پاکستان ) توانست با دسيسه های مشترک محمـد علـی جناح ( مسلم ليـگ ) و مستشاران نظامی انگليسی بر نيروهای بلــوچ و حکومت مستقــل بلوچستــان غلبه کرده و سرزميـن بلوچستـــان را به اشغال خـود درآورنـد. در روز بيست و هفتم ماه مارس ۱۹۴۸ بر خلاف رای ملت بلــوچ بلوچستــان شرقی به پاکستان الحاق شد.
در اين روز سياه محمد علی جناح، مسلم ليگ و حکام پاکستان بر بلــوچ گلزمين چنگ انداختنـد. در اينجا به رويدادهايی نظرخواهيم افکنــد که به روز سياه بيست و هفـت مارس انجاميد.
در روز يازدهم اگست ۱۹۴۷ آزادی و استقــلال « بريتيـش بلوچستــان » يعنی همان بلوچستـــان شرقـی رسمــا از دهلــی اعلام شد. همانطور که در بالا ذکر شـد در بخـشـی عمـده از مذاکـرات خان کلات با انگليــس محمد علی جناح متاسفانـه وکيل بلوچستــان بود. وی که قبل از ۱۹۴۶ ميــلادی بارهــا به کلات مسافرت کرده بود و ماهها مهمــان خان کـلات بود. از نزديک با خان احمديارخان آشنايی داشت و توانسته بود با تظاهــر و توســل به ديـن مبيــن اسلام و قســم های دروغيــن اعتماد خان را جلـب کرده و بعنوان وکيــل بلوچستـــان با هنــد و انگلستـان وارد مذاکره شـود! نوشتــن از مهمان نــوازی خان کلات و هدايای بسيار گران قيمتی که علی جناح و همراهانش در پايان هر سفــر به بلـوچستــان با چاپلوســی از خان دريافت می کردنـد شايـد حاشيه روی باشــد امـا در تاريخ ما ثبت شده اسـت که محمــد علـی جناحِ خائـن نمک نشناس تريـن مهمــان خـان کــلات بـود. او آگاهانــه بر استقــلال وهويـت ملــی مـا، پيکـر استــوار بلــوچ و بر وطــــن ما خنجــر زد. محمـد علی جناح مکار نه دوسـت خان کــلات بلکه ماری سمّــی در آستيــن وی بود.
محمـد علی جنـاح که در ناجوانمردی و فريبکاری بی نظيـر بود عامل مستقيــم انگليس نيـز بود و به حزب کنگره ملی هنـد، مهاتما گاندی و جواهر لعل نهرو کينه ای عميق داشت. با مشـورت انگليسيها توانست خودش را به رهبری مسلـم ليگ برسانـد و با هـم نقشه شيطانی تشکيل حکومتی بنام پاکستان را عملـی کننــد. محمـد علی جناح فرصت طلب از اعتماد و صداقـت خان کلات صد در صد سوءِ استفاده کرده در ابتـدا با تفرقه افکنی های پشت پرده به بلوچ و بلوچستـــان خيانت کرد ودر نهايت با نيرنـگ برنامه الحـاق بلوچستان را به پاکستــان جلـوی خان احمديارخان و سياستمداران بلوچستـــان گذاشت.
پـس از الحـاق بلوچستـــان شرقـی به کشور جديدالتاسيـس پاکستـان سياستمداران بلوچستان من جمله مير غوث بخش بيزنجـو، ميرگل خان نصيـر، عبدالعزيـــز کـرد، محمــد حسین عنقـا، سيد ملک دهــوار، قادربخـش نظامانـــی ،نواب خيربخش مـــری و آقاعبدالکريـم برادر جوان خان کـلات به مخالفـت با الحاق برخاستنـد. آقا عبدالکريـم خان برای دفاع از استقــلال بلوچستـــان بهمراه صدها چريک بلوچ دسـت به قيام مسلحـانـه زد. وی از حکومت شـوروی و کابل نيز کمـک خواسـت امـا هيچـکدام به تقاضای خان جواب مثبـت ندادنـد.
قابل ذکر است که قبـل از الحاق نيز مخالفـت سياستمداران بلوچستــــان با طرح ضدبلوچــی علی جناح چنان به اوج خود رسيده بود که زنده ياد ميرغوث بخـش بيزنجـو در يکی از نطق های مهـم خود در مجلـس بلوچستان ( دسمبـر ۱۹۴۷ ) خطاب به خان کلات و ۵۲ نماينده مردم بلـوچ، الحاق بلوچستــان را برابر با امضـای حکـم اعــدام ميليونهـا بلـوچ دانسـت. هردو مجلـس بلوچستان يعنی مجلس عام که متشکل از نمايندگان مردم بلـوچ بود و مجلـس خاص ( خوانين و سر قبيله ها) به طرح الحاق بلوچستان به پاکستـان رای منفی دادنـد. در نتيجـه م.علی جناح با کمک مشاوران انگليســی خود به تفرقه افکنی بين سران بلوچ پرداخـت. پيش از الحـاق و اشغـال بلوچستـــان م.ع. جناح مکار توانست با تفرقـه اندازی بين خوانيـن بلوچستـــان حاکـم (جـام ) خودکامـه لس بيلـه ، ســرداری از گچکـی ها و حاکم خاران را از خان کـلات جدا کنــد. وی همچنيـن توانسته بـود تا بخشـی ازکادر مديريت اداری انگليسيهـا را که بيکار شده بود با کـادر اداری ودولـت تازه تاسيـس پاکستان ادغــام کـرده و جمعی ازارتش ورشکستـه استعمار پيـر را برای اشغالگـری و تهاجم به بلـوچستــان تجديد سازماندهـی کنــد.
در روزسياه بيست و هفتـم مارس ۱۹۴۸ ميـلادی احمديار خان به امضـای قراردادی تن داد که به اشغــال بلوچستـــان انجاميـد. در ابتدا بر خلاف رای ملت بلــوچ و در نتيجه مکرهای محمد علی جناح بلوچستــان شرقـی به پاکستان الحاق شـد و سپس ارتش خون آشام پنجاب چنـان بر خاک بلوچستـان چنگ انداخت که عواقـب خونيــن و مخرب آن بزرگترين ضربه را بر پيکـر استــوار ملت بلـوچ وارد آورده اســت.
ارتش ددمنش پنجاب، حکام مستبـد اسلام آباد و بقايای مسلم ليگ همگـام با فاشيستهـای بدور از تمـدن فارس به حق مالکيت مردم بلــوچ بر سرزميــن بلوچستــان و سرمايه های ملی بلوچستـــان ذره ای احترام قائل نيستنـد و شتابــزده درحال غارت هرچه بيشتر بــلوچ گلزميــن هستنـد.
ژنرالهای خون آشـام ارتش پاکستـان و حکام تروريست اسلام آباد در شصت و چهار سال گذشته ثابت کرده اند که پايبند هيچ گونه اصول اخلاقی و موازين بين المللی نيستند. به قراردادهای امضا شده با خان کـلات مبنی براصول و پرنسيپ يک سيستـم کنفدراسيــون پشيـزی ارزش قائل نيستنـد. اسلحه بدسـت و ديوانه وار به اشغــال بلوچستــان ادامه داده و با زور و جنـون به غارت منابـع طبيعــی، معـادن و سرمايه های ملـی بلــوچ مشغــول هستنـد.
در اين روند صدها شرکت خارجی را نيزبا حمايـت مستقيــم نيروهای نظامی خود به جان و مال مــردم بلــوچ انداخته اند.
بـرای اوليــن بار در تاريـخ چنـدهزارسالـه بلوچستـــان فاشيستهـای تماميـت خـواه پارس و خونخواران پنجابیهم زمان مـردم بلـوچ را تحت ستــم گرفتـه و بروطــن ما ديوانـه وار چنگ انداخته انــد. ديگر اينکه مـردم بلــوچ وسرزميــن بلوچستــــان هيـچ وقــت در معــرض خطـری بزرگتــر و غارتِ بدتر از اينکــه شاهــد آن هستيـــم، نبــوده اسـت.
خطـری بسيار جـدی و برنامه ريزی شده که هويت ملی و منافع ملـت بلـوچ را مورد هدف قرار داده و سرزميـن اجــدادی ما را با حـرص و آزغـارت کرده و به ويرانــی کشانده اســت.
در ايـن شرايــط حســاس تاريخــی اتحاد گستــرده مردم بـلــوچ که خوشبختانه در حـال شــکل گيـری اسـت و پيشبــرد مبارزات ملـی بـرای رسيــدن به استقــلال و آزادی مناسب تريـن راه بـرای رفع ايـن خطـرضدانسانـی و تهديـد جـدی اسـت.

Iran is a country with national groups such as the Arab, Baloch, Fars, Kurds, Lur, Turk, and Turkmen. Despite international treaties, Iran through its laws, practices and policies discriminates against all its non-Shia and non-Persian groups.
ایران کشوری با گروه های ملی مانند عرب، بلوچ، فارس کرد، لر، ترک، و ترکمن است. برخلاف پیمان های بین المللی، حکومت ایران از طریق قوانین، اقدامات و سیاست های خود در برابر تمام گروه های غیر شیعه و غیر فارس تبعیض قائل ميشود.
Minority communities are excluded from taking part in the political and economic arena; 33 years after the adoption of the Iranian constitution, Iran still refuses to implement articles 15 (language rights) and article19 (relative autonomy and equal distribution of wealth).
مجموعه ھای اقلیتی از مشارکت در عرصه سیاسی و اقتصادی محروم شده اند؛ 33 سال پس از تصویب قانون اساسی ایران، حکومت ایران هنوز برای اجرای ماده 15 (حقوق زبانی) و ماده ۱۹ (خود مختاری نسبی و توزیع مساوی ثروت) سر باز ميزند۔
Consequently, 60 % of children in Iran start school in a foreign language because their language is banned in public and official places.
در نتیجه، 60 درصد کودکان در ايران يادگيری خواندن و نوشتن در مدرسه را با زبانی بيگانه به دلیل اينکه استفاده از زبان مادری شان در مکان های عمومی و رسمی ممنوع ميباشد، آغاز ميکنند.
Minority communities in Iran are seriously affected by an uneven distribution of socio-economic resources, as most of the national groups live in extreme poverty, and lack access to hospitals, proper education, clean water, and job-opportunities. Rates of illiteracy, poverty, and unemployment are several times higher in ethnic provinces such as Khuzestan, Balochistan, and Kurdistan than in the rest of the country.
جوامع اقلیتی در ایران از توزیع نابرابر منابع اجتماعی و اقتصادی به طور جدی متأثر گشته واغلب گروه های ملی از فقر شدید و عدم دسترسی به بیمارستان ها، آموزش مناسب، آب پاکیزه، و فرصت های شغلی زندگی رنج ميبرند. در استان های قومی مانند خوزستان، بلوچستان و کردستان نرخ بی سوادی، فقر و بیکاری در مقایسه با سایر نقاط کشور

Executions and extra-judicial killings as well as imprisonment of national groups are higher than the Farsi population. Minority prisoners are subject to unfair trials with no access to lawyers, and are often held incommunicado.
زندانی واعدام و قتل های فرا قضایی گروه های ملی به نسبت جمعيت شان، نسبت به جمعیت فارس ھا دارای آمار بالاتری است. زندانیان متعلق به اقلیت ھا با محاکمات ناعادلانه و عدم دسترسی به وکیل روبرو بوده، و اغلب بدون ملاقات و در سلول ھای انفرادی نگھداشته ميشوند.
In recent months, many Arab activists have been arrested. Two of the 65 arrested were mentioned in Dr. Shaheed’s report: Mr. Mohammad Kaabi and Mr. Nasser Alboshokeh Derafshan, who were tortured to death in February.

First Baloch women's conference calls for Balochistan sovereignty
Mazar-e-Sharif (Afghanistan), Mar.21 (ANI): Baloch women representatives from Central and Eastern Balochistan, Western Balochistan, Northern Balochistan, Arab, Europe and America gathered for the first Baloch Women's Conference in Afghanistan recently.
The three-day conference, which ended last week, came out with a 12-point declaration, the gist of which was a reiteration of a long standing demand for a free, united, democratic and gender balanced Balochistan.
The declaration also said that the struggle for a unified Balochistan would continue, and demanded the withdrawal of all kinds of Pakistani and Iranian forces from Balochistan.
They demanded the release of Zarina Marri, Baloch women from Dera Bugti Ardi, Sangsila, Sryab, Dasht and other parts of Balochistan, including 15000 Baloch men, women and children abducted by Pakistan and Iran army.
Demanding equal rights for Baloch women must be an integral part of all the charters and constitutions of Baloch parties, groups and alliances, conference particpants appealed for socio-economic support for the families of all honorable Balochs who sacrificed their lives for the Baloch cause.
They also demanded the right to education, mobility, and decision making at individual and political level for all Baloch women.
A new seven-member team representatives headed by Professor Naela Quadri Baloch as president, was alos elected at the conference. (ANI)

Quetta: Marri Baloch trader abducted for the third time, Fazal Baloch abducted from Turbat
Occupied Balochistan: The plain clothed officers of Pakistan intelligence agencies have abducted a Marri Baloch trader from his shop in Saryab area of Quetta, Balochistan here on Wednesday.
According to details the concerned family of Mazar Marri son of Faqeer Sher Mohammad Marri has said that personnel of Pakistani security agencies have abducted him while he was sitting in his shop, Sadaa Bahaar General Store. Marri owns the shop and has been in business from past 18 years. The 55 year old trader is a resident of Kill Gohar Abad Quetta and is a member of Traders’ Union, said family sources.
The eye-witnesses reported that when the plain clothed officer of ISI came to arrest Mazar Khan Marri, the nearby shopkeeper tried to resist the arrest thinking that the men were robbers. However, the personnel of intelligence agencies showed, the angry mob, their official cards and assured that they were not robbers – they were members of Pakistani security agencies. Ironically, the arrest took place only a few yards from New Saryab Police station and the policemen at the station also witnessed the arrest but they were powerless to say anything against the ISI.
The family sources said that when they went to the police station to register an FIR about Mazar Khan’s abduction, the police refused to register the case saying that they have no power to file cases against intelligence agencies. The police also admitted that they saw Mr Marri being arrested but they are not authorised to stop the ISI from abducting anyone. “The ISI, MI and other security agencies can even shot us dead on spot and we can do nothing”, said one officer on conditions of anonymity.
Mr Marri had been abducted twice during dictator Musharraf’s era but was released after months of physical and psychological torture. In November 2006 Mr Marri ordeal was recorded which has later been posted on Youtube.
The family of Mazar Khan Marri has appealed to the Supreme Court and Human Rights Organisations for his immediate release. They feared that if he was not released at the earliest, he might be killed and dumped like hundreds of other Baloch activists.
Meanwhile Baloch activists on twitter reported that another Baloch man named Fazal Baloch son of Mohammad Bux has been abducted from a friend’s house in Trubat town of Balochistan. More details about Fazal Baloch’s abduction will be updated later.

یک متخصص تغذیه گفت: مصرف چای و قهوه جای آب را نمیگیرد. چای بهدلیل خاصیت ادرار آوری میتواند موجب کاهش آب بدن شود بنابراین از مصرف 3 تا 4 فنجان چای در روز بیشتر مصرف نکنید و سعی کنید مصرف روزانه 6 تا 8 لیوان آب سالم را در همه اوقات از جمله در طول سفر رعایت کنید.
به گزارش سلامت نیوز به نقل از فارس، فروزان صالحی در مورد اهمیت نوشیدن آب به خصوص در ایام نوروز اظهار داشت: کمبود مصرف آب میتواند اختلالات مهمی در سلامت انسان به جا گذارد؛ از جمله آن که موجب بروز یبوست و ناراحتیهای گوارشی ناشی از آن شود.
وی با اشاره به این که مصرف کافی آب و مایعات در طول سفر از کم آبی بدن وخشکی پوست جلوگیری می کند، افزود: کمبود مصرف آب در انجام واکنشهای بیوشیمیایی حیاتی که در داخل بدن انجام میشود، اختلال ایجاد میکند.
دکتر صالحی تصریح کرد: آب در حفظ سلامت، شادابی و طراوت پوست تاثیر مهمی دارد و کمبود مصرف آن باعث کاهش رطوبت و طراوت پوست شده و یکی از عوامل موثر در خشکی و پژمرده شدن پوست و پیری و چروک شدن آن است.
کارشناس دفتر بهبود تغذیه جامعه وزارت بهداشت با تأکید بر این که مصرف آب کافی، باعث فعالیت بهتر و مناسبتر کلیهها در تصفیهخون و دفع مواد زائد از بدن میشود، ابراز داشت: لازم است افراد مصرف آب کافی را در برنامه غذایی روزانه خود فراموش نکنند و توجه داشته باشند که در تمام اوقات و روزهای زندگی، نیاز به مصرف آب داشته و هرگز نباید میزان آب مصرفی را کاهش دهند، مگر در بیماریهای خاصی که پزشک مصرف آب را ممنوع یا محدود کرده باشد.
به گفته دکتر صالحی، استفاده از آب سالم مهمترین عوامل سلامت در سفرهای نوروزی است و از آب چشمه ها و چاههای محلی که معمولا بهداشتی نیستند نباید استفاده کرد.
وی اظهار داشت: می توان در طول سفر از آب معدنیهایی که دارای پروانه ساخت و مجوز های بهداشتی هستند استفاده کرد و یا میتوان قبل از حرکت از منزل آب لوله کشی را دریک بطری تمیز ریخته و درطول سفر نوروز آب زیاد بنوشید.
صالحی خاطرنشان کرد: در مناطقی که دسترسی به آب سالم وجود ندارد حتما از آب جوشیده شده استفاده کنید چرا که آلودگی آب می تواند موجب عفونتهای گوارشی و بیماریهای اسهالی بشود.

US Congressman says Pakistan working against US interests
Washington: US Congressman Dana Rohrabacher on Wednesday heavily criticized Pakistani Government and secret agencies and said that they worked against the United States (US) interests, media reported on Wednesday.
According to reports, in a letter written to a head of US’ private radio channel, Rohrabacher stated that instead of huge aid given to Pakistan, the government was not co-operating with US but improving its ties with China.
He further accused Pakistani government and agencies for their involvement in killings of US citizens and said that they are involved in the killings of American citizens and in the killings of innocent Baloch people.
“Pakistan is not accepting the right of self-determination of Baloch people,” he added.
The US Congressman further requested the head that the news regarding Balochistan should be broadcasted in Balochi.
It is to be mentioned here that it was Dana Rohrabacher who tabled a resolution in US Congress regarding Balochistan issue.

Pakistan Electronic Media is playing role of silent partner in Baloch Genocide: BNV

ماموریت گزارشگر ویژه حقوق بشر برای ایران تمدید شد
شورای حقوق بشر سازمان ملل متحد ماموریت احمد شهید، گزارشگر ویژه حقوق بشر برای ایران را تمدید کرد.
در رای گیری این شورا ۲۲ عضو رای موافق و ۵ عضو رای مخالف دادند. نمایندگان چین، کوبا، روسیه، بنگلادش و قطر ار مخالفان تمدید ماموریت آقای شهید بودند.
باقی اعضای این شورا که از ۴۷ عضو تشکیل شده، رای ممتنع دادند.
احمد شهید ده ماه قبل به این سمت انتخاب شد. او دومین گزارش خود را ده روز قبل به شورای حقوق بشر سازمان ملل متحد ارائه کرد که مانند گزارش نخست، با واکنش منفی مقام های ایرانی روبرو شد.
در گزارش دوم، از ایران به دلیل 'موارد متعدد نقض حقوق بشر' از جمله فشار بر روزنامهنگاران و منتقدان حکومت، شکنجه زندانیان و محروم بودن متهمان از حق دادرسی عادلانه انتقاد شد.
پیشتر بیش از بیست سازمان و گروه فعال در زمینه حقوق بشر از اعضای شورای حقوق بشر سازمان ملل متحد خواسته بودند که ماموریت آقای شهید را تمدید کنند.
آقای شهید در گزارش دوم خود از 'عدم همکاری مقامات ایران' گلایه کرد و نوشت که مقام های ایرانی با درخواست او برای سفر به این کشور موافقت نکرده اند.
در ماه ژوئن سال گذشته احمد شهید، وزیر امور خارجه سابق مالدیو، به عنوان گزارشگر ویژه حقوق بشر برای ایران معرفی شد.
این نخستین بار بود که شورای حقوق بشر سازمان ملل، که در سال ۲۰۰۶ تأسیس شد، برای ایران گزارشگر ویژه تعیین می کرد
'ادامه موارد نقض حقوق بشر'
در گزارش دوم آقای شهید، از ایران به دلیل موارد متعدد نقض حقوق بشر از جمله فشار بر روزنامهنگاران و منتقدان حکومت، شکنجه زندانیان، محروم بودن متهمان از حق دادرسی عادلانه و "سرکوب سازمانیافته" اقلیتهای دینی، قومی و جنسی انتقاد شد.
به دنبال انتشار این گزارش، محمدجواد لاریجانی دبیر ستاد حقوق بشر ایران، این گزارش را "مملو از اتهامات بیپایه و اساس" خواند.
او روز دوشنبه ۲۲ اسفند (۱۲ مارس)، در نشست شورای حقوق بشر سازمان ملل متحد، احمد شهید را متهم کرد که "به جای بیان حقایق به جهانیان با شرورترین گروههای تروریستی که دستشان به خون ملت ایران آغشته است، همکاری نزدیک داشته است."
آقای لاریجانی در روز ارائه این گزارش، به طعنه گفت که لازم نیست احمد شهید به ایران سفر کند، چون میتواند به "وبسایتهای ضدانقلاب و معاند جمهوری اسلامی رجوع کند و این محتویات را کپی و پیست کند."
پیشینه اعزام گزارشگر حقوق بشر به ایراندر گذشته آندریاس آگوئیلار، رینالدو گالیندوپل و موریس کاپیتورن به عنوان نمایندگان ویژه حقوق بشر سازمان ملل چند بار به ایران رفتند و گزارش های متعددی در مورد وضعیت حقوق بشر در ایران تهیه کردند.
روابط دولت ایران با نمایندگان ویژه سازمان ملل عموما پر تنش بود و گزارش های آنها اکثرا ناخرسندی مقامات ایران را بر انگیخته است.

Rohrabacher asks Radio Free Asia to broadcast in Balochistan
WASHINGTON: US Congressman Dana Rohrabacher, who had recently introduced a controversial legislation and resolution on Balochistan, asked Radio Free Asia (RFA) to report on and broadcast in Balochistan to better equip them with the current news.
According to a press release issued by his office, Representative Rohrabacher wrote a letter to Radio Free Asia's president, saying that the Baloch people would be "receptive to RFA broadcasts in their own language and the increased exposure to accurate and objective news would no doubt be to our and their great benefit."
Rohrabacher, who is also Chairman of the House Foreign Affairs Subcommittee for Oversight and Investigations, told the RFA, "While the government and intelligence services in Pakistan act against the interests of the United States, I believe America can find common ground with the people of South Asia."
The letter further states: "The central government of Pakistan, despite the billions of dollars in aid that the US government has provided, has not acted in good faith with America, targets Americans for murder and has purposefully moved closer to their main ally, Communist China. Because of these factors, America's strategic calculus regarding Pakistan is changing."
He added that the government of Pakistan is repressing the Baloch people, and that the Balochi nation has a right to self-determination.
Radio Free Asia, according to their website, is "a private, nonprofit corporation that broadcasts news and information in nine native Asian languages to listeners who do not have access to full and free news media. The purpose of RFA is to provide a forum for a variety of opinions and voices from within these Asian countries."
In February, Rohrabacher had chaired a hearing on human rights abuses in Balochistan. He also introduced a House Concurrent Resolution, asking for the Baloch people to be given the right to self-determination. The Republican congressman from California had earlier introduced bills asking for Dr Shakil Afridi to be given US citizenship and the Congressional Gold Medal, and has called on President Obama to intervene in the case

Balochistan becomes world capital of polio; adds to Pakistan shame -- Ahmar Mustikhan
Pakistan's blood-soaked, Texas-sized Balochistan province has won another dubious distinction -- it has become the polio capital of the world.
During year 2011, a total of 197 cases were reported, which is nearly 37% higher than the previous year. The largest numbers of cases were reported from Balochistan i.e. 68, according to PINFO, an Islamabad-based information management.
Last year Prime Minister Yusuf Raza Gilani expressed concern at the rapid increase in number of polio cases in Balochistan. In just one year, there was a 50 percent rise in the number of cases.
There is no debate in the Pakistani mainstream media and political discourse, but polio has become a source of Pakistan’s shame in the world, says PINFO.
Since 2008, Pakistan is the only country in the world where polio cases are on the rise. In year 2009, a total of 116 cases were reported while in 2010, this number surged to 144.

ما اعضای جامعه مدنی – در داخل و خارج ایران- از شورای حقوق بشر سازمان ملل می خواهیم ماموریت دکتر احمد شهید، گزارشگر ویژه حقوق بشر در جمهوری اسلامی ایران را تجدید و تمدید نمایند.
گزارش مقدماتی به مجمع عمومی سازمان ملل (A/66/374) و گزارشهای شورای حقوق بشر (A/HRC/19/66) در ۱۹ اکتبر ۲۰۱۱ و ۱۲ مارس ۲۰۱۲ که توسط دکتر احمد شهید تقدیم شده است نشان می دهد نگرانی جامعه بین المللی از بدترشدن وضعیت حقوق بشر در ایران بی دلیل نیست.
در زمانی که شمار اعدامها که غالبا خودسرانه هستند و در خفا اجرا می شوند، رو به افزایش است و تبعیض و خشونت علیه اقلیت های مذهبی، قومی، همجنسگرایان و زنان ادامه دارد، اعمال نظارت و ارائه گزارش از سوی فردی بیطرف و مستقل چون گزارشگر ویژه در مسائل حقوق بشر در ایران حتمی و ضروری است.
توجه کشورهای عضو سازمان ملل را به این واقعیت جلب می کنیم که علی رغم دعوت باز ایران هیچ گزارشگر ویژهای تاکنون دسترسی حقیقی به ایران نداشته است. این تاریخچه خود بیانگر میزان تمایل دولت به همکاری با تشکیلات سازمان ملل است، که طبق گفته گزارشگر ویژه پیشین فیلیپ آلستون، " برای داشتن تاثیر قابل ملاحظه و دراز مدت" ضروری است.
ما از کشورهای عضو سازمان ملل می خواهیم پیشینه این همکاری را مدنظر قرار دهند و از سیاست " تفرقه بینداز و حکومت کن" که ممکن است از اعلام اخیر ایران مبنی بر دعوت از گزارشگران موضوعی و در عین حال، عدم همکاری با گزارشگر ویژه ایران ناشی شود، پشتیبانی نکنند.ایران ممکن است با دعوت از یک گزارشگر موضوعی، عدم همکاری خود را با گزارشگر ویژه که برای نظارت مستمر و گزارش وضعیت حقوق بشر در ایران انتخاب شده، توجیه کند.
ما براین باوریم که هر بازدیدی از سوی گزارشگر موضوعی، قبل ازبازدید مقدماتی گزارشگر کشوری، سابقه سیاسی و ساختاری را ایجاد می کند که به ویژه برای ادامه کار گزارشگران کشوری خطرناک است.
در طول سالیان، مجمع عمومی سازمان ملل قطعنامههای متعددی مبنی بر نگرانی از "عدم استمرار همکاری دولت ایران با مکانیسمهای کمیسیون حقوق بشر" و عدم دسترسی نمایندگان ویژه صادر کرده است (رجوع کنید به نمونه های ۲۳ دسامبر ۱۹۹۴، ۱۲ دسامبر ۱۹۹۷ و ۲۶ فوریه ۲۰۰۲).
سابقه رابطه جمهوری اسلامی با بدنه حقوق بشر سازمان ملل بیانگر این حقیقت است که بدون آگاهی و هشیاری جامعه بین المللی حقوق بشر، پیشرفت چشمگیری در وضعیت حقوق بشر ایران ایجاد نخواهد شد.
در سال ۱۹۹۵، گزارشگر ویژه عدم مدارای مذهبی از ایران بازدید کرد. علی رغم آزارهای همیشگی و درحال افزایش اقلیت های دینی در سالهای بعد، به هیچ نماینده دارای ماموریت موضوعی از سال ۱۹۹۵ تا کنون اجازه دسترسی جهت تهیه گزارش و تفحص داده نشده است.
در سال ۲۰۰۳، کارگروه بازداشتهای خودسرانه به دعوت دولت ایران از ایران بازدید کرد. از اول دسامبر ۲۰۰۷ تا ۳۰ نوامبر۸ ۲۰۰ ایران تعداد بیشتری درخواست فوری (۱۹ در خواست) از این کارگروه دریافت کرد. در طول چند سال گذشته، سرکوب جامعه مدنی منجر به بازداشتهایی در سراسر کشور و فرستادن صدها عضو از جامعه مدنی به تبعید شده است.
در سال ۲۰۰۵، گزارشگر ویژه خشونت علیه زنان به دعوت دولت ایران از ایران بازدید کرد. در سال ۲۰۰۷ ، اودر مورد آزار و اذیت کوشندگان حقوق زنان که برای کمپین تغییر و اصلاح قوانین فعلی تبعیض آمیز علیه زنان امضا جمع می کردند گزارش داد.
مقامات ایران تنها به ۳ مورد از ۱۸ مکاتبه انجام شده در مورد ۷۰ کنشگر حقوق بشر پاسخ دادند.
علی رغم اینکه هر تلاشی برای تشویق و تسهیل همکاری با مکانیسمهای ویژه از سوی کلیه طرفین ذینفع الزامی است، این نباید از تلاش برای حصول اطمینان از همکاری با نماینده دارای ماموریت مشخص کشوری و پاسخگویی واقعی در برابر مکانیسمهای حقوق بشری کم کند.
تمدید ماموریت گزارشگر ویژه در مسائل حقوق بشر در ایران به این دلیل که شرایط تعیین کننده کشوری تغییری نکرده است، همچنان ضرورتی فوری است بنابراین ما قویا خواهان تمدید ماموریت دکتر احمد شهید در مورد وضعیت حقوق بشر در ایران، هستیم.

A Special Rapporteur on the Situation of Human Rights in Iran: Still an Urgent Necessity

exchange during the third session of the Council, several high-level meetings and an extensive

We, the members of civil society - located inside and outside of Iran - call upon the members of the UN Human Rights Council to renew and strengthen the mandate of Dr. Ahmed Shaheed, Special Rapporteur on the human rights situation in the Islamic Republic of Iran.
The interim report submitted to the UN General Assembly (A/66/374) and the reports to the Human Rights Council (A/HRC/19/66) submitted by Dr. Shaheed on 19 October 2011 and 12 March 2012, respectively, demonstrate that the international community’s concern about the deteriorating human rights situation in the country is not unwarranted.
At a time when the number of executions, which are frequently summary and at times performed in secret, is soaring in Iran and discrimination and violence against religious, ethnic minorities, women, and lesbian, gay, bisexual and transgender people amongst other groups is ongoing, monitoring and reporting conducted by an impartial and independent investigator such as the Special Rapporteur on the human rights situation in Iran is urgent and vital.
We draw the attention of the UN Member States to the fact that despite its standing invitation, no Special Procedure has had substantive access to Iran. This history speaks volumes about the government’s willingness to cooperate with the UN human rights machinery, which is according to the former Special Rapporteur Philip Alston necessary to “having a noticeable or durable impact on the human rights situation”.
We call the UN Member States to consider this history of cooperation and do not support a “divide and conquer” strategy that may evolve from Iran’s recent announcement to invite two Special Procedures to the country within a year. By inviting a thematic mandate holder, which lacks the resources for sustained monitoring, Iran may justify a lack of cooperation with the Special Rapporteur appointed to provide for continuous monitoring and reporting of the human rights situation.
We believe that any visit from a thematic mandate holder prior to an initial visit by a country-specific mandate holder establishes a dangerous institutional and political precedent for all Special Procedures; especially for the ten existing country specific mandate holders.
Over the years, the United Nations’ General Assembly has adopted multiple resolutions expressing concerns at “the lack of continuity in the cooperation of the Government with the mechanisms of the Commission on Human Rights”, and the denial of access to the Special Representative (see for example 23 December 1994, 12 December 1997, and 26 February 2002).
The history of the Islamic Republic’s relationship with the UN human rights bodies underlines the fact that without the vigilance of the international human rights community, there are no significant improvements of the human rights situation in Iran.
In 1995, the Special Rapporteur on Religious Intolerance visited Iran. Despite the ongoing and increasing persecution of religious minorities in the following years, no thematic mandate holder has been given access to investigate and report since 1995.
In 2003, the Working Group on Arbitrary Detention visited Iran at the invitation of the Iranian government. From December 1st 2007 to November 30th 2008, however, Iran received the highest number of urgent appeals (19) from the Working Group. In the past few years, the crackdown on civil society has led to the imprisonment across the country and flight into exile of hundreds of civil society members.
In 2005, the Special Rapporteur on violence against women visited Iran at the invitation of the government of Iran. In 2007, however, she reported the persecution of “campaigners” collecting signatures “from Iranians demanding the revision and reform of current laws which discriminate against women”. The Iranian authorities responded to only 3 of the 18 communications sent to them regarding 70 human rights defenders.
While every effort to encourage and facilitate cooperation with the Special Procedures should be undertaken by all stakeholders, this should not be done at the expense of efforts to ensure cooperation with the country specific mandate holder and meaningful accountability to the human rights mechanisms.
The renewal of the mandate of the Special Rapporteur on the situation of human rights in Iran is an urgent necessity as the underlying circumstances that warrant the country-specific mechanism remain unchanged. We therefore urge you to renew Dr Ahmed Shaheed’s mandate on the human rights situation in the Islamic Republic of Iran.

The 17 March in Baloch History is a day when the sun rises but dipped in red ink, it seems as the sun has soaked the blood of those 73 innocent Baloch victims who were laid to rest by the state with its sophisticated war heads aided by US military against Al-Qaeda.
The death toll reached 73 which comprised mainly of women & children, imagine if this happened in Kashmir or Palestine then there would have been a cry out inside Pakistan mostly the Ulema’s Council would have targeted India & Israel over the mistreatment of Kashmiris & Palestines, although we know that to enslave and kill one human is against Humanity itself & Baloch are part of that family which is Humanity but in Balochistan it is said but not done, If you ask for separation from Pakistan then you get the fist doesn’t matter what gender or age you prefer to, Baloch inwhole are enemy of the state.
Once ex-president of Pakistan Parvez Musharraf said that “we do endorse the idea of humanity but we won’t endorse the idea of Baloch separatist & would like to see them crushed rather than surrender” One can see what this sentence perceives and it surely doesn’t stands for Humanity serving, indeed it solves the puzzle what is the mindset of most Pakistani politicians & army personals regarding the Baloch insurgency.
One such incident happened on 22 March 2005 when a delegation of Pakistani Armed Forces led by General Shujaat Dar & Brigadier Salim and they stated “The March 17 incident was not the result of any planning but an accident occurred due to anxiety on both sides”, if this wasn’t planned than what would be the meaning of “Carpet Bombing” were they “Pakistani Army” spray painting the land of Dera Bugti or they were killing the Baloch victims as pest under the US Supplied war heads.
At this day Nawab Bugti said a famous “I Have No Solutions to offer the Government, they killed 73 of my people. They may kill 200 or 400. They may even kill me but they cannot kill the entire Baloch nation”. This was no accident it was a fully fledged cleansing the land of Dera Bugti of the supporters of Nawab Akbar Khan Bugti.
The more strategic is this case the more it is violent, But there is a silent on the media over this case of mass murder because it is reported widely that those who were killed in a “Carpet Bombing” style cobra operation were actually insurgents, no reports filed no investigation needed this is 17 March 2005 where the target was Nawab Akbar Khan Bugti but instead it started a resistance that is still being carried on and had gained international light with more friends than foe.

العربیه: توقف داد و ستد با ریال ایران در امارات
وبسایت شبکه خبری العربیه در گزارشی به تاثیر تحریمها علیه ایران بر ارزش ریال و مبادلات مالی در امارات متحده عربی پرداخته است. بر اساس این گزارش داد و ستد با واحد پول ایران در امارات متوقف شده است.
اینکه ایران در این اواخر بر اثر تحریمهای اقتصادی با مشکل پرداخت بهای اجناس صادراتی یا ارسال پول به خارج مواجه باشد، موضوع تازهای نیست و به توقف خدماترسانی انجمن ارتباطات جهانی بین بانکی (سوییفت) به بانکهای ایرانی از روز شنبه (۱۷ مارس/ ۲۷ اسفند) هم میتوان به عنوان اقدامی در جهت تشدید مشکلهای موجود از این دست نگریست.
خودداری صرافیها از داد و ستد با ریال
شبکه خبری العربیه در گزارشی که بتازگی از امارات متحده عربی داده، به یکی دیگر از علائم تاثیرگذاری تحریمهای اقتصادی علیه ایران پرداخته است. بر اساس گزارش العربیه داد و ستد با واحد پول ایران در امارات متحده عربی از بیم سقوط ارزش ریال متوقف شده است. العربیه گزارش میدهد که بازرگانان و ساير ايرانيان مقيم امارات متحدهى عربى «روز به روز با مشکلات بيشترى مواجه مىشوند». بر این اساس تقريباً همهى صرافىهاى موجود در اين کشور از داد و ستد با ريال ايرانى خوددارى مى کنند.
به گزارش العربیه از امارات «خوددارى صرافى هاى بزرگ همچون "الانصارى" و "الإمارات" از حواله فرستادن و حواله گرفتن با ريال ايرانى و خريد و فروش واحد پول ايران، باعث شده که ساير صرافىها نيز از چنين تعاملهايى خوددارى کنند و تجار، شرکتها و مردم عادى ايرانى را با مشکل مواجه سازند».
موسسات صرافى اماراتى مىگويند که اگر تحريمهاى مستقيم موجود عليه بانک مرکزى ايران و عدم امکان داد و ستد با آن نبود هم باز مشکل سقوط ارزش ريال ايرانى سر جايش بود و داد و ستد پولى را دشوار مىساخت.
به گزارش العربیه به نقل از "الشرق الأوسط" چاپ لندن چهار شرکت بزرگ صرافى و صرافىهاى کوچکتر مرتبط با آنها در دبى گفتهاند: «ريال ايرانى به اختصار، نه خريد، نه فروش و نه حواله.»
توقف داد و ستد با ریال سابقه دارد
اما العربیه در گزارش خود اشاره میکند به اینکه توقف داد و ستدها اتفاق تازهای نیست. بنا بر این گزارش در دسامبر گذشته بانک "نور اسلامى" که دفتر مرکزىاش در دبى قرار دارد، حاضر به ارسال ميلياردها دلار بهاى نفت ايران به تهران نشد و حسابهاى خود با جمهورى اسلامى ايران را مسدود کرد.
مدیر عامل یک شرکت تجاری به خبرنگار العربیه میگوید که پایین آمدن ارزش ریال در برابر دلار آمریکا داد و ستد با واحد پول ایران را «مخاطرهآمیز» کرده است. محمد انصارى، رئيس هيئت مديره و مدير عامل شرکت "الانصارى للصرافه"، عامل خطرساز دیگر را «ليستى از مقررات که دوائر تنظيم کنندهى روابط مالى و تجارى در آمريکا تعيين و اجرا مى کنند» میداند.
العربیه گزارش میدهد که دولت امارات در همراهى با تحريمهاى بينالمللى روابط خود را با ۱۷ بانک ايرانى و از جمله بانکهاى صادرات و ملى قطع کرده است. اين بانکها از سوى آمريکا در ليست سياه قرار گرفتهاند.
سقوط آزاد حجم مبادلات ایران و امارات
به گزارش العربیه آمار اقتصادى امارات نشان میدهد که در این کشور روى هم رفته حدود ۴۰۰ هزار ايرانى به سرمیبرند و هشت هزار شرکت ايرانى در زمينههاى مواد غذايى، مواد خام، آهن و فولاد، دستگاههاى الکترونيکى، لاستيک ماشين، وسائل خانگى و خدمات فعاليت دارند.
العربیه با اعلام این خبر که «تا کنون بيش از ۱۰۰ تاجر ايرانى ورشکست شدهاند» از قول مرتضى معصومزاده، نایب رئيس هيئت مديرهى شوراى بازرگانان ايرانى در دبى، میگوید: «تبادل تجارى ايران و امارات به شدت رو به کاهش مىرود. در اين ميان بانکها بر مشکلات ايرانيان مىافزايند.»
آمارها حاکى از آن است که سه سال پيش حجم مبادلات بازرگانى امارات و ايران ۱۲ ميليارد دلار بود. حجم مبادلات بازرگانی میان دو طرف در سال ۲۰۱۰ به ۷ تا ۸ ميليارد دلار رسيد و اکنون به گفتهى معصومزاده مىرود که به پنج ميليارد دلار برسد.

The Baloch nation will not allow IPI gas pipeline to pass through Balochistan: Hyrbyair Marri
London: China’s demonstration of lack of interest in IPI (Iran-Pakistan-India) gas pipeline is a positive step and an illustration that China wants to bring positives changes to its policies with regards to Pakistan. However, other companies including the German Company I.L.F engineering and Russian Gazprom have not cleared their positions, as Pakistan has several times gestured to involve them with the IPI project. We expect the International multination companies not to become a party between Pakistan and the Baloch by spending their wealth in controversial projects in occupied Balochistan. Baloch patriotic leader Hyrbyair Marri has expressed these views, mentioned above, in a statement to media here on Saturday.
He further said that both Pakistan and Iran are well aware of the fact that IPI project will not succeed without the consent of Baloch nation but the duo are deceptively trying to blackmail the United States of America by spreading rumours to begin work at the controversial project. Mr Marri further said that Baloch Nation is struggling against this blackmailer and fanatic state for their national sovereignty in accordance with International Laws. Hence, we hope that international powers will clear their position about Baloch National struggle according the international rules and regulations.
“We are facing repressive policies of occupying states on both sides of border. The best cadres of our society including professors, intellectuals, doctors, students, elderly, children and women are being selected, picked and killed under-custody by both occupying state [ Iran and Pakistan.] Extensive reports by International Human Rights groups and independent media reports are an eye-opener about the unlawful killings of Baloch youth by Pakistani security agencies.” The Baloch leader further said that Baloch are continuing their defensive struggle with their own help and strength. The world powers should not help Pakistan in any way which might suggest that they are becoming a hurdle in way of Baloch freedom struggle.
Mr Marri said “we would like to make it clear to all international companies that we consider Pakistan as an occupying state that is why until regaining their independence the Baloch will not accept any agreement made with Pakistan about the fate of Balochistan. Neither can the Baloch give any guarantee for the protection of anyone’s wealth in the occupied land of Balochistan that helps make Pakistan and Iran’s strategy stronger but weakens the Baloch liberation struggle.” However, after freedom the Baloch state, for the Baloch interest, will be willing to allow and guarantee all International Companies in a competitive environment to spend their wealth in Balochistan, he added.
Hyrbyair Marri said that Pakistan cannot hoist it flag in Balochistan and the so called national anthem of Pakistan is not played in schools, in these circumstances how Pakistan can guarantee the protection of the wealth of other countries. He has also categorically rejected Pakistan’s claim that Pakistani top officials had contacted the Baloch pro-freedom leaders to join the so called mainstream Pakistani politics. Mr Marri said “Our stance is crystal clear to the world and to the Baloch Nation that we have no historical, linguistic and cultural ties with this state [Pakistan]. We have not accepted this state since its coming into being, similarly the state by its violent actions have proved that Balochistan is an occupied territory.”
He said until the Baloch do not raise their voice against slavery, the Baloch genocide will continue right before the eyes of international powers. Past 65 years of state atrocities have strengthen the resolve of Balochistan people for their freedom. “We are trying to present the genuine voices of Baloch nation to the International community exactly according their aspirations.”
We are ready to have talks with Pakistan as representatives of two states. We expect the international community to view Baloch as a separate stake holder while making their policies with Iran and Pakistan about Baloch land so that the world community won’t fell in trouble like in Afghanistan due to wrong propagandas of Baloch enemies.
Mr Marri said that Baloch struggle has entered to a critical and decisive phase. Hence, all the Baloch parties that want to see Balochistan as a free country; they should unite and ask the international community that if the occupation of Kuwait by Iraq was not acceptable to them, then why do not they speak against Pakistani occupation on Balochistan? Struggle for freedom will intensify: Brahamdagh Bugti
Switzerland, March 19: Extra-judicial killings and enforced disappearances are common in Pakistan’s largest and resource-rich Balochistan province. Deep Waters; Baluchistan’s Fight for Independence By H. Baloch
Pakistani government and/or military and security agency efforts to control Internet content, install listening posts to monitor communications, kill Web activists, commit indiscriminate assaults on Baluch civilians, mass military resources, demand the repatriation of Baluch diaspora and employ antagonizing tactics to threaten citizens all point to what may be termed as a “contain & kill” policy.
Summers are approaching and this summer follows a U.S. Congressional hearing on the Pakistani occupation’s gross human rights violations in occupied Baluchistan. The intensity of the conflict has increased since the hearing with Baluch nationalists stepping up efforts on both political and military fronts and Pakistani authorities employing greater brutality to quell any advances. It is increasingly obvious that the Pakistani army will be changing gears rather faster; the only thing on the Pakistani agenda will be ‘containment.’ The subject of Baluchistan has been internationalized, and before the cause is widely endorsed by the international community, the Pakistani occupiers will want to crush the Baluch resistance. What may lie ahead is an all-out military crackdown.
The Pakistani military has already strategically deployed the Pakistan Air Force’s front-line fighter-bombers in-range for carrying out bomber sorties, close air support and aerial reconnaissance missions. Pakistan deployed sixteen F-16 Block 52s at the PAF Shahbaz base in Jacobabad, Sindh, in mid-February. Jacobabad is around eighty kilometers from Dera Bugti, the Baluch Republican Army’s theater of operations and two hundred kilometers from Kohlu, the Baluch Liberation Army’s bastion. The current deployment at Air Force Base (AFB) Shahbaz totals twenty, a whole squadron of counterinsurgency (COIN) enabled F-16s. Another deployment is at the AFB Samungli in Quetta, where Mirage-V and F-7P jets have been spotted flying; Quetta’s resident squadron is comprised of F-7MG jets. The PAF’s Mirage-Vs are capable of carrying out night-time precision strikes. Further, as reported by Pakistani television on 9th February, 2012, the army has deployed drone aircrafts in Baluchistan.
Another change one can observe is that Pakistani army personnel are now dressed in full battle gear, i.e., helmets, bulletproof vests, and protective padding, when traveling in Balochistan; there is also increased patrolling of Baluch streets by Pakistani security forces. The military crackdowns against the Baluch have also been stepped-up; the Occupation is deliberately targeting civilians, especially women and children. The Pakistanis employ such tactics to lure guerrillas out into the open. A very famous instance of this is the battle of Chamalang, September 1974, when the Pakistani army attacked Baluch civilians to lure resistance fighters out from the hills.
The ongoing bout of Pakistani atrocities against Baluch civilians in the RD238 area of Dera Bugti has claimed 21 lives and the abduction of 32 people, including at least three women and three children in a single week. The incident was separately condemned by Mr. Sher Muhammad Bugti of the Pro-Independence Baluch Republican Party and Mr. Talal Bugti, chairperson of the Pro-Pakistan Jamoori Watan Party on March 7, 2012. On March 6th, twelve Marri tribesmen, including two children, were abducted from Saryab, Quetta; all belonging to the same family. The ensuing protest was crushed when police baton-charged and fired aerial shots at protestors which included women and children. The number abducted in the Occupation’s abduct & dump (A&D) operations in the first two weeks of March 2012 is 42, bringing the total number of missing Baluchs to an overwhelming 14,385 as reported by the Voice for Baluch Missing Persons on March 11th, while at least 33 have been killed because of army actions or A&D operations in under two weeks.
The Pakistani government is also acquiring at the price tag of a staggering ten million US dollars a state of the art URL filtering system that can filter as many as 50 million websites. Already they have systems capable of efficiently filtering any websites with material considered objectionable by the Pakistani state; new websites are inaccessible within a few hours or a day or two at most. It’s also believed that the Pakistani government has set up communications listening posts in Baluchistan; the posts are said to be able to triangulate Twitter, Facebook and email communications in real-time. Pakistan has draconian cyber laws, and the Baluch, being second-class citizens, are denied access to Pakistani courts for any actions deemed as threats to the sovereignty of the state. Web activist Waheed Baluch and a friend were assassinated in Khuzdar on February 29, 2012. The Baluch Musalla Defai Tanzeem (BMDT), a Pakistani death squad, claimed credit for those murders. The Pakistani government has been tapping phone calls and has text filters in place to monitor cellular communications.
Another trend relates to the mind-games played by the Pakistani occupation. Traditionally the Pakistanis have either rejected or altogether ignored claims by resistance fighters, but lately they are issuing public counter-claims regarding losses to the resistance. The Pakistanis have also rolled out new death squads, one of which is the Baluch Warna Ittehad (Baluch Youth Union), which accepted responsibility for the murder of three alleged members of the Baluch Republican Army: Pota Bugti, Shamir Bugti and Tangu Bugti, and also claimed responsibility for having killed two more alleged resistance members in their custody: Buland Khan and Ahmed. The claimed incidents probably occurred between March 5th and March 7th, but the only incident that really fits the death squad’s claims is an incident in Hameed Pur, where the Pakistani Frontier Corp reported killing three resistance fighters in a skirmish on March 6th. The death squad’s claim was delivered as a threat to the international representative of the Baluch Students’ Organization-Azad following a TV interview. The threat was followed by another hitherto unknown group’s (the Baluch Youth Council) demands to cancel the passports of 25 Baluch students studying abroad.
The Pakistani authorities also demolished martyred Baluch statesman and military commander Mir Balach Marri’s Shal residence. This event was not reported by mainstream media. The demolition came in the wake of a car bomb attack on the alleged death squad Baloch Musla Defai Tanzeem (BMDT) safe-house in Shal. Some of the caretakers of the Marri residence were also abducted. Balach Marri is revered by the Baluch and this is an attempt to provoke the resistance into reactionary operations: the rumors being that the BMDT has dared the resistance into attacking their safe-house again, regardless of its location, which is a densely populated region of Shal city.
Where an all-out military assault is an inevitable chapter in the history of nations fighting for their freedom, their success depends on their military preparedness and the international community’s support for them. While the Baluch movement is slowly gaining international recognition, it still is under-equipped and starkly outnumbered by the Pakistani Army, one of biggest armies in the world, with around a million troops. Pakistani government and/or military and security agency efforts to control Internet content, install listening posts to monitor communications, kill Web activists, commit indiscriminate assaults on Baluch civilians, mass military resources, demand the repatriation of Baluch diaspora and employ antagonizing tactics to threaten citizens all point to what may be termed as a “contain & kill” policy. The Pakistani military is probably considering a “first mover’s advantage.” While the Baluch movement has come a long way, the Pakistani military probably considers it young enough to be wiped out in an all-out assault. In that case, the world will have a situation worse than the ongoing Syrian revolution. Baluchistan already has over fourteen thousand missing, and no one has an idea of whether they’re dead or alive.

The death squad’s claim was delivered as a threat to the international representative of the Baluch Students’ Organization-Azad following a TV interview. The threat was followed by another hitherto unknown group’s (the Baluch Youth Council) demands to cancel the passports of 25 Baluch students studying abroad.
The Pakistani authorities also demolished martyred Baluch statesman and military commander Mir Balach Marri’s Shal residence. This event was not reported by mainstream media. The demolition came in the wake of a car bomb attack on the alleged death squad Baloch Musla Defai Tanzeem (BMDT) safe-house in Shal. Some of the caretakers of the Marri residence were also abducted. Balach Marri is revered by the Baluch and this is an attempt to provoke the resistance into reactionary operations: the rumors being that the BMDT has dared the resistance into attacking their safe-house again, regardless of its location, which is a densely populated region of Shal city.
Where an all-out military assault is an inevitable chapter in the history of nations fighting for their freedom, their success depends on their military preparedness and the international community’s support for them. While the Baluch movement is slowly gaining international recognition, it still is under-equipped and starkly outnumbered by the Pakistani Army, one of biggest armies in the world, with around a million troops. Pakistani government and/or military and security agency efforts to control Internet content, install listening posts to monitor communications, kill Web activists, commit indiscriminate assaults on Baluch civilians, mass military resources, demand the repatriation of Baluch diaspora and employ antagonizing tactics to threaten citizens all point to what may be termed as a “contain & kill” policy. The Pakistani military is probably considering a “first mover’s advantage.” While the Baluch movement has come a long way, the Pakistani military probably considers it young enough to be wiped out in an all-out assault. In that case, the world will have a situation worse than the ongoing Syrian revolution. Baluchistan already has over fourteen thousand missing, and no one has an idea of whether they’re dead or alive.
