QUETTA: Chief Minister Nawab Mohammad Aslam Raisani has told his coalition partners that his Government is ready to accept the challenge by getting greater autonomy after the Concurrent List is abolished and transferred to the Provinces.
Offering his comments at a meeting of the Coalition Partners in which Speaker Mohammad Aslam Bhootani also attended, the Chief Minister said that after the 18th Constitutional Amendment passed by the Parliament and authenticated by the President, the provincial Government is making necessary preparations to take control of additional subjects and more powers.
Nawab Mohammad Aslam Raisani said that his Government was also consulting the constitutional experts so that the transfer of more subjects from the Central Government to the Federating Units was smooth and orderly.
The meeting also reviewed the budget proposals for the next fiscal year and it was decided that there would be a balanced economic growth in all the regions of the Province.
The meeting decided to give preference to drinking water supply, health, education and other social sector projects. The principle of justice and equity would be retained while allocating funds.
The Chief Minister issued instructions to the concerned officials in the Finance Department to allocate more resources for those areas which were ignored in the past.
Nawab Muhammad Aslam Khan Raisani has said that the government would focus more on improving the health, education, water-supply and the communications sectors during the next financial while at the same time protecting the on-going development schemes, ensuring timely completion of such schemes.
The Chief Minister was presiding over a high level meeting of the coalition partners in the Balochistan government here Thursday evening to discuss the budgetary proposals for the next financial year 2010-11.
The meeting was attended among others by Muhammad Aslam Bhotani, Speaker Balochistan provincial assembly; Maulana Abdul Wasay, senior minister planning and development; Mir Asim Kurd Gailu, minister finance besides other provincial ministers and senior government officials.
Addressing the meeting Nawab Raisani called upon the participants to submit their proposals having collective benefits in order to minimize as well as to rationalize the financial burdens involved in the proposed uplift plans.
Chief Minister said the Balochistan government had chalked out a comprehensive plan aimed at providing maximum social-sector services to the people across the province without any prejudice or favouritism. He maintained that all districts would be treated equally in terms of development of the areas with more focus on improving the education and health sectors and ensuring supply of clean drinking water to the masses and easy access through construction of quality roads.
The meeting discussed in details the proposed development and non-development expenditures; anticipated revenue receipts including Gas Development Surcharge and the NFC award vis-à-vis the on-going and new PSDP schemes.
The participants exchanged views and gave useful inputs to make the next budget more realistic and more people-friendly.
