India needs to support Baloch rights in Chabahar as well: Naela Quadri Baloch
Weeks before Prime Minister Narendra Modi's August 15 Red Fort speech, when he mentioned human rights atrocities by Pakistan in Balochistan, prominent separatist leader Naela Quadri Baloch had been quietly meeting policy makers, retired military generals, intellectuals and rights groups, making a case for Indian intervention in Balochistan.
The feisty leader, in her second visit to India, is laying the groundwork for a ‘government in exile' by building public consensus. In a conversation with DNA's Shweta Desai, Quadri talks about how helping Balochistan will help India kill two birds with one stone – weaken Pakistan and its sponsoring of terrorism, and give a safe passage to Indian in Eurasia.

You faced trouble in getting a visa to India and had to miss an important seminar on Balochistan liberation in Delhi...
I applied for the visa from Kabul, where I have been staying for a year now. Normally, visa for India is cleared in three days. Mine got delayed, although I applied a month ago. They first said it was 'out of our mandate'. Later I heard foreign minister Sushma Swaraj had to intervene.
Since Modi's speech, the cause of Baloch liberation has caught public attention in India.
In my first visit, I went to different cities and met various rights groups, women's organisations, students groups and received a positive response. We have received support from the Rashtriya Swayamwevak Sangh (RSS) and Muslim organisations. There were lots of questions and counter-questions, but they all finally agreed that it is in India's interest to take up the cause of Balochistan liberation. As a first step, we got the moral intervention when PM Modi made the speech. We now need India's consensus for a 'government in exile'.
What case did you present?
Independent Balochistan will benefit India first in security. Weakening Pakistan will weaken the terrorism being sponsored from there. It will also help in containing China, which is developing the China-Pakistan Economic Corridor (CPEC) and prevent it from setting up a base in Indian Ocean. Thirdly, it will provide a safe and short passage to India in Eurasia, which it can get in Balochistan through the sea route. This is beneficial for India to get its resources, gas, oil from the region as its energy requirement will double by 2030.
But Balochistan has no say in any of the projects or policies of Iran, Pakistan or Afghanistan where the province is spread. So how will it help India?
Balochis are not helpless. India is developing the Chabahar port in Iran, which is in occupied Sistan Baloch province. We welcome India. Why is China so insecure and not able to move freely in the province for its CPEC project? (Armed Baloch insurgents attack Chinese employees in Balochistan as it opposes Pakistan's occupation and Chinese involvement.) We don't want the same to happen to Indian nationals in Chabahar as we love and respect India.
What do you expect from India in the development of Chabahar port?
We want India to emphasise to Iran and Afghanistan to protect the human rights of Baloch nationals living in their region. Iranian forces have already started killing Baloch people and displacing villages for the development of ports, like the ones in Kumb-Moradabad and Roshanabad.
Pakistan's development of Gwadar port for China has resulted in the genocide of our people and now Iranians are doing the same in Chabahar. India can't criticise human rights atrocities against Balochs in Pakistan and ignore those being committed in Iran. It needs to take a stand.
You are here to form a government in exile. What is its mechanism?
This will be a representative government for 40 million Baloch nationals all over the world. Our liberation movement has trained us in creating democratic political structures like the Baloch Students Organisation, which has numerous units. We will ask the Baloch people to follow this pattern and elect representatives/councillors and send them to India. They will be facilitated in India for a National Council Session here. They will create a constitution; adopt a flag and national anthem, which will be recognised by the council. There will be elections among councillors, after which a cabinet will be formed. We want this process to be autonomous by the Balochs, for the Balochs and of the Balochs and no interference from India. We want India to provide moral, logistical support and resources to create this government.

عدالت نیوز؛ آمنه عیسی زاده دختر 21 ساله اهلسنت بلوچ که به جرم انتقاد از برگذاری یک مراسم مذهبی از خانه خود بازداشت شده بود روز شنبه از بازداشتگاه وزارت اطلاعات در بندر عباس با خانواد خود تماس گرفته است.
سایت فعالین بلوچ گزارش داده است "برادر و جمعی از معتمدین شهرستان سیریک که برای ملاقات وی به بندرعباس رفته اند تا اکنون به آنها اجازه ملاقات نداده اند" اسارت این دختر اهلسنت در حالی است که پیشتر همزمان با روز جمعه شایعاتی هدف دار منتشر شده بود که ایشان آزاد شده است.
گفته میشود پس از بازداشت آمنه تاکنون خانواده وی دو بار توسط وزارت اطلاعات احضار و مورد بازجویی قرار گرفته است.
پس از گذشت حدود 10 روز از بازداشت آمنه تاکنون هیچ یک از تریبونهای اهلسنت به این موضوع واکنش نشان نداده است نکته ای که میتواند به تکرار بیشتر دستگیری دختران و زنان اهلسنت و بلوچ که پیش از این معمول نبوده است بینجامد.

به گزارش کمپین فعالین بلوچ دکتر محمد نعیم امینی فرد نماینده مردم ایرانشهر و رئیس مجمع نمایندگان استان سیستان و بلوچستان که با پایگاه اطلاع رسانی اسنا گفتگو می کرد در جواب سوال گزارشگر در مورد تقسیم استان سیستان و بلوچستان گفت: “تصور بنده این است که اگر حساسیت های منطقه ای و قومی در نظر گرفته شوند تقسیم استان در دراز مدت به نفع استان است.”
امینی فرد دغدغه های موجود مردم بلوچ در مورد تقسیم بلوچستان را “تابو” خواند و گفت: همین مسئله ی تقسیم استان است که من فکر می کنم که اولا باید از اینکه این را به عنوان یک تابو تلقی کنیم باید ازش بگذریم.
رئیس مجمع نمایندگان استان که بسط نفوذ حاکمیت را دلیل توسعه عنوان کرد در ادامه گفت: “به هر حال شاید یکی از پیش شرط های توسعه ی این منطقه بسط حاکمیت دولت به اقصی نقاط مختلف استان باشد”
وی همچنین تاکید کرداند که باید “حساسیت های ویژه ای” که در ارتباط با ساختار های قومی وجود دارد “لحاظ شوند”.
پیش از این میر مرادزهی نماینده اصولگرای دوره پیش مردم سراوان در مجلس طرح تقسیم استان سیستان و بلوچستان را در جریان دیدار با رئیس جمهور به وی ارائه کرد اما پس از اعتراضات گسترده مرئدم بلوچ به این موضوع از رای و نظر خود عقب نشینی کرد.
در سالهای اخیر بحث “حذف نام و تقسیم بلوچستان” دغده های بسیاری در بین مردم بلوچ ایجاد کرده است که با واکنش تند ائمه جمعه استان و فعالیت های اعتراضی مردم و فرهنگیان مواجه شده است.
معترضان عمدتا حذف نام و تقسیم بلوچستان را باعث از بین رفتن “هویت مردم بلوچ” می دانند و در اینز مینه به جدا شدن بخشی از خاک بلوچستان و اضافه شدنش به کرمان و هرمزگان اشاره می کنند که باعث تضعیف فرهنگ بلوچی و زبان آنها شده است.
معترضان همچنین عدم توسعه استان را مربوط به مساحت آن نمی دانند و علت ریشه ای را در “نگاه امنیتی مسئولان از ابتدای انقلاب” به این منطقه می دانند.

بازداشت دختر سیریکی توسط ماموران امنیتی
یک دختر بلوچ اهل روستای خرگوشی سیریک بازداشت شد.
به گزارش کمپین فعالین بلوچ آمنه عیسی زاده شهروند اهل سنت بلوچ اهل روستای خرگوشی شهرستان سیریک به اتهام انتقاد از مراسم مذهبی ایام محرم در شبکه های اجتماعی بازداشت شد.
این دختر ۲۱ یک ساله پس ازآنکه روز گذشته ۱۹ مهر بازداشت شد به مکان نا معلومی منتقل شده است.
خانواده نامبرده از محل نگه داری وی اظهار بی اطلاعی کرده اند.

به گزارش سایت «عدالت نیوز» وابسته به "جیش العدل"، برادر آمنه و جمعی از معتمدین شهرستان سیریک که برای ملاقات وی به بندرعباس رفتهاند تا اکنون به آنها اجازه ملاقات با او داده نشده است.
سایت عدالت نیوز، یکی از سایتهایی است که اخبار سیاسی و اجتماعی مربوط به مردم بلوچ در ایران را گزارش می دهد.
طبق این گزارش روز جمعه گذشته شایعاتی «هدف دار» مبنی بر اینکه آمنه عیسد زاده آزاد شده است، منتشر شده بود.
گفته شده که پس از بازداشت آمنه تاکنون اعضای خانواده وی دو بار توسط وزارت اطلاعات احضار و مورد بازجویی قرار گرفته اند.

امام جمعه پشامگ شهرستان سرباز نسبت به بازداشت آمنه اعتراض کرد، مولوی فضل الرحمن کوهی گفته اند "شما دولت مردان می گویید شیعه و سنی یکی هستند اما مهران مدیری در برنامه تلویزیونی صدا و سیما به مقدسات اهل سنت و صحابه پیامر توهین کرد ولی او آزاد است و حتی از کارش هم برکنار نشد. اما یک دختر بلوچ تنها بخاطر اینکه در فضای مجازی گفته در مذهب اهل سنت سینه زنی وجود ندارد او را بازداشت کردید!"
آمنه عیسی زاده بلوچ و اهلسنت ساکن روستای خرگوشی در سیریک استان بندرعباس میباشد که به دلیل انتقاد از مراسم محرم در فضای مجازی توسط نیروهای امنیتی در تاریخ 19 مهرماه در خانه خود بازداشت شده بود.
مدیر مدرسه انوار الحرمین با غیر مهم شمردن سخنان آمنه و تاکید بر اینکه مردم بلوچ در قدیم حاظر بوده اند بمیرند اما اجازه ندهند ناموس آنها اسیر باشد گفته اند "دشمنان می خواهند غیرت ما بلوچ ها و غیرت شما را به سنجند و بگویند دختر بلوچ پیش ما اسیر است"
بازداشت آمنه عیسی زاده که پیش از این سابقه نداشته است به دلیل انتقاد از یک مراسم خرافی و همچنین بازداشتها و اعدام های مکرر اهلسنت در کردستان و پلمپ و تخریب مساجد در شهرهایی که اهلسنت آنجا در اقلیت هستند نشان میدهد برخلاف بلوچستان که گویا فشارهای مذهبی در سه سال گذشته اندکی فروکش کرده است در سایر نقاط ایران شدت مضاعفیی به خود گرفته است.
در کنار این سرکوبها در نقاط مختلف ایران، سکوت پیشوایان مذهبی بلوچستان که زعامت اهلسنت ایران را بر عهده دارند موضوع سیاستهای حاکمیت بر علیه اهلسنت را پیچیده تر کرده است و گویا این رویکردها کم کم تبدیل به دلیلی میشود که اهلسنت ایران همبستگی سابق خود را از دست بدهند و منافع خود را در مرزهای جغرافیایی که برایشان تعریف شده است بدانند.

سارقان مسلح در سراوان پس از آنکه توسط مردم غافلگیر شده و تحت تعقیب قرار گرفتند، وارد پایگاه سپاه پاسداران در آسپیچ سراوان شدند.

"چندین مدت بود که هر از چندی دزدها راه را می بستند و مردم را اذیت می کردند از سر ناچاری یک روز تصمیم گرفتیم هر طور مانده باید دزدها را بگیریم و به دست دولت بدیم، روز پنجشنبه بود که کمین کردیم وقتی راهزن ها آمدند آنها را دنبال کردیم ولی فرار کردند در مسیر فرار برای ترساندن ما شلیک می کردند ما هم فاصله را حفظ کردیم و به تعقیب ادامه دادیم تا اینکه سارقان که ۵ نفر سوار یک پژو سیلکس بودند وارد پایگاه بسیج آسپیچ شدند"

Naela Quadri Baloch seeks India's help for forming 'Balochistan govt in exile'
President World Baloch Women's Forum and prominent Baloch nationalist leader Naela Quadri Baloch on Monday said the Balochistan Freedom Movement (BFM) activists want to form an "Azad Balochistan government in exile" and they want India, Afghanistan and other SAARC nations to support their government.
"We want to form an Azad Balochistan government in exile and we want India, Afghanistan and other SAARC nations to support the Bloach Government in Exile," she told ANI.
When asked about her (and BFM activists') expectations from India, Quadri, who landed in New Delhi after holding a conference with Afghanistan leaders in Kabul, said, "India should give us space and office to establish the government in exile. Besides, we express our deep gratitude to Modiji (Prime Minister Narendra Modi) and (external Affairs Minister) Shushma Swaraj for raising their voices on the Baloch issue. We are also thankful to the Indian people and the Indian media."
"The Bloch Freedom Movement is going ahead successfully, the struggle is on, and we need your help," she added.
Asked if things had changed since Prime Minister Modi raised the Balochistan issue, she said, "Things are changing rapidly; things are changing rapidly at the international level - you have seen it at the United Nations, you have seen that other countries are coming to support the Baloch issue internationally."
Demanding the release of Baloch Students Organisation - Azad (BSO-Azad) spokesperson Shabir Baloch, who was "picked up" by Pakistani Security Forces during the Gwarkop military operation on October 4, Quadri said, "Shabir Baloch was picked up; before him Abdul Wahid Baloch (Baloch poet, writer and social activist) was picked up; and even before them and 30,000 Baloch activists were picked up, and tortured-mutilated bodies of some of them were found recently. The picked-up Baloch leaders and activists should be freed at the earliest."
As Cyril Almeida, a columnist and reporter for the Dawn, has been barred by the Pakistan Government from leaving the country after he reported on a suspected rift between civilian and military leaderships, Naela Quadri said, "Pakistan has become 'graveyard' for journalists.
Wishing the people of India 'Happy Dussehra', she said, "May Goddess Durga gives us strength that we could get Balochistan freed.
"We want to form an Azad Balochistan government in exile and we want India, Afghanistan and other SAARC nations to support the Bloach Government in Exile," she told ANI.

Balochistan: Iran Flogged Baloch Girl Students after Failing to Pay Tuition Fees
London- There has been widespread anger on social media after a video was circulated showing Baluchestan schoolgirls from the Kerman province in southeast Iran being flogged after failing to pay their tuition fees.
In the video, girls speaking the Farsi language with Baluchestan’s accent explained in detail how each of them was flogged eight times by the school principal for being unable to pay the fees due to poverty.
And while Iranian websites had showed the video, saying the accident happened at a school in the city of Rudbar Jonubi, which is inhabited by the Baluch, the Tabnak website close to the Iranian Revolutionary Guard denied the girls’ comments, referring to comments made by the school’s principal and head of the Education Directorate in the area.
Habib-Allah Serbazi, head of the Baluch Activists Campaign, told Asharq Al-Awsat that the accident happened after schools in the area started demanding from parents an amount of money that students in this very poor area were unable to pay. He said the school was physically punishing female students and expelled them when they failed to pay the tuition.
“The students’ parents asserted that the school had expelled their children after they failed to pay the tuition fees,” Serbazi said, adding that the Iranian websites did not reveal the identity of the girls and did not mention they were from Baluchestan “as part of a new policy to obscure the identity of Baluchestan and its people.”
The circulation of the video coincided with the International Day of The Girl.
Meanwhile, the Farda News published a letter written by a student called Ali telling the story of how students were flogged and being kicked out of school.
Serbazi said that although schools opened one month ago in Baluchestan, the majority of students have not yet received their books. He added that schools in the province also suffer from a lack of teachers and staff.
“All of this shows a shortage in the management of the area’s affairs,” he said.
Meanwhile, activists showed in the past few days pictures of geography and history school books where the historical name of Baluchestan had been removed from the maps to be replaced by the name Sistani, as a sign of sectarian discrimination against Baluchestan residents, who all follow the Sunni sect.
Last September, Iranian Vice-President for Women and Family Affairs Shahindokht Molaverdi said that 3.2 million students were deprived from attending schools, while girls living in poor areas constitute the majority of these students.

Any type of Government in Exile of Republic of Balochistan cannot be formed without taking PM Narendra Modi and Indian Government in to confidence, As Indian PM Narendra Modi & Indian Government stood by Baloch people at the time when no one in the world was willing to utter a single word about Baloch human rights violation by Pakistani Army and security forces in Occupied Balochistan.
Also no single person can speak on behalf of Baloch people without any ground level support from people of Balochistan and mere TV studio popularity and good PR machinery can’t make anyone leader of the great nation of Balochistan.
Such types of attempts are being made by elements which are not satisfied with Indian Army’s valiant and precise action against Pakistani terror groups. These elements are doing their best to ease up pressure on Pakistani Army created by Indian Army in Kashmir by creating divide in Baloch movement.
So, BRP condemns any such move to form such Govt in Exile, without proper terms. And real Baloch people must refrain from doing such things weakening Baloch cause. Baloch Republican Party- BRP will do nothing without taking Government of India into confidence.
