The chief prosecutor of the International Criminal Court has said he will investigate Libyan leader Muammar Gaddafi, his sons and senior aides for crimes against humanity.
Luis Moreno-Ocampo said no-one had the right to massacre civilians.
Thousands of people are thought to have died in the violence after security forces targeted protesters in unrest which began on 17 February.
Col Gaddafi vowed to fight on despite losing control of much of the country.
Earlier on Wednesday, his forces launched air strikes on the oil terminal town of Brega, sources in the town said.
The strikes come a day after clashes between rebels and government troops in the town in which 14 people died.

'Serious crimes'
Mr Moreno-Ocampo said Col Gaddafi, his inner circle and some of his sons with de facto authority would be investigated.
"The office of the prosecutor decided to open an investigation into alleged crimes against humanity committed in Libya since 15 February," he said.
Efforts to evacuate the refugees are frustratingly slow "Delegations of peaceful demonstrators were attacked by security forces.
"During the coming weeks, the office will investigate who are the most responsible for the most serious incidents, for the most serious crimes committed in Libya."
But the prosecutor also said the oppposition would be investigated if it committed crimes.
The violence has led to a major humanitarian crisis on the Tunisian border, with tens of thousands of foreigners stranded and unable to get home.
Some 80-90,000 people have fled to Tunisia since the unrest began and tens of thousands more are waiting to cross, the UN says.
Until recently most of the refugees have been Egyptian, but more than 5,000 Bangladeshis crossed on Wednesday and there are also large numbers from East Asia.
The BBC's Jim Muir on the border says it will be a monumental task to get them home.
Britain, France, Spain and other countries are conducting emergency airlifts to evacuate those gathered at the border.
'Bombs dropped'
It was not clear what was being targeted in the air strikes on Brega.
"Around two hours ago, warplanes dropped a bomb in the area between the oil company and the residential area," hospital official Fattah al-Moghrabi said, quoted by AFP news agency.
"As far as I know, there were no casualties."
A rebel fighter said he had witnessed the strikes.
"I was here with my people, tightening security around the refinery, then we heard the sound of planes," he told AFP.
"It was one plane that flew over three times. I think it was a Sukhoi. The third time, it dropped bombs."
Rebels said planes had also bombed positions in Ajdabiya, a larger town further inside rebel territory.
The attacks came as rebels celebrated the outcome of Wednesday's fighting, in which they apparently cleared Brega of government forces.
BBC diplomatic correspondent Jonathan Marcus says the fighting underscores the fact that neither side seems to have the knock-out punch capable of defeating the other.
Col Gaddafi appears unable to re-capture the eastern part of his country, and for now his opponents seem unable to mount a major offensive against Tripoli.
A stalemate on the ground in Libya could be a serious problem for international diplomacy, our correspondent says.
Rebels were reported as saying pro-Gaddafi forces had been pushed back to Ras Lanuf, another oil terminal to the west of Brega, but were preparing another attack.
They are calling for UN-backed air strikes against pro-Gaddafi forces, but Western officials are cautious of military involvement.
Our correspondent says that diplomatic measures against Col Gaddafi were intended to hasten his departure and express support for the Libyan people's aspiration for freedom.
But there is now a danger that, having been painted into a corner, the Libyan leader may have little option but to cling on to power for as long as possible, he adds.

(Reuters) - Police and demonstrators demanding political reform clashed in Oman on Sunday, killing two people, and protesters set government buildings and cars ablaze, witnesses said.

- Oman is the oldest independent state in the Arab world and has been ruled by the Al-Said family since 1744. It has longstanding military and political ties with the United States and Britain, but maintains an independent foreign policy. Although an oil exporter it is not a member of OPEC.
-Qaboos bin Said, 70, became Sultan in July 1970 after deposing his father in a palace coup with the aim of ending the isolation of his country, located in the southeast corner of the Arabian Peninsula at the entrance to the Gulf, and using its oil revenue for modernization and development.
- He has absolute power and appoints the cabinet. In 1992, Qaboos allowed a parliament called Majlis Shura, whose 84 members are elected by constituents in 61 districts. But the parliament only advises and has no legislative powers.
- There is concern among the population about succession in the country, as there is no heir apparent or any clear legislation on who may be the next Sultan.
n Demonstrations in Oman are rare. In the first sign that regional unrest was spreading to the sultanate, about 200 people protested near ministries in Muscat earlier this month asking the government to tackle corruption and rising prices.

As the 25th anniversary of Olof Palme’s murder is remembered The Local’s Karen Holst explores the political legacy left by the man who delivered Sweden from obscurity and into the globalising world.

While Sweden's Social Democratic party grapples to select its new chief after a second election defeat, the large shadow of the party’s now iconic leader Olof Palme serves as a reminder of the passion it once inspired.
But even Olof Palme would have a hard time succeeding himself. Arguably, the extraordinary fit between his politics and the issues of the world during Palme’s era unlocked a unique opportunity that lifted him well-beyond Sweden’s national borders.
Or maybe his famed sage-like acumen transcends time and Palme’s approach today would be equally insightful, influential and controversial.
Of course we’ll never know.
The life of 59-year-old Prime Minister Olof Palme was snuffed from behind at close range while walking home from the theatre with his wife Lisbet.
It was 11.23 pm on February 28, 1986 on the central Stockholm street Sveavägen. He was pronounced dead at 12.06 am the following day.
Although his life vanished that night, Palme left behind a legacy that swept the globe.
It’s evident in the more than 70 streets, public facilities and memorials that bear his name in all corners, such as an elementary school in the Western Sahara, a children’s hospital in Vietnam and a city park in Iraq.
An energetic, optimistic and well-read, intelligent politician, Palme maintained an altruistic approach to politics, says Eric Sundström, Chief Editor of left-leaning political website Dagens Arena:
“He was a reformist who believed in academic thinking and research, meaning that he believed that listening to the voice of reason would prompt good political debate which would enable sound political decisions that really could make people’s lives better.”
Having been elected to the Parliament in 1957, Palme served as both Minister of Transport and Communications (1965) and Minister of Education and Cultural Affairs (1967) prior to rising to Sweden’s top position for seven years in 1969 and then again in 1982.
“He became Prime Minister and party leader at a time when the world was changing and he quickly understood the international issues that could and would change the world,” says Sundström.
Palme made his greatest political impact in the way he wielded Sweden’s foreign policy, which according to the Social Democratic Party Secretary Ibrahim Baylan still resonates today.
“Before Olof Palme, the party mostly focused on internal political issues, but since Olof Palme it has become a natural to integrate his focus on international solidarity into the Social Democratic party's policies,” says Baylan.
Palme’s outspoken position on global affairs transformed the international image of Sweden from an undistinguished country on the northerly fringe of European borders and into a defender of the weak and a powerful voice for peace and disarmament.
“Palme is known, more than anyone else, for opening Sweden to the rest of the world, for putting Sweden on the map,” says Klas Eklund, who recently published a short biography on Palme, worked as one of his speechwriters and served as the economic policy adviser to Palme’s successor former Prime Minister Ingvar Carlsson.
Both a staunch anti-communist and anti-capitalist, Palme refused to be chained to the narrow mentality of the Cold War and took a vehement stand against it.
“He wanted to create a space, to chisel out a third position for non-aligned, smaller countries that were neither communist nor capitalist but a neutral socio-economic state and progressive brownstone for the Third World,” explains Eklund.
His boisterous and bristly criticism of foreign governments, delivered in the five languages in which he was fluent, won him both admirers and enemies. His targets included the US foreign policy, the Vietnam War, the Franco and Pinochet regimes, the South African apartheid regime and Third World struggles for liberation from colonial rule. His stridency on these issues catapulted him into the role international statesman and a crusader for the afflicted.
Back at home Palme was deemed by many a champion of the general welfare state, with domestic policies that largely shaped Sweden into the nation it is today.
The passionate politician is considered to be one of the “intellectual fathers” of the modern Swedish model and its expansive public sector, according to former Prime Minister Ingvar Carlsson.
When Palme left office in 1976 the welfare state was bigger and more all-encompassing than anywhere else in the world, and with correspondingly much higher taxes.
“Even though the public sector has since slimmed and reformed, it still remains as a defining characteristic for Sweden,” adds Eklund.
A trailblazer on gender equality, Palme pushed through a number of radical reforms to improve the lot of women, including separate taxation of husband and wife and the expansion of child care centers.
“He had an amazing ability to read his time and a fantastic sense of understanding – he knew women would soon speak up and their liberation would become a powerful political issue,” says Sundström.
Many of his wide-ranging education reforms have stood the test of time, with the creation of preschool for all children, regional universities and, at the time, the revolutionary student economic system of loans and benefits.
At the same time, Palme is often criticized for over-regulating the labour market and for failing to successfully tend to the nation’s economy, thereby indirectly allowing Sweden to lose its competitive edge.
A fiery speaker, Palme was known for his skillful, sharp mastery of words and is still quoted from today. His collection of oratory is often referred to as the ‘holy grail’ within the Social Democratic party.
“His way with words inspired people to get interested in politics, to engage in international policy, to become active in a way that is missing today,” Carlsson tells The Local.
But his aggressive words, having even called Spain’s Franco a ‘damn murderer,’ were highly controversial and provoked his political adversaries while generating many enemies.
The shock of his assissnation hushed many from discussing Olof Palme and his political ideals for many years.
“It really shook the nation and only now are we becoming more and more aware of what an important politician he was both nationally and internationally,” says Carlsson, who lost a close friend and colleague of 30 years that fateful night.
And while the direct line between Palme’s reality and the political arena of today continues to fade, he is still revered as an influential and invigorating leader.
“Olof Palme became a benchmark in the party – one that no one in our current quest for a leader will ever reach up to,” says Baylan, who attributes his Social Democratic affiliation to Palme.
“I am quite certain that whoever becomes the new leader, he or she may not have had personal experience with Olof Palme, but they will surely have been inspired by him,” says Carlsson.

Sweden raps Iran envoy over opposition arrests
The Swedish foreign ministry said Wednesday it had summoned Iran's ambassador to protest the reported arrests of opposition leaders Mir Hossein Mousavi and Mehdi Karroubi in Tehran.

Ambassador Rasoul Eslami "was called in to the foreign ministry today. Sweden wanted to present him with its objections to the arrest of two opposition leaders in Iran," foreign ministry spokesman Sven Kullberg told AFP.
"The ambassador did not provide any satisfactory answers during this meeting with the cabinet secretary (Frank Belfrage), so Sweden will follow up this issue very closely," he added.
Belfrage himself told the TT news agency after the meeting that "we are very concerned about developments of the human rights situation in Iran".
Family members of the two opposition leaders have said on their websites that Mousavi, Karroubi and their wives had been transferred to Tehran's Heshmatiyeh jail from their residences in the Iranian capital.
Iran however denies they have been detained with Tehran prosecutor Abbas Jafari Dolatabadi insisting Wednesday the two men were still "in their homes".
The families meanwhile indicated no one was at the men's homes, which they said had been left in the dark, or appeared to be vacant.
Mousavi and Karroubi, who lost to hardliner Mahmoud Ahmadinejad in the 2009 presidential election, strongly oppose his government and have since guided a string of protests against his rule.
On February 14, the two had sought to stage a rally in support of Arab uprisings, but their supporters quickly turned it into the first anti-government demonstration in a year.
The ensuing clashes between protesters and security forces left two people dead and several wounded.
Similar protests, but in scattered forms, were also carried out on February 20 and again on Tuesday, although these were largely quelled by a massive presence of security forces.
The latest demonstrations have infuriated regime-backers, with lawmakers even demanding Mousavi and Karroubi be hanged, while officials moving in to completely isolate them.

Editorial: J. For Justice J. For Judges
Lawyers and judges in Balochistan are justified in their anguish. They are boycotting the courts and marching on the roads. They feel insecure and helpless as well. They feel almost betrayed because the lawyers’ community in rest of Pakistan is not forthcoming to join them in the movement. Lawyers have been kidnapped, so have the judges.
The session and civil judges of Sibi district were kidnapped three days ago when they were heading toward Usta Mohammad to attend a wedding ceremony. These judges were abducted at a time when at least three lawyers had been kidnapped.
The government has been alerted after the kidnapping of the judges. Federal Minister for Interior Affairs Senator Rehman Malik presided over a high-ranking meeting in the federal capital, Islamabad, the other day to take urgent action in the wake of the abduction of judges and lawyers. It was decided in the meeting to constitute a joint investigation team which would be headed by an of DIG (Deputy Inspector General) rank officer. The investigation team will also include officials of the Inter-Services Intelligence (ISI) and Federal Investigation Authority (FIA). The Inspector General of Police in Balochistan and the provincial Home Secretary were instructed by the federal minister to give a “in-person” briefing to Chief Minister Raisani about the progress made on the matter.
On the other hand, Balochistan police have detained more than one hundred suspects in raids conducted in Sohbatpur, Capital Farm, Usta Mohammad, Thambo, Pat Feeder, Rabi Canal and Mangoli areas. Yet, the arrests 0f usual suspects has not led to any breakthrough in the efforts to safely recover the kidnapped judges and lawyers.
As no political or religious group has accepted responsibility, it is safe to conclude that organized criminal groups masterminded the kidnappings. In the midst of other problems, kidnapping for ransom and highway robberies have received too little attention in the media and government. These issues are in fact as serious as sectarian killings and arrest of political workers. The government has done nothing to dismantle the networks of kidnappers.
The kidnappings caused tremendous embarrassment to the government after unidentified people kidnapped a veteran Hindu religious leader. The event understandably terrified members of Hindu community. Days after the kidnapping of the Hindu spiritual leader, a newspaper reported that many Hinud families from Balochistan had submitted applications at the Indian High Commission to seek political asylum. India is most probably not going to welcome a lot of Pakistan asylum-seekers because of lack of trust between Islamabad and New Delhi on scores of issues.
Balochistan’s human rights crisis is manifold. Besides all these developments, killing of the son of a Zikri scholar in Kech (Turbat) district also deserves attention. The motives behind the killing have not been revealed yet but the government must be vigilant about any moves intended to intimidate members of the Zikri sect, against whom radical Muslim groups have been campaigning for a long time that they should be declared as non-Muslims. Such tactics of blackmail should be discouraged at official and community level.
Caught in the cross fire of various untoward incidents, the government of Balochistan should also be alarmed by the killing of prominent human rights activist Naeem Sabir Jamaldini who was also the coordinator of the Human Rights Commission of Pakistan (HRCP) in Khuzdar.
With the passage of every day, the government of Nawab Raisani is proving its failure to govern Balochistan properly. At the time of coming into power, the PPP government attributed all the mess to the Pervez Musharraf government and insisted that law and order issues would not resolved until police reforms were reversed. The government called for the restoration of the Levies force, a demand which was met but never led to peace in the province.
Lastly, the provincial secretary for home and tribal affairs, Akbar Hussain Durrani, is making fun of himself as well as that of the entire provincial government by rejecting the recent statement of Amnesty International on Balochistan. He alleged that the statement was meant to defame the Balochistan government. This is simply ridiculous. On their part, the people of Balochistan believe Amnesty International should have dug more information and its report should have encompassed more details of human rights violation.
While we wish the kidnapped lawyers and judges a safe and immediate recovery, it is anticipated that the government will get out of its “denial mode” and deal with all outstanding matters with a more professional and pragmatic approach.

Despite the advice of some military commanders and intelligence officials, the Obama administration has decided to increase U.S. aid to Pakistan due to the conviction that Washington cannot afford to alienate a country whose assistance is “essential” for the achievement of American goals in the region. This, however, is a mistake. Pakistan has already done much to undermine American actions in Afghanistan. Nor is it likely to change course as the Obama administration prepares to withdraw U.S. forces from there. What is needed instead now is for the United States to work with other countries—especially India and Russia—to contain Pakistan’s efforts to expand its influence by supporting jihadists in Afghanistan, India and elsewhere.
Although Pakistan has provided vital support for the U.S.-led intervention in Afghanistan, allowing matériel to transit from its Indian Ocean ports across Pakistani territory into Afghanistan, Islamabad remains primarily focused on its decades-old rivalry with India. Thus, Pakistan has continued to support not only jihadist groups primarily concerned with “liberating” Indian-controlled Kashmir, but also to tolerate and even support the Taliban and its allies in order to prevent the growth of Indian influence in Afghanistan. Washington has tried long and hard to persuade Islamabad to abandon this policy of supporting jihadist groups (particularly the Taliban), but has only met with limited success—partly because what military efforts Pakistan has made to crack down on jihadists in the region bordering Afghanistan have encountered fierce resistance and have been highly unpopular with the Pakistani public. Indeed, the American military’s strong logistics dependence on Pakistan provides Islamabad with sufficient leverage to not cooperate with Washington on this matter. Further, the Obama administration’s announcement that American troops will be withdrawn from Afghanistan between mid-2011 and the end of 2014 has only increased Islamabad’s ability to ignore American demands and to instead work with the Taliban in order to prevent New Delhi from gaining influence in Afghanistan.
Clearly, the United States has failed to persuade Pakistan to fully cooperate in the “War on Terror.” Nor does Pakistan appear likely to become a reliable ally in the near future, either. Possessing a population larger than that of Russia, as well as an arsenal of nuclear weapons, Pakistan is an aspiring great power. Indeed, many Pakistanis consider their country to already be one. Islamabad’s strategy of protecting or even supporting jihadist groups such as al-Qaeda, the Taliban and Lashkar-e-Taiba is part and parcel of its ambitions to spread its own influence and limit that of its rival, India. It should not be surprising, then, that American efforts to persuade Pakistan to jettison this policy have failed—and that they are likely to continue to fail.
For Pakistan to continue aiding and abetting these jihadist organizations, however, is highly detrimental to the interests of America and the American-sponsored government in Afghanistan, as well as India and many other countries. So if the United States cannot persuade Pakistan from doing this, perhaps it needs to adopt a policy of imposing costs on Islamabad until it abandons its policy which harms others. Washington, of course, is unlikely to adopt this approach so long as it remains dependent on supply lines through Pakistan in support of the large American troop presence in Afghanistan. However, once the American foot print in Afghanistan has been greatly reduced or even eliminated, this U.S. dependence on Pakistan will cease—thus allowing the United States far greater freedom to pursue a strategy of containment vis-à-vis Pakistan as punishment for supporting jihadists.
What would a containment strategy directed at Islamabad look like? At minimum, America could supply arms to Afghan forces willing to resist the return to power of the Pakistani-backed Taliban. This could be done via the recently established Northern Distribution Network (both air and land routes to Afghanistan that run through Russia and Central Asia). Since the governments of Russia and some of the Central Asian republics very much fear that the return of the Taliban to power in Afghanistan will have a highly adverse impact on them, they could well be expected to contribute to such an effort. India might well contribute to it, too. Fearing that both Pakistan and a Taliban-ruled Afghanistan might support radical Sunni opposition forces inside Iran, even Tehran might contribute to this containment effort—similar to how it and Russia aided the Northern Alliance resisting the Taliban between the Taliban’s rise to power in 1996 and 9/11. Just as the United States and its international—as well as non-Pushtun—partners have encountered fierce resistance in the Pushtun-dominated regions of southern Afghanistan, the Taliban may well encounter stiff resistance from non-Pushtun forces in northern Afghanistan backed by Washington and others in resisting the return of the Taliban’s misrule which they well remember.

Pressures to stop drone attacks on suspected terrorist hideouts in the tribal border regions of Pakistan focus properly on human-rights concerns. More and more evidence shows that the attacks are hitting innocent villagers with no ties to terrorist groups.But apart from humanitarian issues, the drone attacks are self-defeating politically because they are radicalizing the tribal Pashtuns. Hitherto quiescent politically, more and more of the border tribes are turning to local Pashtun leaders who advocate aggressive resistance to attempts by the Punjabi-dominated central government in Islamabad to assert control over the Pashtun areas.
So far, this spirit of resistance has not led to active support of the long-standing demand of Pashtun nationalists for a sovereign “Pashtunistan” uniting Pashtun areas on both sides of the Afghanistan-Pakistan border. But continued civilian casualties in Afghanistan, like the 35 on February 21 near Jalalabad, rekindle the simmering Pashtunistan sentiment on the Pakistani side of the border.
The conventional wisdom is that the US interest lies in a united multi-ethnic Pakistan. But Mark Katz argued persuasively in The National Interest Online that the United States should adopt Machiavellian tactics, using the threat of support for Pashtunistan as leverage to get Pakistan to stop aiding the Taliban in Afghanistan. Such tactics would require a termination of drone attacks and a cessation of the current US pressure on the Punjabi-dominated Pakistan Army to carry out ground and air offensives against Waziristan tribes.
The British Raj gave the tribal borderlands of Pakistan undisturbed autonomy. Pakistan initially recognized the wisdom of this approach, letting the tribes alone until the United States demanded active intervention to stop the use of the borderlands as a Taliban supply route after American forces intervened in Afghanistan.
Critics of the drone program point out that only two of 581 militants believed to have been killed last year are on the “most wanted” list of US terrorists. As The Washington Post reported: a program that began with intermittent lethal attacks targeted on Al Qaeda leaders has evolved into a campaign that now seems primarily focused on lower-level leaders. Peter Bergen of the New America Foundation told the Post that 94 percent of those killed are lower-level militants.
The number of drone strikes in 2010 rose to 118, each costing $1 million. This $118 million should have been spent instead on economic aid for the tribal areas. But no economic aid program would be welcome if it is dispensed by the Punjabi-dominated Pakistan central government. The Pashtun tribes of the borderlands do not want to become an extension of the Punjabi-dominated central government machinery. They want aid to be channeled to them directly for their autonomous use or through the Pashtun government of the Northwest Frontier Province.
To win the support of the border tribes, the United States would either have to adopt the tactics proposed by Mark Katz or at least make clear to them that it favors their economic independence from Punjabi domination within the Pakistani federation.
There would be a case for them if the drone attacks did indeed offer a way to stamp out terrorist hideouts in Pakistan threatening to the United States. But the fact that only two of the most wanted US terrorists were killed by the program should in itself be enough to kill it. As Bruce Riedel, the former head of South Asia activities at the CIA, told me: “the present approach is like going after a beehive bee by bee.”

کشف ٢٩ تن تریاک در فرودگاه تهران برای تولید دارو

Mattis’s command includes nations that have experienced popular demonstrations against current leaders, such as Yemen and Bahrain, or the downfall of existing governments, such as Egypt.
“The strategic landscape of the broader Middle East has been altered by recent events in Tunisia, Egypt, Libya and elsewhere,” Mattis told the committee.
There’s “pressure on government institutions from the aspirations of people seeking improved economic and social conditions,” he said. “Young people born in the information age are exchanging ideas in real time,” said Mattis, who said it was too soon to predict the outcomes.
“For the vibrant people of Iran, the regime is no giant,” Mattis said. “The regime’s actions have thrown the economy into disarray, destroyed rapport with the bulk of the world and spread hate and discontent across the region.”
‘Urgent Concern’
Libya, which is undergoing a revolt against Muammar Qaddafi, isn’t in the Central Command region.
Mattis said Iran’s Islamic Revolutionary Guard Corps, under the control of its Islamic leaders, continues “to fund, arm, train and equipment a network of agents, surrogates and proxies” in Lebanon, Syria, Gaza, and elsewhere.
“Of urgent concern,” said Mattis, the Revolutionary Guard “continues to equip militants in Iraq and Afghanistan that attacks U.S. and coalition forces.”
A January attack by insurgents in Iraq using a large- caliber improvised rocket-assisted mortar was aided by Iranian forces and “demonstrated Iran’s malicious intent and ability to escalate violence when they desire,” Mattis said.

رئيس سازمان بسيج مستضعفين در واكنش به تحريم خود از سوي آمريكا خنديد و با تمسخر گفت: اگر ثروتمند بودم، پولم را در يك كشور امن نه آمريكا سرمايه گذاري ميكردم! آمريكا به حدي از خواري رسيده است كه بايد كل شوراي امنيت را براي مسدود كردن حساب نداشته مسئولان جمع كند.
به گزارش خبرگزاري فارس، سردار محمدرضا نقدي رئيس سازمان بسيج مستضعفين در مراسم يادواره 15 هزار شهيد جامعه اصناف كشور كه امروز دوشنبه در مجتمع 5 آذر برگزار شد، اظهار داشت: بازار قم در دوران مبارزات انقلاب اسلامي، 13 ماه و بازار تهران پنج ماه اعتصاب و تعطيل كردند، اين افراد در راه اسلام 13 ماه از منافع خود چشم پوشيدند و افتخارات عظيم امروز ما مديون اين فداكاريها است.
وي با بيان اينكه اجراي طرح هدفمندي يارانهها يك افتخار براي ملت ايران بود، تصريح كرد: ايستادگي اصناف در مقابل تحريمها در امتداد ايستادگي شهدا بود و پيوستگي و حمايت اصناف از انقلاب اسلامي باعث شد دولت بتواند طرح كمنظير هدفمندي يارانهها را با موفقيت و بدون هيچ تنشي به پيش ببرد.
نقدي با اشاره به نقش اصناف در حوزه فرهنگي اظهار داشت: اقتصاد و فرهنگ در تفكر اسلامي مسائل در هم تنيده و مسايل از هم تفكيك نميشود و امروز بايد به همت اصناف در ادامه راه شهدا در مقابل جنگ فرهنگي نيز بايستيم بنابراين نبايد در لباس زنان و مردان و چه در لوازم التحرير آثار غربي ديده شود و همچنين اصناف بايد در جبهه جنگ نرم و در حوزه مطبوعات، كتاب و فيلم دقت كنند.
* در صورتيكه آمريكا ناوها و هواپيماهايش را از منطقه خارج نكند آنها را از دست خواهد داد
نقدي در بخش ديگري از سخنانش با اشاره به شكست هيمنه پوشالي آمريكا اظهار داشت: امروز ملتهاي منطقه، آمريكا را زير پا گذاشتهاند و به لطف خدا اين دهه، دهه حاكميت ملتهاست و زور و اسلحه و تهديد، كمترين تاثيري بر اراده ملتها نخواهد داشت.
رئيس سازمان بسيج مستضعفين با تاكيد بر ضعف روز افزون استكبار جهاني تصريح كرد: امروز در نهم اسفندماه به سران آمريكا پيغام ميدهيم كه ناوها و هواپيماهاي جنگيشان را از منطقه خارج كنند، چرا كه در غير اين صورت به زودي توسط ملتهاي منطقه به غنيمت گرفته خواهند شد و اين پيام ما در تاريخ ثبت خواهد شد.
* 6 ايالت آمريكا آماده قيام و خواهان استقلالاند
وي اوضاع داخلي آمريكا را بحراني خواند و خطاب به سران آمريكا گفت: به صلاح شماست كه اداوات نظامي و نيروهايتان را از منطقه خارج كنيد چرا كه به زودي براي سركوبي قيام ملتتان، بدانها نيازمند خواهيد شد. ايالات متحده جعلي آمريكا با بحران عظيم اجتماعي مواجه است و 6 ايالت جنوبي اين كشور كه به زور اسلحه اشغال شدهاند آماده قيام و خواهان استقلالاند.
سردار نقدي با كنايه به اقدام اخير آمريكا در تحريم برخي از مقامات جمهوري اسلامي گفت: كشوري كه روزي سفيرش در تهران با يك تلفن، هيئت دولت ما را تغيير ميداد، امروز به حدي از ذلت و خواري رسيده است كه بايد كل شوراي امنيت را جمع كند تا بتواند حساب نداشته دو تن از مسئولان جمهوري را مسدود اعلام كند.
همچنين سردار محمدرضا نقدي در حاشيه اين مراسم با حضور در جمع خبرنگاران درخصوص خبر تحريم برخي اشخاص از سوي دولت امريكا، اين كشور را درگير ورشكستگي اقتصادي عنوان كرد و افزود: اقتصاد امريكا فرو پاشيده و آنها سعي دارند تا با زد و بند و ظاهرنمايي، تظاهر به سرپا بودن خود كنند.
* اگر ثروتمند بودم پولم را در آمريكا نميگذاشتم
نقدي خاطرنشان كرد: ما به اين كشورها نيازمند نيستيم كه حالا بخواهند ما را تحريم كنند و اين تحريم ها باري ما به عنوان يك افتخار محسوب ميشود.
رئيس سازمان بسيج مستضعفين در پاسخ به سوال ديگري مبني بر حصر خانگي دو نفر از سران فتنه گفت: همه بايد اعتدال را رعايت كنند و افراط و تفريط صحيح نيست.
وي با تاكيد بر اينكه آنهايي كه به ضد انقلاب پيوستهاند و در صف ضد انقلاب از رسانههاي بيگانه دستور ميگيرند مستحق شعار مرگ مردم هستند، گفت: اما هيچگاه نبايد در نظام اسلامي دهان خود را به توهين باز كنيم.

به كابل بانك و كشتار مردم غير نظامي
يك تلويزيون خصوصي افغانستان تصاويري از حمله اخير گروه طالبان به شعبه ولايتي "كابل بانك" در شرق افغانستان را منتشر كرده است.
اين تصاوير كه از سوي دوربين هاي امنيتي داخل بانك ضبط شده، مهاجمان انتحاري را كه با اسلحه سبك نيز مجهز هستند در داخل كابل بانك نشان مي دهد كه در چندين مورد دست به تيراندازي مي زنند.
اين تصاوير نشان مي دهد كه يكي از مهاجمان در حالي كه لباس پليس به تن دارد، به غيرنظامياني كه در اتاق ديگري در داخل بانك پنهان شده اند دستور مي دهد تا از اين اتاق بيرون شوند.
اين فرد، بعدا بروي چندين غيرنظامي شليك مي كند.
مقامات گفته اند كه در اين حملات كه به ساختمان "كابل بانك" در شهر جلال آباد، در شرق افغانستان صورت گرفت، هفت بمبگذار انتحاري شركت داشته اند.
آمار رسمي نشان داده است كه در اين حملات حدود چهل نفر كشته و هفتاد تن ديگر زخمي شدند.
گروه طالبان مسئوليت اين حمله را برعهده گرفته و گفته اند كه حمله زماني انجام شد كه گروهي از كارمندان دولتي و ماموران پليس، براي دريافت حقوق ماهيانه خود به اين بانك مراجعه كرده بودند.
حقوق بخش اعظمي از كارمندان دولتي افغانستان از طرق "كابل بانك" پرداخت مي شود.
بازداشت يكي از مهاجمان
هنوز دقيقا معلوم نيست كه به چه تعداد از قربانيان اين حمله، ماموران پليس بوده اند، اما مقامات مي گويند، بخش اعظمي تلفات اين حمله را غيرنظاميان تشكيل مي دهد.
اين از مرگبارترين حملات در ولايت ننگرهار ظرف ده سال اخير توصيف شده است.
مقامات امنيتي گفته اند كه يكي از افراد مهاجم را زنده بازداشت كرده اند.

10 people have been executed in Kerman and Shiraz (Iran)
۱۰ قاچاقچی در ایران اعدام شدند
دادگستری شیراز و کرمان از اعدام ۱۰ قاچاقچی در ایران خبر دادند.
روابط عمومی دادگستری کرمان روز سه شنبه ۱۰ اسفند (اول مارس) اعلام کرد که "محمدنبی- ن" به اتهام حمل ۶۰ کیلوگرم مرفین، "مهدی- ص" به جرم حمل و نگهداری هشت کیلو و ۱۴۵گرم کراک، "علی بخش- ص" به جرم حمل و نگهداری و فروش ۵۰ کیلوگرم تریاک، "حمیدرضا- د" به جرم حمل و نگهداری ۳۱ کیلو و ۲۵۰گرم کراک و "سهراب- ن" به جرم حمل و نگهداری دو کیلو و ۱۸۰گرم هروئین در زندان جیرفت به دار آویخته شدند.
همچنین "ملک- ن" به جرم نگهداری ۹۰۰ گرم کراک و "سعید- م" به جرم مشارکت در حمل شش کیلوگرم مرفین، پنج کیلوگرم هروئین و ۲۳ کیلوگرم کراک نیز براساس احکام صادره از دادگاه انقلاب اسلامی بم به مجازات اعدام محکوم شده بودند که احکام صادره در زندان بم به مرحله اجرا درآمد.
دادگستری استان کرمان اعلام کرده است که احکام صادره مورد تایید دادستان کل کشور قرار گرفته و کمیسیون عفو استان و تهران با عفو متهمان مخالفت کرده است.
طبق قوانین ایران، مجازات حمل، نگهداری و خرید و فروش بیش از ۳۰ گرم از مواد مخدری همچون هروئین، شیشه و کراک مجازات اعدام دارد.
ایران یکی از مسیرهای اصلی قاچاق مواد مخدر تولید شده در افغانستان و پاکستان به سوی اروپا است و مسئولان این کشور عقیده دارند که در نظر گرفتن مجازات سنگین برای قاچاقچیان، به کاهش میزان قاچاق و مصرف مواد مخدر در ایران کمک میکند.
اعدام سه قاچاقچی در شیراز
روابط عمومی دادگستری شیراز، روز سه شنبه 10 اسفند(اول مارس) از اعدام سه قاچاقچی با نام "الف-ع" به اتهام قاچاق مسلحانه مواد مخدر،"ح-ر" به اتهام حمل و نگهداری تریاک و "ص-ک-گ" به اتهام حمل و نگهداری مقادیر عمده هروئین در زندان عادل آباد شیراز خبر داد.
دادگستری استان فارس اعلام کرد که این احکام پس از تایید دیوانعالی کشور و دادستان کل کشور به اجرا درآمده است.
روز چهارشنبه ۲۷ بهمن (۱۶ فوریه) چند سازمان مدافع حقوق بشر از جمله گزارشگران بدون مرز، عفو بین الملل و دیدهبان حقوق بشر در اقدامی مشترک از شورای حقوق بشر سازمان ملل خواستند که برای پیشگیری از افزایش موارد اعدام در ایران تلاش کند.
بر اساس آمار ارائه شده توسط این سازمانها، از ابتدای سال میلادی جاری بیش از ۸۶ نفر در زندانهای ایران اعدام شدهاند که جرم ۶۷ نفر از آنها قاچاق مواد مخدر اعلام شده است.
دیدهبان حقوق بشر در گزارش سالانه خود به اعدامهای گسترده در ایران اشاره کرده و گفته بود آمارهای رسمی نشان میدهد که ایران با جمعیتی حدود هفتاد میلیون نفر، از لحاظ شمار اعدامها در جهان در رده دوم بعد از جمهوری خلق چین، با بیش از یک میلیارد و سیصد میلیون جمعیت قرار دارد و در نتیجه، به نسبت جمعیت، دارای بالاترین تعداد صدور و اجرای احکام اعدام در جهان است.

ایران یکی از مسیرهای اصلی قاچاق مواد مخدر تولید شده در افغانستان و پاکستان به سوی اروپا است و مسئولان این کشور عقیده دارند که در نظر گرفتن مجازات سنگین برای قاچاقچیان، به کاهش میزان قاچاق و مصرف مواد مخدر در ایران کمک میکند.
اعدام سه قاچاقچی در شیراز
روابط عمومی دادگستری شیراز، روز سه شنبه 10 اسفند(اول مارس) از اعدام سه قاچاقچی با نام "الف-ع" به اتهام قاچاق مسلحانه مواد مخدر،"ح-ر" به اتهام حمل و نگهداری تریاک و "ص-ک-گ" به اتهام حمل و نگهداری مقادیر عمده هروئین در زندان عادل آباد شیراز خبر داد.
دادگستری استان فارس اعلام کرد که این احکام پس از تایید دیوانعالی کشور و دادستان کل کشور به اجرا درآمده است.
روز چهارشنبه ۲۷ بهمن (۱۶ فوریه) چند سازمان مدافع حقوق بشر از جمله گزارشگران بدون مرز، عفو بین الملل و دیدهبان حقوق بشر در اقدامی مشترک از شورای حقوق بشر سازمان ملل خواستند که برای پیشگیری از افزایش موارد اعدام در ایران تلاش کند.
بر اساس آمار ارائه شده توسط این سازمانها، از ابتدای سال میلادی جاری بیش از ۸۶ نفر در زندانهای ایران اعدام شدهاند که جرم ۶۷ نفر از آنها قاچاق مواد مخدر اعلام شده است.
دیدهبان حقوق بشر در گزارش سالانه خود به اعدامهای گسترده در ایران اشاره کرده و گفته بود آمارهای رسمی نشان میدهد که ایران با جمعیتی حدود هفتاد میلیون نفر، از لحاظ شمار اعدامها در جهان در رده دوم بعد از جمهوری خلق چین، با بیش از یک میلیارد و سیصد میلیون جمعیت قرار دارد و در نتیجه، به نسبت جمعیت، دارای بالاترین تعداد صدور و اجرای احکام اعدام در جهان است.

هویت سه نفر از اعدام شدگان که به دست کمپین دفاع از زندانیان سیاسی ملیتهای ایران رسیده است به قرار زیر است:
1ـ حمید بهادری، اهل روستای حصار منطقهی براندیزی ارومیه
2 ـ صیاد انصاری اهل عمرآباد منطقهی ارومیه
3ـ بهزاد هناره اهل منطقهی برادوست ارومیه
قابل ذکر است که دیشب مردم شهر ارومیه با اطلاع از این امر به نشانه اعتراض جلوی استانداری این شهر تجمع نموده بودند.
ممانعت از برگزاری دیدار دانشجویان اهلسنّت کشور با علما واندیشمندان
سنی آنلاین : مسئولین استان سیستان و بلوچستان به شدت با برگزاری جلسه دینی - فرهنگی دیدار دانشجویان اهلسنّت کشور با علما واندیشمندان مخالفت کردند و متاسفانه مذاکرات صورتگرفته در این خصوص که همراه با تهدید و ارعاب بود، بینتیجه ماند.
به گزارش پایگاه اطلاعرسانی سنیآنلاین، از برگزاری دیدار دانشجویان اهلسنّت کشور با علما و اندیشمندان که قرار بود روز پنجشنبه دوازدهم اسفند در حوزه علمیه دارالعلوم زاهدان برگزار شود، ممانعت بعمل آمد، لذا مسئولیت دارالعلوم زاهدان ضمن پوزش از دانشجویان عزیز و گرامی که قصد شرکت در این دیدار خداپسندانه را داشتند، اعلام میدارد که نشست یاد شده به فرصتی دیگر در آینده موکول میشود (إن شاءالله).
هر ساله هزاران دانشجوی اهلسنّت از سراسر کشور، در آغاز تعطیلات نوروزی دانشگاهها، به صورت خودجوش و با برنامهریزی بین خود، به حوزه علمیه دارالعلوم زاهدان و مسجد جامع مکی می آمدند تا دیداری با علما واندیشمندان، خصوصا شیخالاسلام مولانا عبدالحمید داشته باشند.
این دیدارها با سابقه چندین ساله در راستای بیداری دینی و اسلامی در قشر دانشگاهی و جهت تشویق و ترغیب دانشجویان به تلاش هر چه بیشتر برای تقویت بنیه علمی برگزار گردیده و حاوی پند و اندرز مخلصانه علما و اندیشمندان دینی و دانشگاهی، ارائه مقالات علمی از طرف دانشجویان و تجلیل از نخبگان دانشجویی اهلسنّت بوده که بسیار مفید و مثمرثمر واقع شده است.
این نوع جلسات و دیدارها، کمترین حق آزادی دینی و مذهبی است که در قانون اساسی کشور آمده است، و سلب آزادیهای مشروع اهلسنّت مسلّماً تبعات ناگواری برای وحدت و برادری اسلامی درپی خواهد داشت.
فریادهایی که امروزه از خاورمیانه بلند میشود نتیجه سلب آزادیهای مشروع و مدنی آن جوامع است که آنان را به واکنش وادار کرده است.
گفتنی است، اهلسنّت ایران همواره از برخوردهای سلیقهای و تبعیضآمیز نگران بوده و از عدم رعایت آزادیهای مذهبی و حقوق شهروندی رنج می برند و برخی افراد با اهلسنّت چنان برخورد تحقیرآمیز میکنند که گویا آنها از شهروندان اصلی کشور نیستند. اخیرا این مشکلات و برخوردهای تبعیضآمیز افزایش پیدا کرده است؛ روزی نمازخانهای در شهرهای بزرگ پلمب میشود و عملاً از نماز جلوگیری بعمل میآید و روزی دیگر در بخش آزادیهای مذهبی دخالتی صورت میگیرد و متاسفانه در کشور ما گوش شنوا وجود ندارد و حرف مردم شنیده نمیشود.

Human Rights activist shot dead in Khuzdar, as some Baloch parties brace for cultural day celebrations
Occupied Balochistan: A human rights activist and coordinator of Human Rights Commission of Pakistan (HRCP) district Khuzdar, Naeem Sabir Jamaldini, has been gunned down today evening in Khuzdar market.
According details Naeem Sabir was standing in front of his shop in Khuzdar market when unknown masked motorcyclists opened indiscriminate fire on him. He was hit in the head and died instantly on the spot. No group has accepted responsibility for the murder so far. Naeem Sabir was a renowned social activist and a writer in Khuzdar. He was also the chairman of Health and Rural Development (HARD) Balochistan.
He mobilized the community groups for human rights and was continuously reporting the human rights violation in Balochistan. Mainly, he covered the abduction of Baloch youth and recovery of the decomposed and mutilated dead bodies. The cold-blooded murder of Naeem Sabir is the continuation of the ongoing state sponsored target killings of Baloch activists.
Pakistan military and their hired death squads have been target killing, abducting and killing in custody Baloch students, poets, lawyers and Human Rights activists since 2006. However, they intensified the mass killings in Balochistan from July 2010 onwards. Naeem Sabir is the 108th person to be killed at the hands of Pakistan’s intelligence agencies. Another member of HRC Mr. Siddique Edo Baloch, who had been abducted on 12/12/2010, is still being held by Pakistan security forces at some undisclosed location.
The last sentences of Naeem Sabir he wrote in Urdu on facebook “Kia 100 Balocho nojawano ki maskh shuda lashey aur hazaro lapata nojawano k mah baap, behn bhaio aur masoom bacho ka dukh aur tarrap “”JASHAN”" manane ki ijazat dete he????” Does the recovery of the decomposed bodies of 100 Baloch youth and the suffering of thousands of enforced disappeared Baloch activists', sisters, innocent children and parents allow us to celebrate “JASHAN”?
He was referring to the so called “JASHAN – E – BALOCH” the Vsh TV and some parliamentarian Baloch parties and their students wings are celebrating Today 2nd March 2011 in relation to International Culture Day. According to media sources they are planning to go for celebrations at Sea View in Karachi.
The critics of this JASHAN OR CELEBRATION are of the view that even though it is a cultural day but there is no need to sing and dance at a time when there is almost no house in Balochistan that has not received a bullet riddled and decomposed body of their loved one or have not had any of their beloved one arrested and disappeared. The unity of pro-liberation parties, BNF, believes that the cultural day should be observed sober and simple in the loving memory of Baloch Martyrs of liberation and in solidarity with the families of Baloch enforced disappeared persons.

: International Humanitarian Organisations are ignoring Baloch Genocide by Pakistan: Hyrbyair Marri
Occupied Balochistan: Baloch leader Hyrbyair Marri commenting on the latest statement of Amnesty International said that though it is too little too late but the statement by AI confirms that the Pakistan (security forces) have been given a free hand to carry out mass killings in Balochistan. Despite the confirmation of AI the International Human Rights Organisation in Balochistan are turning a blind eye on state atrocities against Baloch Nation.
He said that “In my view these Organisations (by keeping silence) are supporting the colonising forces to keep their grip around occupied Nations. Their hypocritical policies of suppressing the weak nations and siding with oppressors are not in the advantage of civilised societies. It is proven from the history that slaved nations are forced to live in third world but today in the era of this global progress these International Institutions are busy finding a fourth world for the enslaved nations. In their mind the lives and dignity of oppressed Nations have no worth and value”.
Mr Marri further said that Pakistan [state] is committing atrocities and utilising all its power to eliminate the Baloch nation right under the nose of these International Institution but they still have a soft corner for such a state. The statement of Hyrbyair Marri published on Daily Tawar Balochistan further read: “Pakistan doesn’t need Baloch but their need is Baloch land and resources; if International Community terminates their support, stop backing the occupying state and end advocacy in favour of Pakistan then I believe it [Pakistan] doesn’t have enough strength and courage to sustain its occupation on Baloch land. Whenever in the world the situation deteriorated and resembled the situation of Balochistan; all these Human Rights Institutions, UN, EU, International Court & Amnesty International intervened immediately to stop the genocidal policies of the invaders/occupiers. Had the International Community intervened in Balochistan to stop Pakistan from committing genocide of the Baluch people today there wouldn't have been bloodshed in Balochistan”.
Further expressing his anger over the silence of International Humanitarian Organisations Mr Marri said “Today where my nation is receiving decomposed and bullet riddled bodies of Baloch activists, streets of Balochistan are being washed with Baloch blood, and the Punjabi Death Squad load their guns to kill more youth from my people, the army cantonments in which Baloch activists are suffering extreme torture is greater than what the prisoners in Abu Ghraib or Guantanamo Bay are experiencing; these heinous crimes being carried out just meters away from the huge mansions where these so called Human Rights Defenders reside, yet they don’t see or hear the crying and protesting families of the missing persons on foot paths almost in every city in Balochistan. Pakistan is indiscriminately killing Baloch educated Baloch youth, teacher, lawyers, poets, political activists and common civilians in an attempt to silent the Baloch National struggle; despite all these mass killings the International Institutions have shut their eyes and ears . The champions of Human Rights cannot see anything else in Balochistan but the FESTIVAL SHOW of falling dead bodies of Baloch activists. Unfortunately, the International Organisations are backing the occupying states as well as justifying their atrocities and labelling the voice of occupied Nations as terrorism”.
In relation to Balochistan the International Community is contradicting its own passed humanitarian laws and International principles by supporting the occupier and suppressing the voice of the occupied. He said the International Court of Justice have not taken any notice of Pakistan’s atrocities against Balochistan nor did the UN, EU and other International democracies played any honest and equal role to resolve the Baloch issue. “If the role of International Institutions is to strengthen the oppressors and weaken the oppressed Nation then in such conditions, at least, they have no ethical and moral right to work in Balochistan; Baluch Nation has the capability to carry out their National struggle and face the enemy. The presence of these Institutions is becoming a hurdle in the way of our struggle. It is useless to expect justice and help from these organisations as they are silent on regular falling bodies of Baloch people – to trust them is like crying before a blind person”.
Mr Marri stated that “The Baluch cannot trust these International Organisations until they bring a positive change to their policies and behaviour toward the occupied or enslaved Nation. The Baloch are defending their homeland and struggling for National their identity; if they [International Organisations] are not ready to support us [the Baloch] and don’t condemn the mass custodial killings of Baloch activists then it is better for them to leave Balochistan so that Baloch nation can defend themselves better.”
The Baloch leader said that Pakistan army and the rest of state machinery is busy in crushing the Baloch nation, mostly Pakistan’s current Interior Minister Rehman Malik, who is at the forefront to order mass killings in Balochistan and Pakistan secret agencies are operating with his consent and permission. On his orders they are killing Baloch activists in custody and dumping their bodies away.
“Rehman Malik is a permanent resident of Britain; it is the moral responsibility of the world and the British authorities to question him for directly inciting and ordering the security agencies for carrying out the genocide in Balochistan. Malik should be brought before the International Criminal Court for cases of enforced disappearance and kill and dump policy in Balochistan because the FC (Frontier Corps) is involved in abducting, torturing and killed and dump of Baloch activists the FC works under Home Department and this department takes directions form Rehman Malik”.
He also said that Aslam Raisani, Zehri brothers and some other called Nationalist Baloch leaders are also equally responsible for the current bloodshed in Balochistan.
The Baloch leader further stated that history confirms that in the final days of Bangladesh’s struggle for liberation Pakistan has used the same methods killed and dump of the intellectuals, teachers, singers, students, doctors, physicians and journalist to eliminate the most enlighten section of the nation. Pakistan is repeating same crimes against humanity in Balochistan. Despite such barbarism the Bengalis have succeeded in gaining their freedom. Similarly, the British have recruited large number of Indian youth in Army whereas British were very less but ruled the entire India because they had occupied key posts. When the Indian nation became aware they started struggle against them but the British before leaving had robbed India.
In the end he said that Baloch Nations is aware of the fact that the path of freedom is full of difficulties and in near future the Nation will face further challenges. Baloch Nation is psychologically well aware and ready to face tough time ahead that is why it is impossible for Pakistan to stop the caravan of liberation with the sheer use of force and barbarism.

ISLAMABAD : Prime Minister Syed Yusuf Raza Gilani on Monday acknowledged the deprivation in Balochistan, saying that the government had initiated the process of compensation by launching the “Aghaz-e-Haqooq-e-Balochistan” package.
“We have started the process and the coming generations will complete it” he said while giving a policy statement in the National Assembly on the Balochistan situation.
He said that all-out efforts were being made for peace, stability and prosperity in the province, adding that the measures being taken by the government would improve the situation there and remove a sense of deprivation among the people of Balochistan.
Prime Minister Gilani said that the reconciliation and harmony introduced by the Pakistan Peoples Party (PPP) would bring stability and peace in the province.
“We are ready to hold dialogue with the provincial leadership for the uplift of Balochistan and its people,” he said.
He said that the Federal Government had taken unprecedented measures to improve political stability in the province and address the grievances of its people.
Recalling the visits of President Asif Ali Zardari, his own and Interior Minister Rehman Malik to the province for direct interaction with the people, he said that such interaction would continue in future.
He said that the PPP-led government introduced Aghaz-e-Haqooq-e Balochistan package in November 2009 under which 61 amendments were proposed for reforms in the constitution, administration, political and economic sectors for the province and a cabinet committee headed by Senator Raza Rabbani was constituted for their implementation.
He said that efforts of the government had brought visible changes to education, health, construction, social welfare and communication sectors, creating employment opportunities in Balochistan.
“I feel pride to mention that the Aghaz-e-Haqooq-e-Balochistan is bringing prosperity to our Baloch brothers and is a guarantee for the welfare of future generations.”
The Prime Minister said that the issue of missing persons had been lingering since long and the government had taken solid steps, including the establishment of a judicial commission, to sort out the issue on humanitarian grounds.
The Prime Minister said that the government was making efforts that innocent persons should not be included in the list of those who are threat to national security and sovereignty.
“I assure that we will not allow any harm to innocent persons,” the Prime Minister said, adding that action had been taken in 61 out of 114 such cases.
He said that the 7th National Finance Commission (NFC) Award topped the steps, taken by the government to overcome economic deprivation of the people of Balochistan. The province was given Rs. 99 billion under the unanimous approved award, he said.
The Prime Minister said that the Federal Government had taken concrete measures and ensure implementation of peace and developmental projects in the province.
He said the Federal Government recruited 6,000 youth in police and allocated Rs 5.15 billion in this regard and Rs 3.4 billion had been spent till Dec 2010.
He said to improve the police system, the government introduced police record office and management system (PROMIS) initially in Quetta and Khuzdar.
Furthermore, Pakistan Automated Identification System (PAFIS) was introduced to help capacity building of the police system, which he said, would enable the police to keep the record of over 1.2 million criminals.
He said that nationwide integrated trunk radio system and national forensic science agency project were introduced to strengthen the police communication system.
The Prime Minister said the government accepted the demand of political figures regarding establishment of Frontier Constabulary (FC) instead of establishing army cantonments in Kohlu and Sui.
He said it was a welcome step that the youth of Balochistan were being recruited in the FC and Coast Guard.
He said the government had agreed to pay Balochistan Rs. 120 billion in 12 years under the Gas Development Surcharge for the period from 1951 to 1991. In the fiscal year 2010-11 Rs. 10 billion were allocated for the purpose.
He said that the Balochistan government had been paid Rs. one billion for the rehabilitation of flood victims along with Rs one billion more for the displaced persons of Dera Bugti.
He said that efforts were made to end unemployment and create job opportunities in Balochistan under which the Federal Government would provide funds to the provincial government for 5,000 posts.
The Prime Minister said that 6,000 vacancies had been identified in federal government departments under Balochistan quota and recruitment process against 1,682 vacant post had already been completed.
Gilani said that different ministries and departments had been ordered to give priority to the candidates hailing from Balochistan. The candidates for jobs in FC and Pakistan Coast Guard having a domicile of Balochistan would be given relaxation in education and experience.
He said that 10,000 to 15,000 youth from Balochistan would be trained under the National Internship Programme besides giving them relaxation in education and age.
In this connection, he said, 9,000 applications have been received out of which 3,000 youth have been inducted in internship programme.
The Prime Minister said that the Ministry of Labour and Manpower had completed formalities to send abroad four to five thousand skilled and unskilled persons from Balochistan, while a proposal was under consideration to impart training to as many persons in different sectors.
The Prime Minister said that according to the will of Balochistan its A-area had been converted into B-area.
Regarding kidnapping of judges and lawyers, he said that he had ordered an inquiry and directed the Interior Minister to order all law enforcing agencies to ensure the release of the kidnapped.
The Prime Minister said that leaders like Harbiyar and Brahamdagh had taken political asylum in Europe and one Dr. Allah Nazar was promoting extremism and giving instructions to the miscreants.
He said that war in Afghanistan had provided an opportunity to the Baloch youth to get military training in the neighbouring country which was fuelling terrorism in the province.
Gilani said that the target killing of settlers in Balochistan could not be overlooked, as it had further aggravated the law and order situation in the province.
He said solid proofs of the involvement of organizations like BLA (Balochistan Liberation Army) in target killings in Balochistan had been found.
The Prime Minister said lack of education among the people of Balochistan strengthened anti-social elements.
He said that limited economic and developmental activities and less employment opportunities created a sense of deprivation among the youth.
Gilani said that there were solid evidences that foreign elements and powers were involved in aggravating the situation in the province.
The long inter-tribal feuds and mutual differences cannot be ruled out in worsening security situation and discouraging developmental schemes in Balochistan, he said.

ISLAMABAD : Prime Minister Syed Yusuf Raza Gilani on Monday acknowledged the deprivation in Balochistan, saying that the government had initiated the process of compensation by launching the “Aghaz-e-Haqooq-e-Balochistan” package.
“We have started the process and the coming generations will complete it” he said while giving a policy statement in the National Assembly on the Balochistan situation.
He said that all-out efforts were being made for peace, stability and prosperity in the province, adding that the measures being taken by the government would improve the situation there and remove a sense of deprivation among the people of Balochistan.
Prime Minister Gilani said that the reconciliation and harmony introduced by the Pakistan Peoples Party (PPP) would bring stability and peace in the province.
“We are ready to hold dialogue with the provincial leadership for the uplift of Balochistan and its people,” he said.
He said that the Federal Government had taken unprecedented measures to improve political stability in the province and address the grievances of its people.
Recalling the visits of President Asif Ali Zardari, his own and Interior Minister Rehman Malik to the province for direct interaction with the people, he said that such interaction would continue in future.
He said that the PPP-led government introduced Aghaz-e-Haqooq-e Balochistan package in November 2009 under which 61 amendments were proposed for reforms in the constitution, administration, political and economic sectors for the province and a cabinet committee headed by Senator Raza Rabbani was constituted for their implementation.
He said that efforts of the government had brought visible changes to education, health, construction, social welfare and communication sectors, creating employment opportunities in Balochistan.
“I feel pride to mention that the Aghaz-e-Haqooq-e-Balochistan is bringing prosperity to our Baloch brothers and is a guarantee for the welfare of future generations.”

AJMAN — The Baloch expatriate community in the UAE last week remembered its legendry folklore balladeer Mulla Kamalan, who earned the Pride of Performance by the Khatami Government in Iran and citizenship in early 1960s from the Oman Government.
Over 1,500 Baloch expatriates from Pakistan, Iran and neighbouring Gulf countries gathered in the emirate on Thursday to remember one of the most famous singers and scholars of Baloch history.
A large number of guests, including poets, scholars and singers from the UAE, Oman, Bahrain, Pakistan and Scandinavia attended the function to pay tributes. Three famous singers, Basham Baloch, Arif Baloch and Mohammed Alam, came from Pakistan to perform at the memorial show.
Kamalan was famous throughout Iranian and Pakistani Balochistan as well as in Afghanistan’s Baloch province of Nimorze and Turkmenistan’s southern Merve (Mary) region.
The first anniversary of the legendary singer was observed by the UAE-based Syed Labzanki Majlis (Syed Literary Council) with the support of Baloch Cultural Council. Mulla Kamalan was born in 1936 in Latidan, Dashtiyari District of Chabahar, and the port city of Iranian Balochistan across the Arabian Gulf. He died of natural death in the early hours of February 21, 2010.
The chief guest at the function was former Chief Minister of Balochistan and leader of Balochistan National Party (BNP) Sardar Akhtar Jan Mengal. The keynote speech was delivered by Aziz Dad Yar who came from Sweden to pay tributes to Kamalan. The other guests included Siddique Baloch, Editor-in-Chief and owner of Balochistan Express Group of Newspapers, and Major (retired) Majeed from Oman, whose collections of poems was also launched at the show.
“We have lost a great institution in Mulla Kamalan’s death. Mulla’s type of singing that has been passed on to one generation to another has helped archive Baloch history,” said Mengal.
Kamalan’s type of singing was called shehr, narrating historical events accompanied by two instruments called chung (a two-string guitar) and suroze (like a violin), very similar to that of Gulf Arab folklore songs. Some of his famous shehrs include the history of the 30-year-old war of the Great Chakar and Gohram of Rind and Lashar Baloch tribes that goes into 1,200 verses.
Dad Yar shed light on the life of the legendry singer and his fame among 20 million Baloch around the world. Dr Abdul Aziz Kalmati, another scholar, spoke about his ballades of over 400 songs or narrations of historical facts, each taking an hour.
Siddique Baloch told Khaleej Times that Kamalan had earned his title of Mulla due to his sharp memory of narrating historical events. “Mulla in Balochi means a wise-man or a scholar a title that is earned by poets, singers teachers and so on,” he said. It has been wrongly interpreted to fundamental religious elements. Kamalan earned the title at the age of 15 when he first sang in the court of the most reputed notables in his hometown.”
Alam Sardarzai, who was close to the later singer, said: “Mulla Kamalan has never been to a school, but he was a great philosopher and historian. If we collect and document his folklore ballades of historical facts and print them out, we may need a huge library.”

به گزارش البرز به نقل از فارس، "جفري گلدبرگ " نويسنده انديشكده "آتلانتيك " در ادامه مقاله خود درباره تغييرات مدنظر آمريكا درباره تقسيم خاورميانه طرح هاي جالبي را در خصوص تقسيم ايران ذكر مي كند كه نشان از طرح هاي آينده آمريكا و طيف محافظه كاران غربي در خصوص ايران دارد. وي در ادمه مقاله خود با اشاره به تبعات سقوط آمريكا مي نويسد:
* حمايت آمريكا از مصر و عربستان، سبب تقويت اسلام گرايان ميشود
اما يورش آمريكا به عراق نتايج ديگري هم دارد. مليگرايي شايع كردها به واسطه حمله به عراق خود را نشان داد و بسياري از كردها به مناطق كردنشين تركيه و ايران رفتند.
از سوي ديگر تكيه و اعتماد آمريكا به رژيمهاي ديكتاتوري مثل مصر نيز ميتواند موجب تقويت اپوزيسيونهاي اسلامگرا در اين كشورها شود.

*خوزستان مي تواند از ايران جدا و مستقل شود
خوزستان، يكي از استانهاي ايران كه اغلب جمعيت آن را اعراب تشكيل ميدهند، ميتواند مستقل شود. لبنان هم كه موجوديت هميشگي آن بسيار دشوار است ميتواند تا حدودي توسط سوريه كه آن هم آينده نامشخصي دارد جذب شود. نكته مهم ديگر اينكه نصيريون كه بر سوريه حاكماند هم بخشي از شيعيان هستند و البته اقليت كوچكي از كشور سني سوريه محسوب ميشوند.
اما از جمعيت 20 ميليوني سوريه حدود 2 ميليون نفر كرد هستند كه رابطه خوبي با دولت دمشق نداشته و حتي گاهي دشمن آن محسوب ميشوند.
*بحرين به ايران ملحق خواهد شد
كويت نيز يكي ديگر از كشورهايي است كه به نظر ميرسد در آينده بيثبات خواهد شد. البته اين كشور پيش از اين نيز دچار بيثباتي شده و اين اتفاق ميتواند بار ديگر هم رخ دهد .
به هر حال بر اساس يك سناريوي ديگر، اگر سنيهاي عراق به خاطر حفظ خود از شيعيان تازه قدرت يافته كشورشان به دنبال اتحاد با كويت باشند اين كشور ميتواند بخشي از قلمرو و جمعيت عراق را بدست آورد.
از سوي ديگر، بحرين كه به رغم اكثريت شيعه، سنيها بر آن حاكم هستند نيز ميتواند به ايران ملحق شود و يمن نيز ميتواند قلمرو خود را بواسطه عرابستان سعودي گسترش دهد.
*بلوچستان پاكستان و ايران مي توانند به يك كشور مستقل تبديل شوند
در دهههاي اخير بايد شاهد تولد يك يا دو كشور فلسطيني باشيم و حتي شايد پايان كار اسرائيل به عنوان يك كشور يهودي را ببينيم كه آرزوي هميشگي دنياي اسلام است.
نويسنده گزارش در ادامه با اشاره به مصاحبه خود با پرويز مشرف مينويسد: البته پاكستان را هم نبايد فراموش كرد. چند سال پيش طي مصاحبه با ديكتاتور پاكستان در راولپندي وي از طرح اين ايده كه اقوام بلوچ ساكن در صحراهاي وسيع غرب پاكستان ( و جنوب شرقي ايران)، خود را متصل به دولت اسلامآباد نميدانند، رنجيد و با زيرسوال بردن اين ايده را زير سوال برد.
مشرف گفت: من ميدانم كه ساكنين بلوچستان از پاكستان و بسياري از برنامههايي كه كشور براي آنها انجام داده قدردان هستند.
وي همچنين با رد اين ادعا كه پاكستان كشور يكدستي نيست گفت: چرا فكر ميكنيد كه پاكستان يك كشور طبيعي نيست و ديگران هستند؟ آيا كشور شما يعني آمريكا هم دچار جنگ شهري نشده است؟ شما حتي با مشكلات بسياري بغرنجتر از ما روبرو شدهايد.
* آمريكاييها تفاوت شيعه وسني را نميدانند
مشرف همچنين به مرز افغانستان و پاكستان كه به "خط ديوراند " نيز شناخته ميشود اشاره كرد. نام خط ديوراند بعد از آن مطرح شد كه يك مقام انگليسي در سال 1893 افغانها را وادار به پذيرش مرز مذكور با هند انگليس كرد. و اين در حالي بود كه خط مرزي ايجاد شده توسط انگليسيها قلمرو عظيمي از يك گروه نژادي يعني پشتونها را تجزيه كرد. پشتونها بر حوزه سياسي افغانستان چيره بوده و همواره از خط مرزي مذكور ناراضي هستند.
مشرف با هشدار نسبت به خطرات اين خط مرزي گفت: چرا ميل به تغيير اوضاع كنوني وجود دارد؟ اين شرايط موجب بيثباتي ميشود و بايد اين سوال را طرح كرد. زيرا بهتر اين است كه مرزها را در حالت كنوني نگه داريم.
اين گزارش ميافزايد: بسياري از آمريكاييها از جمله بوش تفاوت بين شيعه و سني و يك سندي و پنجابي را نميدانند.
