PAKISTAN'S PRIME MINISTER U.S. DEBUT IS A ROCKY ONE
by Ahmar Mustikhan

Washington, D.C.

WASHINGTON, July 28, 2008 -- Pakistan prime minister Yousaf Raza Gilani debuted in the United States at time when his nation is seen as pivotal in a number of arenas impacting regional and world security and particularly the War in Iraq and relations with Iran and al-Qaeda's Osama bin-Laden. Meeting with leading U.S. think tanks and thinkers, he parried key questions pertaining to nuclear security, threats to the regional and world security posed by current and former members of Pakistan's dreaded Inter Services Intelligence (ISI) spy agency and its controversial role in Afghanistan.

But questions about regional autonomy for the rebellious state of Baluchistan - scene of a bloody insurgency which Baluchis call the "Fifth War of Liberation," may have been the most contentious.

Gilani was speaking at a meeting co-sponsored by the Council on Foreign Relations and the Middle East Institute at the Willard Intercontinental Hotel in downtown Washington D.C. Tuesday evening.

Gilani is already under fire at home due to a YouTube video circulating in Pakistan and on the Internet that allegedly shows him inappropriately touching Sherry Rahman, now his information minister, at a public rally last year.

Among the ruling Pakistan People's Party old timers, Gilani is looked upon as someone who is close to the Punjabi establishment - Punjab is the bastion of Pakistan army - and making his entry into politics through the backdoor during the nonparty elections under former dictator General Ziaul Haq.

Gilani is believed to be close to billionaire smuggler-turned-developer Seth Abid. Abid in turn is a very close friend of retired Gen. Hamid Gul, a former chief of the ISI and an avowed enemy of the U.S. Gul is said to be one of the main strategists of the Taliban resurgence in Afghanistan, along with Maulana Fazlur Rahman, chief of the Jamiat Ulema-i-Islam. Gilani, Abid and Gul are all from the dominant Punjab state.

While responding to some harsh questioning, Gilani preferred one-liner answers, much to chagrin of Richard N. Haass, president of the Council Foreign Relations and presiding host of the talk, which was themed "A Conversation with Syed Yousaf Raza Gilani, Prime Minister Islamic Republic of Pakistan."

"Dancing with the dictators have always come to haunt the world," Gillani said in reference to the preference of some U.S. politicians, including Vice President Dick Cheney, for working with despots.

The prime minister also poked fun at the U.S. for leaving a mess in Afghanistan after the Soviet withdrawal. "This is not Charlie Wilson's war, This is Benazir Bhutto's war," he joked. Gilani's comments sometimes seemed an effort to assuage President Bush's feelings over Pakistan's ISI secret links with the Taliban and al-Qaeda.

Charlie Wilson was a flamboyant, playboyish Democratic congressman from Texas who joined hands with the CIA to drive the Russians out of Afghanistan.

Over the last two years, Pakistan has been seeking extradition of Baluch opposition activists in exchange for known al-Qaeda terrorists, U.K. press reports said.

July 7, the day chosen for the Kabul attacks, marked the third anniversary of the London subway bombings that left 52 killed and 700 injured in the U.K. capital. The terrorists were mostly of Pakistani origin.

At least one high-profile alleged al-Qaeda terrorist, Rashid Rauf, 26, who carried dual U.K.-Pakistani nationality, was arrested in Pakistan for the 2006 Transatlantic Airlines Plot to detonate bombs aboard a Western airliner. He mysteriously escaped from an Islamabad jail weeks before his extradition to Great Britain.

A Daily Telegraph report said Pakistan held back intelligence vital to Britain's counter-terrorism effort and co-operation with the campaign in neighboring Afghanistan on the grounds that Britain must first arrest Baluchi activists.

"His network is broken. He's nowhere," Gilani said, in response to Haass's question on the A.Q. Khan nuclear-secrets smuggling network, insisting the chapter is now closed. Khan. the former head of Pakistan's successful effort to build a nuclear bomb, was convicted of smuggling enrichment technology out of the Netherlands in 2004 and lost his job in January 2004. The Dutch conviction was thrown out on appeal. In recent years, Khan has admitted passing nuclear secrets to Iran and Libya, which gave up its nuclear program in turn for normalization of relations with the United States, and is believed by some to have passed weapons secrets to North Korea. Khan has publicly said the Pakistani army and the ISI were partners in his underworld nuclear weapons-plans bazaar.

Khan's exposure of the army and ISI was making huge headlines, but those news stories got buried after a bomb attack on the Indian embassy in Kabul that left more than 40 killed and 150 injured. Afghan and Indian officials accused Pakistan of being responsible in that attack. The C.I.A. concurs with this view, the New York Times has reported.

According to the New York Times report, C.I.A. deputy director Stephen R. Kappes presented foolproof evidence to Pakistan about ISI ties with some militant groups that were possibly responsible for the suicide bombing this month of the Indian Embassy in Kabul that left more than 40 people killed and 150 injured.

Pakistan army dubbed the Times report as baseless.

President Bush had promised the U.S. would investigate the Afghani claims of ISI involvement in the bomb attack.

The matter of Pakistan army's role in international nuclear proliferation can not be dismissed lightly, insists Dr. Wahid Baloch, president of the Baloch Society of North America.

"Khan has committed crimes against the Baluch people by testing an atomic bomb in Chagai. He has committed crimes against humanity, in partnership with the Pakistani army, by running a nuclear flea market promoting nuclear technology to rogue states like Iran, North Korea and Libya," he said.

The Baluchis opposed Pakistan's nuclear tests, conducted on May 27, 1998, in Baluchistan and claim those tests destroyed hundreds of square miles of their nomadic lands. "The tests showed the plight of Baluchistan is worse than Darfur. I want to take the Pakistan army generals to answer before the International Criminal Court at the Hague," Baloch said.

To the applause of a planeload of mostly Punjabi and Mohajir journalists that Gilani brought with him from Pakistan, the Pakistani premier passed the buck onto the U.S. when asked about the challenges he faced in dealing with the I.S.I.

Gilani recalled the ISI was a close friend and favorite of the U.S., alluding to the period when the ISI worked as proxy for the C.I.A. during the war in Afghanistan to drive out the former Red Army.

"No head of government will say his secret service is trying to screw him up," comments Frederic Grare, visiting scholar at the Carnegie Endowment for International Peace, who listened to Gilani's talk.

Wahid Baloch said the only way to rid the world of the ISI was a balkanization of Pakistan on the lines of the former Soviet Union.

Haass repeated his question, asking again whether Gilani felt concerned about the integrity of his country, but the premier responded, "Ninety-nine percent of the people are patriots. Only a handful of them want to destabilize the country."

Baluchistan state, where more than 95 percent of the people want International Security Assistance Force in neighboring Afghanistan to replace the Pakistan army, according to one online poll, has been the hotbed of an insurgency - the fifth since the Texas-sized territory's controversial annexation to Pakistan in March 1948.

The standoff plunged into chaos on August 26, 2006, when the Pakistan army extra-judicially killed former governor and chief minister of Baluchistan, Nawab Akbar Khan Bugti, 81, on the instruction of military hawks led by New Delhi-born former Gen. Pervez Musharraf.

Nawab Bugti was also the chief of the powerful Bugti tribe and head of a major political party.

Bugti's grandson, Nawab Brahamdagh Bugti, is now one of the main leaders of the Baluch resistance movement. He has said his struggle is meant for the ouster of Pakistan army from Baluch soil and the Baluch regaining sovereignty over their homeland. He has made it clear he will accept help from any quarter to defeat the Pakistan army.

Baluch nationalists said Pakistan's dominant Punjabis and Mohajirs do want to address the core issue that they owe as much as $15 billion in unpaid monies for gas from Sui, ancestral lands of the Bugti tribe.

They argue Baluchistan was never a part of Pakistan but that the Texas-sized state was forcibly annexed by Pakistan in March 1948. They say they have proof to show their state maintained an independent existence for more than seven months after the British left India divided in August 1947.

Immediately after Nawab Bugti's assassination, the de jure ruler of Baluchistan Khan of Kalat Suleman Daud Ahmedzai called a historic "jirga," or gathering, at his Shahi Mahal, or royal palace, in his native and historic Baluchistan town of Kalat. Nearly 100 powerful chiefs of various Baluch tribes and 400 notables were among 1,500 people from different walks of life in Baluchistan who attended the jirga under Ahmedzai's leadership.

Ahmedzai, whose ancestors have ruled Baluchistan since the mid-1600s, has sought asylum in the U.K., and is now seeking world support to get justice at the International Court of Justice at the Hague.

On a question on regional autonomy, Gilani said that issue has been solved under the 1973 Constitution and that he has abolished the concurrent list, that said some of the powers would be shared between the center and the states or provinces, and that he had given those to the provinces.

"Gilani is totally right in that the 1973 Constitution offered a solution, though Baluch nationalist may disagree," said Grare. "The 1973 Constitution has never been respected by the successive military or the civilian governments. The violations were more blatant under military rule."

But Grare acknowledged over the last 35 years there have been drastic changes in the constitution. "I know there are many Baluch who are not willing to be part of Pakistan, but there are others who say they want autonomy under the 1973 Constitution," Grare said, adding that what Baluch people really desire can be known in an atmosphere of genuine freedom of expression.

Baluch nationalist argue that if the 1973 Constitution could not save the life of its main author, President Zulfikar Ali Bhutto, how could it guarantee anything significant to Baluchistan? Wahid Baloch pointed out that in spite of the so-called 1973 constitution an army operation is going on in Baluchistan that has left more than 100 people, including women and children killed, over the last two weeks.

The elder Bhutto's killer, General Zia ul-Haq on record referred to the 1973 Constitution as toilet paper.

Wahid Baloch said provincial autonomy will not work in the presence of a Punjabi-dominated national assembly where Balochistan has no say when it comes to policy making.

"The provincial autonomy slogan is a ruse to continue the illegal occupation of Baluchistan and exploit its resources at gun point. We want nothing short of sovereignty over our resources," he said.

According to the 1973 constitution, any person who aborts the constitution and stages a coup can be sent to the gallows, but Pakistan's last coup leader, now-President Pervez Musharraf, is still president of the country under a U.S.-brokered agreement.

Gilani was handpicked by Asif Ali Zardari, spouse of twice-premier Benazir Bhutto, who was assassinated last year. Zardari, once a playboy from Karachi's club scene, is today the country's second richest man in Pakistan with a net worth of $1.8 billion dollars, according to the Dubai-based Khaleej Times newspaper. He is known widely by his critics as "Mr 10 Percent;" Bhutto had put a gag order on Zardari during her lifetime.

Independent U.S. scholars believe the democratic dispensation in Pakistan should be given a chance.

Marvin Weinbaum, scholar in residence at the Middle East Institute, said more time needs to be given to Gilani to tackle the mindboggling issues confronting Pakistan.

"Give us more time this wass his message," Weinbaum who heard Gilani speak at two events said.

Weinbaum said he had followed with interest the announcement, rescinded within hours, of putting the ISI under civilian control. "This was a recipe for greater tension between the military and the civilian sections of the government," he said.

Weinbaum felt Baluch calls for independence for the resource-rich Baluchistan was basically a demand for greater autonomy and more control over their resources.

U.S. ARMS SALES BRING BLOODSHED, BANKRUPTCY TO PAKISTAN

U.S. ARMS SALES BRING BLOODSHED, BANKRUPTCY TO PAKISTAN
by Ahmar Mustikhan

Washington, D.C.

WASHINGTON -- The interests of the U.S. military-industrial complex appear to take precedence over U.S. national interests and human rights concerns, a recent transfer of fighter jets to Pakistan shows.

From behind the ivory tower called the White House on New Year's Eve, even as the ground in Rawalpindi - headquarters of Pakistan's military - was wet with the blood of twice-premier Benazir Bhutto, the Bush Administration okayed the delivery of deadly F-16 jets to Pakistan worth nearly $500 million.

The manufacturer in question, Lockheed Martin has had a history of bribing foreign officials for arms purchases and though a special law was enacted to quell such bribery three decades ago, the practice seems to still be continuing vis-à-vis Pakistan, an elected official in that country said.

The lone voice of protest to the arms sales was that of Senator Joseph Biden, chairman of the Senate Foreign Relations on the grounds that it was okayed prior to the general elections. Biden called the move "reckless."

Pakistan, with a population of 165 million, despite being rich in resources is one of the poorest nations in the world, ranking around 135 on the Human Development Index. Still the military generals in the South Asian country are filthy rich thanks to corruption and bribery, a big chunk of which comes through arms purchases from the United States.

Pakistan spends most of its $10 billion annual budget on its military on a plea of deterrence against arch-rival India, from which it was carved in a bloody war of independence that opitted Muslims against Hindus when the British left the Indian subcontinent in August 1947.

The country was formed by slicing off Muslim majority areas in the northwest and southwest portions of India. At the time of its formation, Pakistan had two parts, each separated by 1000 miles of Indian territory, called East Pakistan and West Pakistan. After the 1971-72 Indo-Pak War, East Pakistan became Bangladesh, a nation that has foundered in corruption, political chaos, natural disasters and poverty ever since.

Since its founding, Pakistan's main focus has been developing its military, which now ranks fifth in the world in size - just one step behind the U.S. - leaving its growth as a modern society stymied. Ironically, after assuming the leadership role of the so-called Free World after World War II, for more than a half-century now, the United States has nurtured Pakistan's military fotrces in the name of its own vital interests.

According to official U.S. thinking even to this day, Pakistan's military is "the greatest single stabilizing force in the country."

According to the World Bank, Pakistan's social indicators still lag far behind countries with comparable per-capita incomes - now less than $2 a day. Poverty rates, which had fallen substantially in the 1980s and early 1990s, have started to rise in the last 10 years. Among the most vulnerable are the poor in rural areas, where only 2 out of 10 girls and 4 out 10 boys complete their education. Less than half of the overall population is considered literate, but in the far-flung countryside the literacy rate plunges as low as 10 percent, thus providing fertile grounds for Islamic militancy.

Pakistan joined the World Bank in July of 1950 and by 1954 was a member of U.S.-lead aggressive military pacts called SEATO (South East Asian Treaty Organization) and CENTO (Central Treaty Organization) in the name of fighting the global communist threat. It was around this time Islamabad began purchasing huge arms caches from the United States. Today, Pakistan owes the World Bank $10 billion, a sum that, not astonishingly, is equal to that of its arms purchases from the U.S.

Pakistan has been ruled directly by U.S.-supported military dictators for 33 years of its "independent" existence. The first military coup leader Gen. Ayub Khan ruled from October 1958 to March 1969; his successor Gen. Yahya Khan from March 1969 to December 1971.

Gen. Ziaul Haq, like Ayub Khan was a coup leader, was the third military dictator who ruled the country from July1977 to August 1988. The latest among coup leaders is Gen. Pervez Musharraf, who seized power in October 1999 and is still the president.

In the backdrop of Cold War, the U.S. arms manufacturers saw an opportunity in Pakistan's paranoid behavior towards India and began pumping arms into that country. Pakistan was designated most "allied ally" of the U.S., or for lack of better words, a client state.

Officials in Washington defend Pakistan's right to arm itself to the teeth. "I think it's the right of every country to modernize its army," said William B. Milam, former U.S. ambassador to Pakistan. Milam said he had heard "rumors" about corruption in the Pakistan army leadership. "If that it's true or untrue I can't say for sure because I do not have conclusive proof," he added.

Milam also ruled out any possibility of Lockheed Martin giving bribes to Pakistan generals for the F-16 sales saying such a practice violates U.S. laws. "If this was true they would be in jail," he said.

But bribery is not a new thing for Lockheed Martin Corporation . The nearly 100-year-old company, which was once called Loughead Aircraft Manufacturing Company, got mired in bribery scandals that made international headlines in the mid 1970s. At that time the corprotation earned infamy for what was called the "Deal of the Century" - it was revealed that board members had bribed officials in West Germany, the Netherlands, and Japan starting from the late 1950s to the 1970s in the process of negotiating aircraft sales.

Pakistan might have missed mention, an interesting episode from the late 1990s reveals. At that point of time in the wake of Pakistan's nuclear program, the delivery of 28 F-16s for which Pakistan had paid the monies was cancelled under the Pressler Amendment, which forbade U.S. arms sales to countries engaged in clandestine nuclear weapons program.

Though the Pentagon was willing to reimburse the monies, a problem cropped up on how to account for the commissions that were given to generals close to coup leader Musharraf's predecessor, Gen. Ziaul Haq.

"One of Zia's closest generals, the late Gen. Fazle Haq, had got his commission and was dead and there was no way to give back those monies," Mir Hasil Bizenjo, secretary general of the National Party told this correspondent. During his lifetime Fazle Haq, who was also known as "Pakistan's Noriega", had unabashedly told the New York Times at a news conference that under Zia he "could get away with blue murder."

Enriched through corruption, Pakistani generals who ruled the country under direct U.S. tutelage for more than three decades , have left all democratic institutions, including the judiciary, destroyed. Instead, they promoted the military as a national institution. "This is strange. In my civic lessons I learned there are three institutions - legislature, executive and judiciary.

The army is supposed to be an organ of the executive not an institution by itself," says Senator Javed Laghari, a close confidante of slain premier Benazir Bhutto, who was assassinated on December 27 last year. There is widespread suspicion that intelligence agencies related to the army had a hand in Bhutto's slaying.

Al-Qaeda Headquarters
Since its very inception, the masses in Pakistan have been fed on the opium of Islam to counter centrifugal nationalist tendencies. Pakistan has the dubious distinction of being the world's only Muslim country with nuclear weapons. Headquarters of Al Qaeda following the U.S. invasion of Afghanistan in 2001, in the rural countryside of the most populous Punjab province - stronghold of the army - Bin Laden is a folk hero called "Baba."

Pakistan's military also has refused to hand over the world's worst nuclear proliferators, father of the Islamic Bomb, Abdul Qadeer Khan for international interrogation. U.S. media reports have belatedly cited Pakistan as one of the most dangerous places on earth.

According to the Arms Control Association, Pakistan is estimated as having an arsenal of approximately 60 nuclear warheads. Available delivery vehicles include ground-launched ballistic missiles and dual-use fighter aircraft, reportedly including U.S.-origin F-16 fighter jets. The fighter jets were not transferred for the purpose of delivering nuclear bombs, but Pakistan is believed to have modified the planes for that mission, the ACA believes.

The association says Pakistan continues to produce fissile material for weapons purposes and is seeking to expand its production capacity by building additional nuclear facilities, including a heavy water reactor. Pakistan is currently estimated to possess approximately 1,300 kilograms of highly enriched uranium and 90 kilograms of weapons plutonium.

Interestingly, the arms manufacturing lobbies in the U.S. appear to be in a position to continue to pump in arms in spite of the many threats emanating from Pakistan and its continued support to the Taliba'an. Casting aside diplomatic silence, both Afghan President Hamid Karzai and commanders of the International Security Assistance Force have come out openly against Pakistan in recent days.

Immediately after the 9/11 attacks, the U.S. instead of putting Pakistan on a watch list for its Al Qaeda ties, the U.S. lifted the arms embargo that was put in place after Pakistan came out of nuclear closets and tested nuclear bombs in May 1998.

Since 9/11, the country has ranked among the top recipients of U.S. military equipment and received $1.5 billion in Coalition Support Funds, which is reimbursed as cash to partake in the war on terror with very little congressional oversight, according to the Center for Public integrity. A new installement of nearly $400 million was released Monday though the death toll in Afghanistan surpassed those in Iraq in the month of May. US officials said 18 coalition troops were killed in action last month in Afghanistan, compared with 16 killed in Iraq.

Human rights activists in and outside Pakistan fear the U.S. military supplies - in spite of Pakistan's Al Qaeda links and its blossoming nuclear weapons program - in the name of fighting terrorism , are being used against the area-wise Baluchistan province, bordering Iran and Afghanistan.

A bloody armed insurgency - the fifth of its kind - in Baluchistan over the last three years has left thousands killed, including former chief minister Nawab Akbar Bugti and a member of provincial assembly and guerilla leader Mir Bala'ach Marri, called Baluch Che Guevara. Baluchistan nationalists insist that their homeland was coerced into merger with Pakistan against the wishes of its people in March 1948.

London-based human rights campaigner Peter Tatchell denounced the F-16 jet sales to Pakistan. He told The American Reporter, "President George W. Bush is complicit in the war crimes, torture and other crimes against humanity being perpetrated by Musharraf's army of occupation in Baluchistan."

Dr. Wahid Baloch, founder of the Baloch Social Organization of North America, a group aimed at protecting human rights in Baluchistan, also deplores the continued U.S. arms dealings with Pakistan.

Baloch said the arms supplies escalate "collateral damage" in his home province of Baluchistan.

"The Pakistani Air Force Chief has acknowledged that fighter jets have been used in Baluchistan against 'the insurgents'," he adds. He said Pakistan's army has ruthlessly dealt with its national minorities, and drew a stark parallel between what is happening in Baluchistan to the bloodshed unleashed by Pakistan's army in the former East Pakistan. There, the army was justly accused of massacring hundreds of thousands of Bengali fighters in 1971.

Baloch cited published reports that claimed that the weaponry being used in Baluchistan includes American-supplied helicopter gunships, fighter jets, heavy artillery and missiles.

"Civilian concentrations have frequently been targeted. Many innocent civilians, including women and children, have been killed or have 'disappeared.' Exact numbers are hard to find given the complete clampdown on reportage and information from Baluchistan," he said.

A former member of Pakistan's National Assembly, Rauf Mengal, said people in Baluchistan were helpess before the army's offensive. "Many are still languishing in prisons," he said on phone from Quetta, capital of Baluchistan.

"U.S. arms sales have propped up the Musharraf dictatorship and facilitated Pakistan's murderous war against the people of Baluchistan," Tachell said from London. "The U.S. fought a war of independence to secure self-determination and self-rule. Yet, as Baluchistan mourns its 60 years of forcible incorporation into Pakistan, Washington is aiding the neo-colonialists in Islamabad," said Tatchell, who recently "ambushed" Musharraf's limousine in London with other demonstrators.

A new government assumed office in Pakistan in March, under Prime Minister Yusuf Raza Gilani. It has set up a reconciliation commission for peace in Baluchistan, but Baluchi nationalists have taken the move with a proverbial grain of salt.

"Unless both the military's budget and its dominant role in Pakistan politics is cut drastically, nothing will change," said Baloch.

One dimension of the arms supplies is that the dangers they pose go far beyond Pakistan's borders, as these weapons could further destabilize the security environment in an already fragile South Asia. Pakistan has fought three wars with India, and fears still loom large that Pakistan's new nuclear-ready F-16s would be used against India. Pakistan has made it amply clear it would not shy away from being the first to use nuclear weapons.

"I would simply say there are two aspects of the U.S. military aid to Pakistan since 9/11 that raise questions," said Selig. S. Harrison, veteran journalist and Asia Director of the Center for International Policy. "One of them is the fact that much of the military equipment transferred to Pakistan in the name of war on terror is more suited to conventional warfare against India than to counter terrorism operations.

"The other is that the so-called Coalition Support Funds dispensed in cash to Pakistan armed forces - nominally as reimbursement for counterterrorism operations - which have amounted to nearly $6 billion dollars since 9/11, are not subject to strict accountability. In addition to the possibility of large-scale corruption, this lack of accountability also raises serious questions concerning the use of these funds to build capabilities relating to India."

Media Bigwigs

A regrettable aspect of military equipment sales to Pakistan is that many of the 16 members on the Lockheed Martin board are on the board of key centers of learning, like Stanford and Harvard universities, and at least two of them are associated with the U.S. media.

One of the officials is Douglas H. McCorkindale, a former chairman of Gannett Co., Inc. who is now on the board of directors of the global U.S.-based news service, the Associated Press.

A second board member is Frank Savage, who serves on the board of the global Bloomberg, L.P., news agency. It might be these kinds of links that have led many to criticize the U.S. media of playing cheer leaders to the Pentagon - key issues like arms supplies get scant mention in mainstream U.S. media. Baluchistan - The Forgotten Cause

Indian media reports about the Iran-Pakistan-India gas pipe line through Baluchistan have glossed over the atrocities being committed there. How ostrich like can we get in not going into the details of a region on whose coast the Gwadar port has sprung up with Chinese help? The Gwadar port is within striking distance of the world's most sensitive choke point, the straits of Hormuz! Baluchistan is endowed with natural gas and minerals, which is being leached out for the benefit of Pakistan, with the Baluchis getting only crumbs. Pakistan has been accusing India of fomenting trouble in Baluchistan. The Baluchis are the most secular of all Pakistanis and have been fighting for autonomy since 1947.

The Baluch is a site that details the strife in Baluchistan since 1947. The gory details of torture and intimidation the Baluchis are being subjected are hard to believe. It is the recordings of interviews of Baluchi leaders that lend credibility to the reports. It is surprising that the site has not been hacked as yet by the ISI and the site owners not eliminated. I was surprised when I learned that it is being maintained by an American lady from New York. She has traveled extensively in Baluchistan and what she witnessed there has broken her heart, irreparably. The latest effort to highlight the plight of Baluchis by organizing a seminar in Washington shows that many non Baluchis are involved in rooting for the Baluchi cause.

Andrew Eiva was the star speaker of the seminar. His bio makes interesting reading. The speech captured on YouTube in three parts is at:

The Baloch Hal is maintained by Pakistanis that gives an opportunity to Baluch writers to articulate their woes. The article on persecution of Baluchis in Karachi makes sad reading.

C N Anand is the author of Tarbela Damned Pakistan Tamed, where the central theme hinges around the worlds largest earth and rockfill dam, the Tarbela dam of Pakistan.

The only solution of Afghan problems‏

The only solution of Afghan problems‏
By Hafeer Hassanabadi

Apparently America had a big gratitude on Russia by removing its missile shield program from Eastern Europe, because from the beginning it has been opposing it. However, there are two main reasons behind it which are generally ignored; no one is willing to turn the debate towards it and both reasons are related to afghan and Iraq wars. This was the main reason the America brought changes to its missile shield deployment program in Eastern Europe. The first reason is that the Americans are, at the same time, directly engaged in two colossal wars in two countries. These two wars have rendered the Americans into a difficult position along with its European allies. So in such circumstances, it has economically become difficult for them to continue this war further more.

Secondly, quite contrary to the expectations, keeping in view the fact that they might suffer a disgraceful defeat, the Americans and the allies have all now focused all their attention towards that issue, so that they could attain a comprehensive solution to it.

As our debate evolves around Afghanistan issue, therefore, we are going to analysis its different aspects and dimensions so that we could reach to a solvable result.

It is our believe that there is only one solution to afghan issue, that is, unless America and the world as well, do not think seriously that angle of the issue, then they will have to seek different solutions of several issues.

A: Then what should be done with Pakistan, Which is fighting simultaneously for Talban and its allies through state sponsored terrorism? Now the new statement by the American government that it does not believe that nobody from Pakistanis leadership knows, where the Al Qaeda leadership sanctuaries are located, besides this, previous experiences of two years show that whenever a big operation started, either it ended up in a failed agreement, or terrorists leadership made the save escape masterly, despite the tall claims of Pakistani army that they have closed all escape routes.

B: What should be taken of the Pakistan internal problems, that even under a democratic government; corruption has broken all known record of previous governments by 400%. Who make it sure that the money been given to it for the war on terror, would not be wasted like the previous ones?

C: What is the solution of different nationalities within Pakistani federation with which Baloch and Pashtu states were forcefully annexed as a political bribe by the then British empire to safeguard it’ future Interests? Not only Pakistan has failed to keep them, but also it has made every opportunity available for Talban and Al Qaeda to grow in these areas. In Balochistan the Baloch areas are totally free of their affects, but how one can make it sure that the Baloch areas are not going to be affected by this cancer in future?

D: What should be the take of the world community about the involvement of Pakistan in Iranian atomic weapon programs, where it is most probable that Iran would allow IAEA experts to inspect its atomic installations, but tomorrow, who predicts that it would not make an excuse and ask the inspectors to leave the country?

E: The Iranian Islamic ideology, under which the Iranian government is established, is based on the philosophy of ayatollah Khomeini who said that there were two big Satan in the world – America and soviets union – the Iranian officials are still describing America as the biggest Satan, yet about the Russia, which is inheriting the soviets legacy, the Tehran regime has still not taken back its leader words. The main reason, why Iran is wedged with Russia is obvious because, it has now become necessary for it to seek a veto wielding power, which could help her out against Israelis and American pressure in time of need, and alleviate its difficulties.

F: It is now no more a secret that, wherever there is an insurgency in the name of Islam around the world, the fingerprints of Iranian funding and Pakistani technical supports are clearly visible. The problem, which has united the entire world against Islamic extremism, is deep rooted in Pakistan. It is fed and nourished by Iran and the Islamic extremist elements around the world. Now how this complex formation of ferocious forces can be unraveled and rendered ineffective, remains to be seen.

G: Both Pakistan and Iran are united not just because of Islamic ideology, but because of precious Baloch land, which has compelled them to be united. The unpredictable grim situation of Pakistan has worried Iran beyond its imagination, lest Balochistan should break away from Pakistan. If it happened so, then it would be utterly difficult for Iran to contain its own controlled Balochistan from breaking away! The same could be said about Pakistan comprehension. If a “successful” attack on Iran by America or Israel, or a rupture from internal pressure, would surely slash Iran into different independent nation states. It would further aggravate the situation in Pakistani controlled Balochistan. Therefore Pakistan would do every thing to strengthen Iranian position.

One may wonder why we are talking about Iran’s nuclear program and the relation between Pakistan and Iran, while the subject we are here dealing with, is about Afghan issue. It is very simple, because, I think, unless America and the NATO remained bogged into Afghan quagmire; they would not be able to exert considerable/appropriate pressure on Iran. Hillary Clinton is justifiably apprehensive of Iran speedy nuclear program, “world community has no time to allow Iran any unlimited grace time”.

Therefore, it would be folly of the world community if it allowed conditions, conducive for Iran to prevail for enhancing its nuclear program.

The above mentioned problems are different from that of Afghanistan internal countless complexities. The unpopularity of karzai government, widespread corruption, the existence of widen gulf between Pashtuns and other nationalities, the vacillation of American and NATO military in decision making, ethical dilapidation, the increasing power of Talban, the financial bankruptcy of America and its allies, the reluctant of nations other then the allies to assume peace keeping task, and above all The lake of an alternative ideology to replace the all powerful Islamic extremist ideology of Talban in Afghanistan, (Because only an ideology can defeats an ideology, not the gun)

Here the most worrying factor is that, apart from the Iran’s internal revulsion and its atomic program, the unpopularity of Karzai government and corruption in Afghanistan as will, all other existing problems are directly or indirectly related to Pakistan! It means Pakistan is the root cause of all those problems, which have complicated the afghan war and created problems for America and its allies.

In such circumstances there remains only two ways to proceed. Firstly, all the problems should be regarded separately, and be put into separate categories, and then the solution should be sorted out; which is a time consuming and daunting task. Each problem must be thoroughly diagnosis and for each a new strategy should be chalked out. The second is that all attention should be focused on the main sources of the problem, which is Pakistan.

But Before focusing all attentions on Pakistan, the question should be kept in mind why Pakistan is not serious in eliminating the Talban and the Al Qaeda?, What is its weakness, which is urging it to create problems in Afghanistan, about Which, afghan president and American officials have often been heard that Pakistani secret agencies are involved in deteriorating the situation.

It is our firms believe that unless the Americans and the entire world do not comprehend the minor fact, the solution of Afghanistan problems and forcing Pakistan to stop its involvement in it, remains an unattainable desire, and that minor fact is that Pakistan never wants a prosperous Afghanistan exists next to its door as it poses a existential threat to it. In the prospect of a prosperous and developed Afghanistan, the Pashtuns (as they call themselves Afghani) would never want to remain with another country.

In this scenario, secondly, the Baloch would never relent, unless their identity is threatened. If the independent and democratic Afghanistan allowed Baloch( the Baloch who are living on their own land within afghan federacy) to enjoy all democratic and human Rights within its federation, then on the other side of the border in Pakistani controlled Balochistan, the desire of Baloch people for independent Balochistan would stirred up, which is already intriguingly fascinating. One needs to have an exclusive look on it. It is a nightmarish scenario for Pakistan.

Therefore, for Pakistan unless Afghanistan remained ruined, the Durand line would remain a silent issue. The day the Durand line issue raised and Baloch leadership and Afghan government successfully presented their point of view about it before the world community, Pakistan will have to eat the humble pie in abdicating its afghan areas to Afghanistan and accepting Balochistan as an independent Baloch sovereign state.

Iran is also in the same boat where it is in accomplice with Pakistan in committing the genocide of Baloch nation and other nationalities within its orb. By the virtue of the same Durand line, a large chunk of Baloch land is in its possession where Baloch are almost all excluded and kept in slavery.

Keeping in view the current situation, Pakistan would not relent in foiling all those schemes and efforts made to stabilize Afghanistan, unless the world community grantees it that the Pashtuns would never, in any form, make any demand of conjoining their ancestral main home land Afghanistan.

And the second grantee is that (Pakistan’s seeking) the Baloch would not make any demand of liberation from Iran and Pakistan.

But no country in the world could meet such demands particularly in circumstances, when the world have ceased in trusting Pakistan any more! Neither one can trust its politics nor does anybody trust its economy. Therefore it’s seeking the defeat of America and its allies in Afghanistan forever through its foxy war by using the jihadist Talban.

Unfortunately it is not hard to conceive that Pakistan, to a great extent, has succeeded in its design. America and its allies would not be able to continue their presence any more within two and half years. So far as the question of termination of Talban and Al Qaeda is concern, , by the virtue of Pakistani operation (the Talban would mysterly leave the place where the operation is carried out and thousands of people become homeless as result of bombardments) which, in terms of results, could be quoted as a worst form of scheming.

Now in such conditions, anyhow, what should be done to remove the permanent Baloch and Pashtuns sword hanging over Pakistani head? So that it could play an affective and positive role in the war of terror! There are only two ways of resolving this question, others are temporary and ineffective.

1- To bring Pakistan to the level of development with any of the developed nations in Europe, where everyone has a social welfare grantee, no one feels insecure, nor it has any restriction on crossing borders, neither has it faced any restrictions of having business, nor one faces any threat to their culture, language, and their civics social life. Even despite of presence of all these grantees, no one rejects the possibility the pashtuns will ever abdicate their desire of leaving together. And nor the Baloch would abandon the demand of an independent homeland.

2- Under the objective of “divide and rule” the British Empire gifted the lands of different nations to Iran and Pakistan, as if they were their ancestral property.

Now it is imperative upon the British government to rectify the above mentioned historical blunder, returning back their lands to them. These nationalities should be allowed to live together according to their past history. So that in case of utter desperation from Balochistan, Pakistan and Iran would not be able to interfere in Afghanistan. Or they should be rendered so weaken to an extent, where they would not be able to pose anything dangerous to Afghanistan stability.

So far as the development of Pakistan is concerned, it is a far off cry, all rulers, from the first prime minister till the incumbent president, no one ever tried to be self- reliant. Even in good times the hand with begging bowl has not been so stretched as its today.

The history of Democracy in Pakistan has never been so radiant. Zulficar Ali Bhutto, who was regarded as the biggest democrat, has committed the worst form of undemocratic sin in the history of democracy in the world. It was he who declared the majority of Bengalese as traitor and forced them to depart their whys. The rationale behind it was to get rid of them forever. As they were in majority, if not allowed today, they would come again tomorrow in majority and claim the power be transferred to them.

The judiciary in this country has also never been a trusted one. 62 years history of this county bears the witness that the judiciary has always been a congenital slave of rulers.

In the name of democracy, the democratic institutions and dictators have, and sometimes together, cold bloodedly murdered the democracy in this country.

Instead of establishing equality among the different nationalities, a relation of slave and master was molded to run this country. All known social ills, like lawlessness, bribery, nepotism, bankruptcy, and corruptions are increasingly allowed to prevail and expand, and the judiciary has become a spectator.

The centre of our debate isn’t Pakistan judiciary, so therefore let us put it in a nutshell, if a man cuts a man hand, he will be punished for it. But those, who cut off one of Pakistan’s arms (Bangladesh), got scout free. No one even dared to expose the secrets, let alone the punishing them. (The military operation in Balochistan, genocide of Baloch people, the apathy of judiciary towards it and the disappointment of people to the judiciary is not included in the debate)

It is the bad luck of this county that all its governmental institutions are in a worst form of anarchy. Police fed up with military, military fed up with police and judiciary.

The conditions of civil institutions are worst of all. The worst conditions of governmental institutions have reached to the extent, that the ruling party has no trusts in its law enforcing agencies and security institutions to arrest the killers of their leader, then how a common man would expect justice in this country for their problems. This is the weakness under which things are getting out of their control. Just to end a crisis; they have to create a new fabricated one. Then it becomes a real one with the passage of times.

A country, where its government is unable to bring under control the flour, cooking oil and sugar mafia for the past 20 months, which is not armed with weapons, so how on earth one expects that it would fight the terrorism, drug smugglers, and the Islamic extremists?

Those who rendered this country in such conditions are still holding the power of everything, though in different names and different forms. Now expecting from such people that they would clear all these mess is an utter stupidity, it is as if to ask someone “take this rope and hang yourself”.

Here the thing which proven fatal most of all is the state structure which is established on the bases of deception of all nationalities and they have been pushed in a dark alley to hands them up off everything.

A total of 62 years was wasted in rendering the ideologies of G.M Sayad, Pacha Khan and Sardar Khair Baksh Marri ineffective. In the opposition of the above mentionsed empty handed leaders, despite of having the facility of billions of dollars and ample opportunity, This country is still bogged in a quagmire where there is no way to extract it out of its predicament.

A country for which the survival of its very being is Question number one, how much time it requires to come on par with Swiss lands and Sweden. Talking about it is just a waste of your time.

In our opinion, neither the world have such a amount of money nor does it has the time to pull Pakistan out of its predicaments and put it on the path of development besides fighting the war on terror. And similarly Pakistani rulers seem to have no wishes to see their country prosperous and happy.

Under current circumstances, Pakistan, because of misdeeds of its rulers, seems to be a car which is taken to a garage after the impact of a bad accident where it receive the suggestion, that it is better to put this structure in a scrap shop and sell it parts off one by one. Because the problem is that not only this car is beyond of repairable, but also it is full of explosives. One has to clear it first of its explosives, before it is required for any use.

What should be done? Before answering this simple question, a minor point is necessary to be explained here. why we are not paying attention to the solution of afghan problem within it by holding new elections, establishing a temporary government, deploying the forces of Islamic countries, decreasing or increasing the American forces or withdrawing them, holding talks with Talban and buying the local warlords etc, with several such other schemes, but instead, we suggesting the solution of Afghanistan’s internal problems should be sought externally?

I believe that considering the above mentioned all schemes or considering them practicable is just a self deception. Because these are the options which are in use from the beginning of afghan war till today, by using different names, different forces and different levels. It all resulted in wastage of time. And the second thing is that, if all these options are acted upon, then the defeat of allied forces is writing on the wall. And this is what Pakistan government wants.

Pakistanis are still in an illusion and hoping that if the America decreased its pressure on it or withdraws itself from the area, then they would struck a deal with Talban like in past times, this make them able to move the war again into Afghanistan. And Pakistani rulers as usual, in the name of afghan war and war on terrorism will continue to black mail the world community, because they have now adopted this dirty game as a source of income. But they have not the slightest idea Pakistan is internally a ruins and its vital internal organs are bleeding. They not only lack, the required ability to push it into Afghanistan but now this war has become so heavy that they even can not slightly move it. Here goes the saying of old wisdom “what you sow, so shall you reap”.

Certainly our suggestions about Afghanistan solutions would enrage Pakistani rulers, because they still believe that by maintaining the current political status quo they could bring serenity to it. But the realty suggests otherwise, now the condition of a worst form of a civil war in this country is looming over its head like dark clouds. While as an atomic county, its civil war would cause the region for a long time of sleepless nights. On the other hand the Russians, Indians and the Israelis would be the first who would feel the devastating affects of this civil war. In the event of defeat of America and its allies, the morale of the Talban would touch the zenith. It would be the stupidity of the world community if it ignored the slogans of Islamic caliphate. The theocracy, under which they expel/defeat America, would compel them to expand it beyond the region, so that the thousands of, or more so, Talban and Al Qaeda warriors members (we don’t regard them two separate identity) who would not set idle and create problem there.

In the event of defeat of democratic and secular forces, Islamic extremism would be the only concept which encourages them to forge ahead. They would start thinking that they had defeated Russia and then America and NATO, so why not give a try to establish Islamic Sharia in closed by Islamic countries. Relatively regarding the Central Asian countries, the less developed countries would be the first victims of their onslaught, and then in the same way the Russia and Europe, and on the other side Kashmir, and from several other ways India as well. Thirdly from the inferno of Iran, they would try to put Israel into flames. Pro Pakistan elements in Talban and other common student leaders would not allow India and Russia to increase their sphere of influences by creating chaos in these countries, in the wake of American departure. Pakistan would support their policy, just because it also helps Pakistan to save itself from Russians and Indians influences. And it also provides an opportunity to Pakistan to crush the pro independent forces there. America, because of its wounds of the defeat, would not be able to show any immediate reaction.

But so far experience has proven that all Pakistani modus operandi of scheming the things and calculations are doomed to failure.

Pakistan would not be able to calm down its internal anarchy, by spreading terror in Israel, India and Russia, despite keeping them away from itself.

Therefore world should be waiting for another Burundi and Somalia in the shape of Pakistan with a permanent power, which could be the main reason of a war between Islam and Christianity, Jews and non-believers.

In this scenario, it is a rare opportunity for the world powers, including America to save the world from the disaster of this country messes, and Pakistan itself, to rectify that historical blunder where Baloch, Sindhis and pashtuns regard themselves enslaved.

Only the complete declaration of freedom of all these nations would save Pakistan and the world as well from disastrous consequences.

The relative peace that followed after the demise of Soviet Union, and the balkanization of Yugoslavia and Czechoslovakia, is the proven fact that when the relations become strained, should be severed.

Pakistan and Iran would be disheartened from their interest of weakening Afghanistan, if only the freedom of these nations returned back to them. The cooperation between Pakistan and Iran which has put the entire world in a strained situation, would receive an end. The connections of Islamic and Talban terrorism tendency would be severed and isolated, thereby it helps to rehabilitate them in a civic society. The danger of Pakistani nuclear arsenals falling into wrong hands could be circumvented. Because when all its nationalities get their freedom, the only Punjab would not need the atomic bomb anymore. And its historical enmity with India would come to an end. The Kashmir issue would receive the entire world attention and it would be resolved amicably and peacefully. Corruption in Pakistan would not pose any danger to a world community. Iran would be compelled to show flexibility to world community, when the alliance between Pakistan and Iran is broken. There too it paves the way for all nationalities to regain their freedom and basic human rights would be restored. The best advantage is that after the establishment of a common afghan (the inclusion of Pakistanis pashtuns into Afghanistan) government, post- Pakistan pashtuns would have the ability to do their level best to control the extremist policy of Talban. Today all the pashtuns have been put into juxtaposition against each other by Pakistan. But tomorrow, if allowed, in the event of their togetherness, they would use their best capacity to establish an excellent democratic government.

A Soviet Union gave birth to 15 different states. None of them shouted foul to each others and now they all enjoying their freedom and trying to establish good relationship among themselves. A one of few may have a strained relationship, but it doesn’t mean that their existence is in danger. Or that their mêlée have any affect on the world peace.

In our humble opinion, the day when the world powers and America identified the root cause of all evils and perceived that it is laying in the niche of unnatural division of nations and in the decision of the then British Empire, they would start seeing the problem from a different point of angle. It would help them resolve this issue, and this emancipates them from the fear of a possible war of Islam and none-believers.

Otherwise, today the terrorists who sneak into Europe and carry out terror, but tomorrow they would enter into Europe with diplomatic passports and wreck havoc there.

EU to give east Jerusalem to Palestinians: report

Israel slams move to divde holy city for both nations

DUBAI (Al Arabiya)

An irate Israel slammed the European Union on Tuesday for the group's planned proposal to call for east Jerusalem to be named the capital of a future Palestinian state, dividing what Tel Aviv labels its "eternal capital."

The official proposal is set to be put forward by EU foreign ministers on Dec.7 when they will call for Jerusalem to be divided to serve as capitals for both Israel and Palestine, Israel's Haaretz reported, citing a copy of the draft document it obtained.

The document is also said to "imply" that the EU will recognize a unilateral Palestinian declaration of statehood, a move which the Palesitnian Authority said last month they would seek from the United Nations.

The draft seeks to offer a solution one of the core obstacles to peace and although changes favorable to Israel were made there is reportedly "no chance" of preventing the EU from proposing the division of Jerusalem.

The Europeans hope the draft will help encourage the Palestinians to return to the negotiating table amid a tense row over Israel's continued and defiant settlement building, often seen as land grabbing, in both the West Bank and Jerusalem.

The draft calls on "all parties to refrain from provocative actions" and stating the EU Council "has never recognized the annexation of East Jerusalem. If there is to be a genuine peace, a way must be found to resolve the status of Jerusalem as capital of two states."

The draft states a goal of establishing "an independent, democratic, contiguous and viable state of Palestine, comprising the West Bank and Gaza and with East Jerusalem as its capital."

The document also rejects changes made by Israel to the 1967 borders and said the EU would "be able, at the appropriate time, to recognize a Palestinian state."

The paper reported that Israel was outraged by the document and had already launched a diplomatic campaign to keep it from being endorsed but added that "diplomats close to the EU deliberations believe it is almost inevitable."

"The process being led by Sweden [EU presidency] harms the European Union's ability to take part as a significant mediator in the political process between Israel and the Palestinians," Israel's Foreign Ministry said.

Haaretz quoted senior Foreign Ministry officials as saying that Sweden is taking "an explicitly anti-Israel" line and therefore rendered Europe "irrelevant" to the peace process.
