1988 massakrerades 30 000 politiska fångar i Iran.

De fyller sina statusrader med hopp: "Vote for a change, Yes we can."

I förlängningen måste dock konstitutionella reformer genomföras.

Publicerat i dag. 09:55

Miljontals trotsar förbudet i Iran

Miljontals trotsar förbudet i Iran

Widespread threat on arrest of a Iranian Baloch woman. By Reza Hossein Borr

UK: June 12, 2009. (PCP) Several Baluch armed groups and tribal chiefs threatened to take action if Mrs Zari Naroee was not released from jail immediately. Mrs Naroee was arrested on 9. 6.09 but was released after the Baluch dignitaries intervened. She was arrested again two days later on 11th of June and was taken to the Intelligence Ministry's prison in Zahedan, the capital of Baluchistan. Her husband, Zabihollah Naroee was hanged on 30.5.09 .He was a cultural activist who had been arrested few months ago.

The angry Baluch tribal chiefs, armed groups and specifically Jondollah announced that the Baluch women have never been involved in political or military matters. This has been an established part of Baluch code of conduct and culture. The Baluch men have never insulted any woman from any background and from any colour, religion tribe or race. This is an accepted principle among the Baluch to honour the woman of their opponents and enemies. For the same reasons they have never allowed any governments or adversary to the insult, arrest, torture or hang any Baluch women.

The Islamic Republic of Iran violated this internationally accepted principle of human rights several times and each time they were encountered by the strong wrath and reaction of Baluch people. Every time the Islamic Republic of Iran retreated as a result of widespread actions by Baluch people. This time will not be different.

Some groups threatened that if Mrs Naroee is not released immediately no non-Baluch women will be safe in Baluchistan and the regime will be responsible for the consequences. The Baluch people believe that proportionate retaliation is permitted in their own culture and according to international law.

PRESS RELEASE

PRESS RELEASE

Interfaith International & UNPO with collaboration with Baloch Human Rights Council (UK), World Sindhi Congress and Sindhi Baloch Forum held a conference on Balochistan entitled “Self – DETERMINATION IN BALOCHISTAN – ITS RELATION TO REGIONAL & GLOBAL SECURITY” on 8th June 2009 during the 11th session of the UNHRC in Geneva. The conference was presided over by Dr. Charles Graves of interfaith international. The UNPO representative Ms. Maggie Murphy introduced the Balochistan issue.

The Baloch representative in the UN Mr. Noordin Mengal in his presentation gave a graphic detail of atrocities committed by Pakistani state in Balochistan since the occupation of Balochistan by Pakistani forces. He spoke on Gross Human Rights Violation in Balochistan, enforced disappearances, political assassination and target killings, mass arrests, mass Killings and Torture of the Baloch by Pakistani State agencies. He also shed light on Balochistan IDPs, freedom of expression and social and economical discrimination towards the Baloch by the Pakistani state. Pakistan’s fifth army operation in Balochistan is continuing. During the recent military operation 2004-2009 in Balochistan, serious human rights violations have been recorded by various human rights organizations. The Pakistani state is continuously suppressing, violating and subduing the Baloch right of freedom and sovereignty. The ISI and Military Intelligence (MI) agencies are largely responsible for the arrest and disappearances of thousands of Baloch people. Pakistan’s persistent policy to physically eliminate the Baloch political leaders is alarming.

Elaborating on the Pakistani atrocities, he said that the indiscriminate and disproportionate use of force by the military resulted in killing of hundreds of Baloch civilians national leaders including Baloch national leader Nawab Akbar Bugti and Nawabzada Balach Marri. The Baloch national leader Sardar Akhtar Mengal was illegally detained in solitary confinement and kept in an iron cage for one and half year. A renowned Baloch intellectual, political analysts and writer Mr. Jan Mohammad Dashti was critically injured in an attempt on his life. He said that women have been reported missing and arbitrarily detained including zarrina marri a 23 year old schoolteacher from Kahan. Due to indiscriminate and continuous air and ground offensive by the Pakistani air force and military more than two hundred thousands of people have been displaced from Dera Bugti and kohlu. Mr. Ghulam Muhammad Baloch chairman of BNM Lala Munir Ahmad Baloch vice-chairman of BNM Sher Mohammad joint secretary of BRP were abducted by the Pakistani secret agencies ISI and MI from their solicitor office after a court hearing on 3rd April 2009. They were blind folded, whisked away and killed by pakistani security forces. Their mutilated and decomposed bodies were found in Peedark near Turbat after six days.

He said that the Baloch have never accepted the occupation of their land from day one and have resisted it. He said that it is imperative that the Baloch should exercise the universal right of self determination as envisaged by the UN Charter. He appealed to the UN and the international community to help and support the Baloch for their just struggle for freedom, dignity and sovereignty as an independent secular democratic Balochistan can play a pivotal role in the regional and global security.

Ms. Suriya Makhdoom of World Sindhi Congress expressed her solidarity with the Baloch nation and said Sindhis are also oppressed by Pakistani establishment. She highlighted the suffering and injustices of Sindhi nation by the Pakistani establishment

.Mr Samad Baloch Secretary General Of Baloch Human rights Council (UK) spoke on Baloch right of self determination and its impact on Regional & Global security. He said that the Baloch struggle for the right of self determination by implication has impacts on regional and global peace. The right of self-determination of peoples is a fundamental principle in international law and emergence of democratic and secular sovereign states in the region as a result of granting the right of self determination to the Baloch and other oppressed nations will be a counter check for the religious fundamentalist states of Pakistan and Iran and will contribute to regional and world security. He added that the Baloch consider the occupation of their land by Pakistan and Iran as illegal. The Baloch have never accepted the annexation of their newly independent state into Pakistan and adopted various forms of resistance to illegal occupation. Since the collapse of the organized resistance against the Iranian occupation in 1928, the Baloch in Iranian held territory have been resisting the occupation through political mobilization and low intensity armed movements. He emphasized that allowing the Baloch to exercise their right of self determination will lead to the achievement of this right by the other subjugated nationalities like Sindhis, Kurds, Azeris, Seraikis and other in Iran and Pakistan. He urged the international community to get involved in the conflict between the Baloch and the occupying states as it is imperative for securing a long lasting peace and security situation in the region that the unjust state boundaries should be readjusted and the divided Baloch should be united.

Mr. Nasser Boledai of Balochistan Peoples Party (Iran), Mr. Abdullah Baloch of Balochistan national Movement (Iran) Jamshed Amiri of BUFFR spoke on the brutalities of Iranian Shia state in Balochistan. They gave a detailed account of the recent mass arrests, harassment of Baloch people and the execution of innocent Baloch civilians in Zahidan. They said high level of intimidation, harassment arrests, and torture is ongoing in Balochistan by Iranian state. Peaceful protests have been suppressed, political and religious leaders have been detained unlawfully, freedom of expression and assembly is totally restricted. They exposed the crude brutalities and heinous crimes committed against humanity in Balochistan by shia state of Iran and requested the UN to take notice the naked fascism and brutalities of Tehran against the Baloch civilians and asked the UN and the international community to support the Baloch struggle for sovereignty. Munir Mengal, and a Kashmiri representative also spoke on the occasion. Tariq Sabro read a statement on behalf of Suleman Daud, the Khan Of Kalat to the conference.

URGENT APPEAL
JUNE 8TH, 2009.

On the eve of the so-called Presidential elections in the Islamic Republic of Iran on June 12, the country is plagued by ethnic, political, and religious unrest as well as massive human rights abuses in Iranian Baluchistan, the homeland of the Sunni-dominated Baluch ethnic group in the southeastern corner bordering Pakistan and Afghanistan. This turmoil has taken the shape of armed clashes between the Baluch and security forces, massive arrests of Baluch protesters, and summary executions of detainees without trial. The Clerical Regime’s unprecedented campaign of oppression and repression against the Baluch and Sunnis is designed to suppress the Baluch quest for self-rule, human rights, and democracy as well as to prevent the spread of Baluchistan unrest to other non-Persian ethnic groups in Azerbaijan, Kurdistan, Turkman Sahra, Arab-speaking Khuzestan, and Luristan. We draw the world attention to the atrocities committed against innocent Baluch civilians and ask the UN and Human Rights organizations to investigate the crimes committed by the Islamic Republic against the Baluch civilians’ population.

Iran’s Presidential election is just a masquerade to cover its undemocratic and totalitarian nature as shown by the clerically selected and sanctioned candidates, systematic discrimination ageist women and non-Persian national/ethnic groups, blatant violations of human rights of Iranian citizens, and total disregard of internationally recognized standards of fair trail and due process of law. If there were free election whereby the Baluch and other opposition groups could voice their views through ballots, then there would have been no need for the clerical regime to employ more than 100,00 Revolutionary Guard and security forces to use bullets against unarmed and innocent civilian population in Baluchistan.

Tensions have been mounting for the past two months in Baluchistan, as offensive anti-Sunni demonstrations, supported by Iranian security forces and Revolutionary Guards (IRG), have surrounded Baluchi Sunni mosques in the region. These protests paraded hateful slogans like “Death to Sunnis, Death to Sag Sunni (Dog Sunni), Death to Omar (2nd Khalifa)” and went so far as to even burn and raze some Baluchi shops and businesses in the area. The discrimination and humiliation which the Baluch endured crystallized in the devastating events of May 28th, 2009, when Baluchi militants bombed a Sunni mosque occupied by IRGs, hostile militia and Shia protestors.

More than 500 Baluchis were arrested after the bombing and are currently being held without being charged or any substantial evidence. The Iranian government has warned that these prisoners will face the maximum penalty for their crimes, despite the lack of incriminating data. Further exacerbating these religious and ethnic tensions, the regime publicly hanged 3 Baluch activists (who have been in jail months prior to the current events) accusing them of the bombing, only 36 hours after the violence. So far 17 Baluch demonstrators have been reported killed in street clashes with the security forces.

Iranian officials have also pointed fingers at the United States, saying that the “terrorists were equipped by America”, charges denied by the US. These accusations are consistent with past allegations by Iranian governments to attribute any opposition or resistance by Iranian peoples to foreign powers and to mask the Islamic Republic’s oppressive and repressive policies and practices against Iranian Baluch and Sunnis.

The events of the last two weeks have displayed tragic violence as well as blatant ethnic and religious discrimination against the Baluch and Sunnis. Unfortunately, more of the same can be expected in the future in other oppressed ethnic regions of Khuzestan (Arabistan), Kurdistan, Azerbaijan, Turkmenistan and Lurestan. The Baluchi people along with Ahwazi-Arabs Kurds, Azeri, Turkmen and Lurs have been deprived of basic freedoms and have witnessed the enforcement of discriminatory laws since the revolution of 1979. The Iranian government has left Baluchistan as one of the poorest provinces in the country, going so far as to halt economic development in the area by building a wall between Iranian Baluchistan and Pakistan, cutting off trade in the region. The Baluchi along with other Non-Persian ethnic groups have been excluded from participating in positions of political power despite their making up well over 50% of the country’s population and have suffered constantly under the current Iranian regime.

The Congress of Nationalities for a Federal Iran (CNFI) request that the international community and all democratic forces to pressure Iran to halt its campaign of terror and oppression against the Baluchi people in Iran to prevent further violence. We will keep you updated should this story develop further. For more information please contact us at info@iranfederal.org. Tel: (703)266-0330

Balochistan: The Key To Regional Security

Balochistan: The Key To Regional Security

Tuesday, 09 June 2009, On the 8th of June 2009, over 50 people from UN Permanent Missions, various International NGOs and representatives of the Balochi people gathered in the Palais des Nations in Geneva to discuss the role of Baluchistan in the security of the region and the gross human rights violations that have taken place there due to this pivotal role.

The region of Balochistan is not only located in a key strategic position in relation to conflicts in the region, but is also rich in natural resources. Despite, or rather perhaps because of these factors, the Baluchi people have suffered continued marginalization and victimization, locally, domestically and internationally.

This event is designed to raise awareness of the challenges faced by the Balochi peope, as well as initiate a dialogue on potential solutions

Balochistan, Self Determination and its relation to Global and Regional Security.

M. Murphy, UNPO

I thank Mr. Mengal and Dr Graves from Interfaith International for having collaborated with the UNPO, the Unrepresented Nations and Peoples Organization to bring about this very necessary event and we thank you all for being here to take part.

The UNPO is a membership organization that consists of 57 minority groups, indigenous peoples and occupied or unrecognized territories spread across the world. Each are commited to 6 vital principles that include the promotion of democracy, nonviolence and tolerance.

Whilst the objectives of the Masaai in Kenya and the Iraqi Kurds may differ quite substantially, our Members often share the same lack of involvement in the creation and implementation of policies that affect them first and foremost. Also common to each of them is a lack of representation in international forums such as the UN, which is why we are so grateful to be here today.UNPO aims to create opportunities for our Members to engage with international entities. Opportunities such as this meeting today permit and promote dialogue between states who have vital financial, strategic and humanitarian interests in the region and the people who best know the area, and who are equally the people most affected by each and every decision taken. As such, I do not intend to speak for too long. You are here after all to hear the Balochi representatives, not me and I am well aware of that!
That being the case, the rationale for creating dialogue between parties is keenly illustrated in the case of Balochistan and serves as a prime example of why UNPO continues to promote these meetings.

Firstly, there has been a lack of meaningful dialogue on a domestic scale between interstate and state leaders about the desire for greater autonomy and self‐determination. Indeed the violent suppression of any political debate has caused long‐standing, simmering resentment in the region.

This absence of dialogue has been compounded by harsh crackdowns on political dissent and the disappearances of key leaders, a complete lack of media feedom and dire conditions in camps for people displaced as a result of conflicts in the region.
It is unsurprising that mistrust of the state is deep and widespread especially when these violations ofbasic rights accompany the lowest employment, literacy and economic indicators in the whole country ‐ despite the region's natural wealth. Balochistan produces 40% of the country's primary energy1, yet only 5‐6% population have a gas connection themselves.2

"The Baluch Martyrs Day 15 July"

"Martyrs of Balochistan and Victims of State Terrorism"

Baloch, like many other nations, in their struggle for freedom and democratic rights have endured great sacrifices. In their endeavour to achieve these aims many have encountered and experienced the wrath of the occupying states. In consequence, many Baloch men, women and children in their struggle for their democratic rights including right to FREEDOM have been treated violently and inhumanly by the military and the intelligence services of these occupying states. The very harsh treatment of Baloch people is well recorded, particularly by states such as Pakistan and Iran. Since their illegal occupation of Balochistan these states have been involved in the systematic imprisonment, torture, abduction and execution of Baloch. Currently thousands of Baloch are missing from Pakistani occupied Balochistan; tens of thousands have been displaced. Similarly hundreds of Baloch have been executed by the Iranian regime in Western Balochistan and several are on death row waiting to be executed.

In tribute to sacrifices of the Baloch Martyrs the Baloch community in London have decided to hold a day of remembrance for these victims. The 15th of July of every year is the date designated for the purpose of remembrance, to make sure that their sacrifice for our freedom and our nation has not been lost in vain.

The day is nominated for "Martyrs of Balochistan and Victims of State Terrorism." On this day there will also be an exhibition of pictures, names, and a brief description on the background of each victim.

The actual day that this Remembrance Day will take place in London is on Sunday 19th July 2009. The Remembrance Day starts from 12 noon to 5pm at:

THE CENTRE FOR POLISH ART AND CULTURE

238 - 246 KINGS STREET, HAMMERSMITH

Closest Tube station: Hammersmith Station.

We wish to request from all Baloch from Eastern, Western Balochistan or elsewhere to assist us to e-mail pictures, names or any other information regarding the Baloch martyrs and victims of state terror to the following E-mail addresses:

Balochistan Human Rights Activists Association (Bhraa): The Life Of Recent Detainees In Zahedan In Serious Danger.
2009,06,03

According to reports from the activists in BHRAA, the Islamic Republic of Iran still continues arresting people and spreads terror, horror and fear in Zahedan

According to reports from the activists in BHRAA, the Islamic Republic of Iran still continues arresting people and spreads terror, horror and fear in Zahedan, even several days after Zahedan Imam Ali mosque bomb attack. Some of local reports[1] suggest that more than 100 persons have been arrested.

The most recent report obtained by our reporters in Zahedan suggests that the security police forces arrested more than 25 baloch in Zahedan on Sunday 31 of may 2009 and transferred them to yet an unknown place. These detainees include people a) who were admitted to the Khatm-ul-ania hospital in Zahedan because they had been beaten by the pro-regime ultra-conservative groups, b) the relatives to the wounded while were visiting them.

Furthermore, the reports suggest that the relatives dare not address any investigation on what happened to their family members, since they fear for their own destiny.

Ali Mohammad Azad, the Sistan and Balochistan county mayor confirmed the mass-arrests, annonced via Isna News Agency [2] and said that certain wahabi and salafi groups in this county who play with the feeling of shiites have been identified or are about to be identfied. Azad announced furthermore that they will be put to the trail after the presidential election.

Bahram Nouroozi ( the deputy general to Rasul-e-akram military center) confirmed the mentioned news in Isna news agency [3] as well and suggested that the persons who were arrested serve as spies for the forign states, and they will be put to trail soon.

Finally, as annonced in the pro-regime news agencies, the regime executed 3 baloch who already had been sentenced, while their executaion was linked to the recent mosque [4] bomb attack.

The official annoncements made by Ali Mohammad Azad and Bahram Nouroozi, taken into account, we in BHRAA have reason to believe that the mentioned detainees are in serious danger, and we fear for their destiny. Therefore we would like to draw all international human rights watch groups and the international societys attention to our concern and urge you to call the regime for unconditional stop for further violation of human rights in Balochistan.

2. Den officiella arbetslösheten är mer än 72 procent dvs 5-6 gånger högre än genomsnittet i Iran.

3. Över 70% av balocherna lever under existensminimum mätt även i iranska mått.

Iranian police officers have killed four saboteurs in armed clashes on Zahedan-Bam road in southeastern Iran, reports say.

"Four armed saboteurs were killed during a deadly clash with police officers of Sistan-Baluchestan Province," provincial police commander Gholam-Ali Nekouei told reporters on Saturday.

He added that a tanker also burst into flames in the clash, which left its driver dead.

The event took place following a rare terrorist attack in a mosque in Zahedan near Iran's southeastern border with Afghanistan and Pakistan.

The Pakistan-based Jundullah terror group claimed responsibility for the terrorist blast which killed 25 people and wounded 125 others last week.

Nekouei said that the mosque blast in Zahedan was part of a scenario to discourage the Iranian people from participating in the June 12 presidential election.

Jundullah's ring leader, Abdolmalek Rigi, has called on Sunni clerics to dishearten people from voting, threatening to assassinate those who refuse to do so.

188 Missing People Recovered: Rehman Malik
2009,06,06

ISLAMABAD: Federal Interior Minister Rehman Malik has said that out of 416 missing people, 188 have been recovered while 228 are still missing.

Talking to media men following chairing a high level meeting in the interior ministry on missing people, the federal minister said that efforts were underway to recover or at least trace missing people. He said the law enforcing agencies have also been directed to pace up their efforts in locating the missing persons.

Provincial police chiefs and home secretaries also attended the meeting, in which the list of the missing persons was reviewed in detail.

He said the number of the missing in the lists received from Balochistan and other provinces was incorrect. "The law enforcement agencies have been directed to prepare the list," he said.

Several persons have left their homes in Balochistan and went Afghanistan for training and their names have also been added in the missing persons list, Malik said.

The minister also directed to establish special cells for missing persons.

Rehman Malik informed that more than 1500 families have been shifted to Afghanistan in the last 7 years, adding 10 teachers went to Afghanistan for training recently.

He warned those people who disrespected Pakistani flag and said that Pakistani people can understand how the enemy is working in our ranks. He said no one would be allowed to challenge the writ of the government and no one would be allowed to dishonor our national flag

Referring to Balochistan issue, the minister stated that the government was working on 14 point recommendation given by our parliamentarians aimed to solve the problems.

He said that there is consensus among the parliamentarians that rightful share of Balochistan‘s resources must be given to its people.

The minister categorically stated that the talk about greater Balochistan would not be tolerated.

Iran Hangs Two Members Of Sunni Rebel Group Report

Iran Hangs Two Members Of Sunni Rebel Group Report
2009,06,06

Iran hanged two members of a Sunni rebel group in the southeastern city of Zahedan on Saturday, where a bombing of a Shi'ite mosque killed 25 people last month, an Iranian news agency reported.

TEHRAN (Reuters) - Iran hanged two members of a Sunni rebel group in the southeastern city of Zahedan on Saturday, where a bombing of a Shi'ite mosque killed 25 people last month, an Iranian news agency reported.

The semi-official Fars News Agency said the two dead men were members of Jundollah (God's Soldiers), which predominantly Shi'ite Muslim Iran says is part of the Sunni Islamist al Qaeda network. Iran also says Jundollah is backed by the United States, Tehran's arch-foe.

Saudi-owned Al Arabiya television reported on May 29 that Jundollah had said it was behind the mosque bombing the previous day in Zahedan, which occurred as Iran was preparing for a June 12 presidential election.

But Saturday's Fars report did not mention the mosque blast, saying the two executed men were members of a terrorist group and accused of waging war against the Islamic Republic.

It named one of them as Abdolhamid Rigi but did not say whether he was related to Jundollah leader Abdolmalek Rigi. Jundollah says it fights for the rights of minority Sunnis in Iran.

Separately on Saturday, Iran's official IRNA news agency said security forces killed four rebels behind an attack on two trucks on a road west of Zahedan last week which killed one person and wounded two others.

Zahedan is the capital of Sistan-Baluchestan province, where most people are minority Sunni Muslims and ethnic Baluchis.

Three people convicted of involvement in the mosque bombing were hanged in public in Zahedan on May 30. A day later, clashes broke out between supporters and opponents of a Sunni cleric in the city and six people died in an arson attack.

Close to Pakistan and Afghanistan, the region has seen frequent clashes between security forces and heavily armed drug smugglers, as well intermittent attacks by Sunni Baluchi rebels.

The United States has rejected accusations by an Iranian official that it was involved in the bombing of the mosque.

Sectarian violence is relatively rare in Iran, whose leaders reject allegations by Western rights groups that the country discriminates against ethnic and religious minorities.

In next Friday's election, conservative President Mahmoud Ahmadinejad, who often rails against foreign threats to Iran's security, is pitted against moderates seeking detente with the West.

adibzadeh@radiozamaneh.com

The Shadow War In Balochistan

The Shadow War In Balochistan

The shadow war in Balochistan
By Pepe Escobar

Just when Iran and Pakistan had reached a key Pipelineistan breakthrough, regional violence exploded involving, once again, "the greatest prize" Balochistan (Please see Balochistan is the greatest prize, May 9, 2009, Asia Times Online.)

The key question to ask is, as usual, cui bono?, or "Who profits?" What's behind this new, bloody intersection of Pipelineistan and the former "global war on terror" - a key theme US President

Barack Obama would not dare touch in his Cairo address on Thursday to the "Muslim world"?

On May 22 in Tehran, Pakistani President Asif Ali Zardari and Iranian President Mahmud Ahmadinejad finally signed a preliminary agreement, after 14 long years of negotiations, to build the Iran-Pakistan (IP) pipeline, formerly the Iran-Pakistan-India (IPI), or "peace pipeline". (The final deal should, in theory, be sealed in less than two weeks.) The decision brazenly defied Washington's diktat.(Please see Pipelineistan goes Iran-Pak, May 29, 2009, Asia Times Online.)

On May 28 in Zahedan, in Sistan-Balochistan province in Iran, the Pakistan-based, hardcore Sunni, ultra-anti-Shi'ite outfit Jundallah ("Soldiers of God") claimed responsibility for a suicide bombing inside the Amir al-Momenin mosque that killed 25 people and wounded 125.

The timing and the circumstances could not be more suspicious. Tehran simply cannot understand how Islamabad could not contain Jundallah after it has been offered key, on-the-ground intelligence.

Tehran had told the Pakistani ambassador, M B Abbasi, that three Pakistanis - Haji Noti Zehi, Gholam Rasoul Zehi and Zabihollah Naroui - had confessed to smuggling explosives into Iran from Balochistan and passing them over to the suicide bomber. The trio was subsequently hanged in public in Zahedan on May 30.

As for the Iranian ambassador to Pakistan, Mashallah Shakeri, already on March 20 he had publicly accused Islamabad of allowing Balochistan to be a Jundallah base for the destabilization of Iran. Islamabad said "it ain't so", but facts on the ground spelled otherwise. Now it's even more serious, as the future of the IP pipeline is on the line.

How will the Balochis in the Pakistani army react? In Balochistan, the New Great Game in Eurasia is as enigmatic as it gets. There's an enormous discrepancy between some Baloch tribal leaders who live the good life in Karachi (in Sindh) and treat the province as their personal fiefdom, and an extremely destitute population who feels totally alienated by the Punjabi-dominated Pakistani establishment.

The shadowy 'foreign player'
And what does Jundallah really want? Jundallah, also known in Iran as the Rigi group (after its ringleader, Abdul Malik Rigi), is an outfit of Iranian Balochis, who happen to be Sunni and fiercely anti-Shi'ite, who claim to represent their minority's rights in the Iranian southeast province of Sistan-Balochistan.

Their hideout is cross-border, in Pakistani Balochistan. Islamabad has also established they have operating ties with both the ultra-sectarian Lashkar-e-Jhangvi and the Tehreek-e Taliban Pakistan. Tehran directly blames Jundallah for a series of cross-border guerrilla operations that have been going on since 2003, killing mostly Iranian soldiers and border guards.

After the bombing, the diplomatic dance could not but step into overdrive. Islamabad insists it is aligned with Tehran in their regional brand of the war on terror. But Tehran, not beating around the bush, has now explicitly demanded Islamabad to hand over Jundallah supremo Rigi, who is based in Balochistan. Pakistan's Interior Ministry has promised, on the record, to "hunt down" Jundallah.

Although still condemning the Zahedan bombing, the Pakistani Foreign Ministry strangely denies that Iran had sealed off its border with Pakistan. The fact is Tehran did close what they call "the zero point" at the tiny town of Taftan, in the Pakistan-Iran border. Bilateral trade is crucial for the tribal, regional livelihood - after all they are all Baloch "cousins". All the food for the Pakistani Baloch side comes from Iran.

Crucially, Islamabad's tune also has begun to change, in tandem with Tehran, drifting to the "third party" gambit - a foreign player supporting Jundallah's cross-border destabilization campaign, which sabotages any Pakistan-Iran rapprochement and of course the IP.

One does not need to share Tehran's national security worries to identify this foreign player: Washington, which not by accident supports a rival pipeline to IP, the ever-troubled Turkmenistan-Afghanistan-Pakistan-India (TAPI) pipeline, the raison d'etre for the US involvement in Afghanistan. Iranian Foreign Minister Manouchehr Mottaki said as much, "We consider Rigi's network linked with some foreign forces in Afghanistan." And he added Iran had plenty of "evidence".

Both Washington and Islamabad have tended to ignore Jundallah's anti-Iran activities. Well, not really, because under the George W Bush-era Jundallah was co-opted by US intelligence for regime change purposes in Iran. As for the Pakistani angle, will the Pakistani Inter-Services Intelligence (ISI) finally move against Jundallah, as it seems to be moving against Baitullah Mehsud's Taliban? In principle, this should be a no-brainer; according to the Fars News Agency, the chief of the Iranian Armed Forces, General Hassan Firouzabadi, informed Islamabad of Rigi's exact location.

At a Monday seminar in Quetta, the capital of Pakistani Balochistan, organized by the Awami National Party, influential Balochis made clear they would not allow for Taliban and al-Qaeda to thrive in Balochistan, and they urged Pashtuns living in the province to do the same. One has to wonder whether this show of unity against terrorist tactics applies to the Iranian Balochis of Jundallah as well.

It gets much more complicated. Balochistan has been flooded by Pashtun refugees for 30 years (the break-up of the province is now roughly 50/50). Many have been cannon fodder not only for the 1980s jihad in Afghanistan but also for the jihad in Kashmir and of course for the Taliban, in Afghanistan during the 1990s and lately the Pakistani Taliban. Secular Balochis charge that Punjabi-based Islamabad has always encouraged this refugee wave to bolster its own agenda: to undermine secular Baloch nationalism.

So, what is now happening in the Pashtun North-West Frontier Province and the Federally Administered Tribal Areas because of the Pakistani army onslaught - a powerful sense of alienation - has already happened in Balochistan. Islamabad now has to confront not only Baloch nationalism but Pashtun nationalism as well.

All-out shadow war
With or without using Jundallah for its own Iran-destabilizing agenda, Washington's "shadow war" is about to hit Balochistan full speed ahead. It will mirror an already ongoing shadow war - which is the ISI war against Baloch nationalists; as Balochistan is virtually controlled by Islamabad's intelligence agencies, Islamabad cannot but systematically turn Balochis into victims of "targeted assassinations". For Islamabad, ethnic-based separatism is - in echoes of Israel - an "existential threat". Islamabad's reckless actions have only managed to turn it into a self-fulfilling prophecy.

Instead of watching him meet that paragon of democracy, Saudi Arabia's King Abdullah, and cozy up with perennial Egyptian dictator Hosni Mubarak, the "Muslim world" would rather benefit from Obama explaining first-hand what a shadow war in Muslim lands is all about.

By mid-summer, Obama's Afghan surge in troops will be in position. A new, US mega-base in the "desert of death" in Helmand province, in southern Afghanistan, will be operational. The base happens to be a stone's throw from the Iran-Afghan border, and just across the border from Pakistani Balochistan. It's the ideal, strategic base for an extended, tri-border (Iran, Afghanistan, Pakistan) General David Petraeus-coined counter-insurgency splash.

Ultra-shadowy task forces, "Hell from above" drone war, Hellfire missiles, the merciless logic of privatization and "covertization" of war, the Pentagon's "secret operational capabilities" to "locate, target and kill key individuals in extremist groups" - all this cannot but fester in this tri-border area.

Philip Alston of the United Nations Human Rights Council has been an almost isolated voice denouncing US shadow, "targeted assassination" teams working out of Afghan bases in Kandahar and Nangarhar, and allied with wily, local militias. The victims are mostly Afghan civilians. In Balochistan, the available "local militia" will always be Jundallah. The base will be in the Afghan "desert of death". In the absence of Taliban or al-Qaeda, victims of "decapitation" are plenty of Iranians across the border.

How better to apply Petraeus' tactics than to expand these teams into destabilizing Iran and preventing Iran and Pakistan from closer integration via a key Pipelineistan node - an integration that also benefits China?

That is achievable with a Balochistan mired in chaos. From the Pentagon's point of view, China profiting from the Baloch port of Gwadar to be supplied with Iranian gas is anathema. Islamabad may not be allowed by Washington to take out Jundallah after all. Shadowplay rules.

Event coinciding with 11th Session of the United Nations Human Rights Council in Geneva (UNHRC) will address human rights violations and propose solutions to simmering tension and conflict in key region straddling Pakistan, Iran and Afghanistan.

FOR IMMEDIATE RELEASE

PRLog (Press Release) - Jun 04, 2009 - Unrepresented Nations and Peoples Organization (UNPO) in partnership with Interfaith International and Baloch representative Mr. Noordin Mengal, will host an event to discuss the deteriorating human rights violations in Baluchistan during the 11th Session of the UNHRC in Geneva on Monday, June 8 from 16h00 (TBC).

Balochistan is a region that makes up 44% of Pakistan's territory but also straddles Iran and Afghanistan. The region is exceptionally rich in natural resources which has encouraged exploitative domestic and external intervention. Speakers at the event will include influential Baloch leaders, security and human rights experts and representatives of Permanent Missions to the UN, each of whom will contribute to discussions of the present situation in the region and possible solutions.

The session, entitled Self-Determination in Baluchistan-its Relation to Regional and Global Security will discuss the repeated human rights violations of the Baloch, a minority community who have been politically and economically marginalized by the Pakistan government. These violations include indiscriminate use of force against civilians, targetted killings and the disappearance of political activists and journalists. Hundreds of thousands of civilians are said to have been displaced across province boundaries into Sindh and Punjab and state boundaries into Afghanistan, underlining the regional and international nature of the problem.

The kidnapping of American citizen and head of the UNHCR in Balochistan, Mr. John Solecki in February of this year brought the attention of the international community to this region but the subsequent killing of three men who were members of the committee that secured his release is evidence that international attention must now turn to international action.

This event will allow assembled leaders, experts, and decision-makers to discuss the current situation, raise awareness of the complexity to the problem, and begin to develop possible solutions to the existing regional turmoil and instability.

The Unrepresented Nations and Peoples Organization (UNPO) is an international, nonviolent, and democratic membership organisation. Its members are indigenous peoples, minorities, and unrecognised or occupied territories who have joined together to protect and promote their human and cultural rights, to preserve their environments, and to find nonviolent solutions to conflicts which affect them.

Although the aspirations of UNPO Members differ greatly, they are all united by one shared condition - they are not adequately represented at major international fora, such as the United Nations. As a consequence, their opportunity to participate on the international stage is significantly limited, as is their ability to access and draw upon the support of the global bodies mandated to defend their rights, protect their environments, and mitigate the effects of conflict.

Balochistan Human Rights Activists Association (BHRAA):

The life of recent detainees in Zahedan in serious danger.

According to reports from the activists in BHRAA, the Islamic Republic of Iran still continues arresting people and spreads terror, horror and fear in Zahedan, even several days after Zahedan ‘’Imam Ali’’ mosque bomb attack.

These detainees include people a) who were admitted to the ‘’Khatm-ul-ania’’ hospital in Zahedan because they had been beaten by the pro-regime ultra-conservative groups, b) the relatives to the wounded while were visiting them.

Furthermore, the reports suggest that the relatives dare not address any investigation on what happened to their family members, since they fear for their own destiny.

Ali Mohammad Azad, the Sistan and Balochistan county mayor confirmed the mass-arrests, annonced via Isna News Agency [2] and said that certain ‘’wahabi and salafi’’ groups in this county who play with the feeling of ‘’shiites’’ have been identified or are about to be identfied.

Therefore we would like to draw all international human rights watch groups’ and the international society’s attention to our concern and urge you to call the regime for unconditional stop for further violation of human rights in Balochistan.

Amnesty International: Iran’s presidential election amid unrest and ongoing human rights violations
5 June 2009

Iran’s presidential election on 12 June, will take place against a backdrop of discrimination, worsening repression of dissent and violent unrest.

In the run-up to its tenth presidential election from which women candidates have been barred, the country has witnessed the arbitrary arrest and harassment of activists and members of minority communities, censorship, armed attacks and suicide bombings.

Amnesty International has welcomed the commitments made by some electoral candidates during their campaigns to address the issue of women's rights and the problems of ethnic minorities and the poor. "The ongoing efforts of women’s rights activists have forced the issue of women's rights into the debate, sometimes at the cost of their freedom," said Hassiba Hadj Sahraoui, Middle East and North Africa Deputy Programme Director at Amnesty International. "All candidates should heed their calls for equality and make ending discrimination a priority."

Another issue requiring urgent action from the new president is the execution of juveniles for crimes committed when they were children. "At least 139 juveniles are on death row in Iran," said Hassiba Hadj Sahraoui. "The outrage after the execution of young painter Delara Darabi, the debates in the country and the initiatives of civil society to end this abhorrent practice must be matched by decisive action by the new president."

The organization has expressed its concern about Iran’s discriminatory selection process for electoral candidates, which involves the Council of Guardians screening all candidates for election to "ensure their suitability for the Presidency".

In a public statement on 15 May, Amnesty International urged the Council of Guardians to ensure that no one was excluded from standing as a candidate solely on the grounds of their race, colour, sex, language, religion, social origin or political or other opinion and that none of the 42 women who registered to stand were barred solely on account of their gender. However, all but four candidates were excluded, including all the women candidates.

The four remaining candidates are: current President Mahmoud Ahmadinejad; former Speaker of Parliament Mehdi Karroubi; Mohsen Rezai, former Commander of the Revolutionary Guards and current Secretary of the Expediency Council; and Mir Hossein Mousavi, who served as Iran’s Prime Minister during the Iran-Iraq war in the 1980s.

Iranians have faced censorship during the campaign: the authorities blocked access to the social networking web sites Facebook and, briefly, Twitter on 23 May. Candidates and their supporters opposing current president Mahmoud Ahmadinejad had been using the sites to spread information as part of their campaigns. Surprised by the outcry, the authorities unblocked access to Facebook three days later.

The campaign of Mir Hossein Mousavi – himself a member of the Azerbaijani minority - has attracted allegations of racism after a video posted on YouTube on 14 May allegedly showed former President Mohammad Khatami (who supports Mr Mousavi) making comments belittling Iranian Azerbaijanis. Mr Khatami has since stated that the video was a fake. In the days after the video surfaced, hundreds of Azerbaijani activists held rallies and made protests, demanding an apology from Mr Khatami. Some have been arrested and are being held in incommunicado detention.

In the pre-election period, Amnesty International has also received reports suggesting increased waves of arbitrary arrests and harassment targeting in particular members of Iran’s religious and ethnic minority communities, including Baha'is and converts from Islam, students, trade unionists and women’s rights activists.

Emad Bahavar, of the banned Iran Freedom Movement, who was campaigning for the presidential election of Mir-Hossein Mosavi, was detained on 27 May on suspicion of "spreading propaganda against the system".

It was reported that Mr Bahavar, 31, was detained by an order issued by the Revolutionary Court. Security guards searched Mr Bahavar’s residence and a number of his personal effects, such as his computer, were confiscated. Mr Bahavar was reported to have been released on Tuesday.

Other cases of arbitrary detention include the arrest on 19 April of Mehdi Mo’tamedi Mehr, a member of the Committee to Defend Free, Healthy and Fair Elections and a member of the Freedom Movement.

Before his arrest he had been called by a Ministry of Intelligence official and told that publication of a statement entitled Civil Society Institution as Election Observers: An Assurance toward Free, Healthy and Fair Elections by the Committee would be an act against national security.

The statement was published anyway, and he was arrested. He has been accused of "acting against state security". On 29 April, security forces prevented other members of the committee from holding a meeting in the Raad Legal Institute which belongs to Mohammad Ali Dadkhah, a prominent lawyer and member of the High Oversight Council of the Centre for Human Rights Defenders (CHRD). The CHRD headed by Nobel Peace Prize laureate Shirin Ebadi was forcibly closed in December 2008 and has not been allowed to reopen.

At least two Amir Kabir University students remain detained without trial by the Ministry of Intelligence in Section 209 of Evin Prison in Tehran following their arrests in February 2009. Other students arrested with them who have since been released have said that they were tortured in detention. On 28 April 2009, a Revolutionary Court judge said that eight students, including those still detained, had been accused of cooperating with the People’s Mojahedin Organization of Iran, an opposition group based in exile. He added that they had intended to ìcarry out some activities in the universityî during the forthcoming election.

Jelveh Javaheri is the only woman among around 20 people still held after their arrest on 1 May 2009. She is a member of the One Million Signatures Campaign (also known as the Campaign for Equality), which is collecting signatures to a petition demanding equal rights for women.

Most – including Jelveh Javaheri's journalist husband Kaveh Mozaffari - were arrested in Laleh Park in Tehran where a celebration of International Workers' Day was being held, but Jelveh Javaheri was arrested at home without an arrest warrant when security officials came with her husband to search their house. She has since been charged with "acting against national security through membership in the One Million Signatures Campaign and with the aim of disrupting public order and security."

"By imprisoning people for merely expressing dissenting views, the Iranian authorities are stifling the free debate which is a pre-requisite of elections," said Hassiba Hadj Sahraoui. "Citizens should be able to freely express their grievances and their demands so that candidates can address them."

"All individuals and groups should be allowed to peacefully exercise their rights to freedom of expression, association and assembly, including in ways which dissent from state policies and practices, in the run-up to the presidential election."

In the run-up to the elections violent unrest has intensified in Sistan-Baluchistan province in south-eastern Iran. A member of the armed Baluch group, the People's Resistance Movement of Iran (PRMI) carried out a suicide bomb attack on a mosque in the provincial capital of Zahedan on 28 May. Up to 25 people were reported to have been killed and dozens more were injured. The PRMI said that the attack was a reprisal for the execution of several Sunni clerics in recent years.

"The bombing of the mosque is a total disregard of principles of international humanitarian law, by which the PRMI has pledged to abide. We condemn it unreservedly," said Hassiba Hadj Sahraoui.

Less than 48 hours after the bombing, three men were hanged in public near the site of the attack amid claims that they were responsible. Later comments clarified that the three men had been in detention at the time of the bombing, but that they had "confessed" to providing the explosives used in the bombing. Further unrest broke out afterwards with up to ten people killed, and dozens arrested.

Iran's Baluch minority suffer discrimination by the state authorities leading to gross violations of their economic, social and cultural rights. They live mainly in the provinces of Sistan-Balouchistan and Kerman, and are believed to constitute between one to three per cent of the country’s total population of around 70 million. They are mainly Sunni Muslims, whereas the majority of Iran’s population are Shi’a Muslims.
